From Harford County Councilman Mike Perrone:
On Tuesday, December 6, at 6 p.m. in the County Council Chambers (212 S. Bond Street in Bel Air), the public hearing will be held for Bill 16-29: Magnolia Neighborhood Overlay District. The meeting will open with testimony from the Director of Planning and Zoning and possibly other members of the Administration. Then, Council Members will have the opportunity to ask questions of the Administration.
After the Council Members finish, the Council President will open the floor for public comment on the bill.
If you are going to speak on the bill, please be aware that per Council Procedures, there is a time limit when speaking. If you are speaking as an individual, you will have three minutes to talk. If you are speaking on behalf of an organization you have five minutes to talk, but only one person can represent the group, other members may speak, but will be limited to three minutes.
Another important item to note is if you are going to speak at the public hearing, you must be signed up to speak BEFORE the hearing begins or you will not be able to speak. There are three ways to sign up:
1) Call the Council Office at 410-638-3343 and say you want to sign up to speak at the public hearing for Bill 16-029.
2) Sign up online. You can click here to be directed to the registration form.
3) Sign up the day of the hearing. The signup sheet is located on a table right outside the door of the Council Chambers.

Sounds like a very reasonably thought out event. Should be good. Although I don’t think anyone will have comments since it makes sense.
