On November 19, 2018, the Board of Education of Harford County named Eric Davis chief of administration for Harford County Public Schools to fill the vacancy created when the former chief of administration, Joseph Licata, retired on November 1.
Mr. Davis is a 1990 graduate of Saint Paul’s College with a Bachelor of Science in Education. He earned a master’s degree in Educational Leadership from Lynchburg College in 1998. Mr. Davis’ nearly 30-year career in education began with Lynchburg City Schools in 1990 as a third grade teacher. He went on to serve in the roles of assistant principal and principal before leaving that school system to relocate to Montgomery County, Maryland, in 2001.
In Montgomery County Public Schools, Mr. Davis served as principal of Maryvale Elementary School (2001 to 2004) and then principal of Montgomery Village Middle School (2004 to 2006) before being promoted to Director of School Performance in 2006, a role in which he supervised 11 principals, assisted with school improvement planning, and co-facilitated Achievement Steering Committees. In 2008 he was named director of the Department of Family and Community Partnerships and supported administrators in 200 schools with strategies to increase family engagement.
In 2012, Mr. Davis relocated to North Carolina to accept the position of assistant superintendent for Wilson County Public Schools. In this capacity, he was responsible for all operations within the school system, including finance, professional development, administrative services, and human resources. He worked closely with community agencies to design and implement the safety and security process for the district and was responsible for school climate and culture throughout the district.
Mr. Davis has earned several honors throughout his career, including Outstanding Principal for Community Engagement (2002) and Montgomery County Junior Council Principal of the Year (2005). In 2009, he was tapped to participate in Secretary of Education Arne Duncan’s first National Town Hall Meeting for the reauthorization of No Child Left Behind.
Mr. Davis has presented at several educational conferences throughout the years and most notably served as the keynote speaker for three consecutive years at state Title I conferences (Texas, 2013; Virginia, 2014; and North Carolina, 2015) on differentiated outreach, was a presenter during the 2016 ASCD National Conference on creating a welcoming environment in schools, and was creator and moderator of an international Twitter chat for educational collaboration, #EngageChat. In addition, Mr. Davis authored and published a book for school based administrators entitled I Hear You Knocking – But You Can’t Come In! – A Framework for Creating a Welcoming Environment in Schools.
“Mr. Davis is one of the finest educators I know. He is a visionary leader with a proven track record in both school-based leadership and system operations. He will be an outstanding addition to Harford County Public Schools,” said Superintendent of Schools Sean Bulson.

The Board of Ed almost no boted Bulson, final vote 5-2 after he was up for a new contract. This man will ruin HCPS, Joe Licata was a good man and will be missed. Don’t say I didn’t warn you, the students in this county are screwed.

Joe Licata was incompetent and lied to the board of Ed on more than one occasion.
Licata was arrested for sexual perversion…not a good man at all and had no business working in the school system.
Have you read the laws regarding what you are saying? According to those laws anything other than straight missionary position can be considered an act of “sexual perversion”. According to those laws ALL homosexual sexual activity is an act of “sexual perversion”. Furthermore, those laws are all archaic and contrary to freedom, yet alone unconstitutional. Licata is no more a “sexual pervert” than any other man who has had his pole smoked and that is just the way it is….
If the Board of Education no voted Mr. Davis they are racist. If they yes vote him Together We Will Harford County praises the board for bringing in diversity. This isn’t about the best for the job, the board of education failed. They don’t have the students best interest in mind. Dr. Bulson is going to be the biggest bust since the Orioles signed Ubaldo Jimenez to a four year $50 million dollar contract. Keep up the great work, HCPS.

I am overjoyed that Dr. Bulson has brought such a high-quality educator into HCPS. Eric Davis will be a tremendous addition to our community. His salary also represents a real value for his position since his predecessor’s salary was $20,000+ higher. By making this decision, Dr. Bulson has demonstrated his commitment to change and his understanding of offering fair but not excessive salaries to upper management.

I don’t think I stand alone at all. Many of us who have worked or are informed, know that there needs to be much change in HCPS. Bringing in bright, accomplished folks who have a history of success in other successful school systems is part of mobilizing for successful change. I am certain there is a network of folks who would like to undermine Dr. Bulson and will try to cast everything he does in a bad light. I for one will not stand by and allow that to happen.
Just as im sure you are part of a network of folks who would like to undermine any one with opposing views to your own, or simply anything you don’t understand. Maybe you should stand by and “let it happen”. We all know what happens when you open your mouth Burbey.

If you were to quiry white people as to why they still possess some racial bias they will in many cases refer to the way a large portion of the black population represents themselves. They refer to the violent unlawful subculture displayed everyday and the inability of the black community to acknowledge that they are part of the problem. They refer to double standards in behavior.
