The Harford County Public Schools Food and Nutrition Department is participating in the U.S. Department of Agriculture’s (USDA) Child and Adult Care Food Program (CACFP) At-Risk Afterschool Meals Program. The CACFP helps to provide children and teenagers the nutrition they need beyond the school day. Through this program, suppers are provided to all children, 18 years of age and under, without charge. Acceptance and participation requirements for the program and activities are the same for all regardless of race, color, national origin, sex, age, or disability. There will be no discrimination in the course of the meal service. Meals will be provided at the sites and times below
In accordance with Federal civil rights law and USDA civil rights regulations and policies, the USDA, its agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, sex, disability, age, or reprisal or retaliation for prior civil rights activity in any program or activity conducted or funded by USDA.
Persons with disabilities who require alternative means of communication for program information (e.g. Braille, large print, audiotape, American Sign Language, etc.), should contact the agency (state or local) where they applied for benefits. Individuals who are deaf, hard of hearing or have speech disabilities may contact USDA through the Federal Relay Service at (800) 877-8339. Additionally, program information may be made available in languages other than English.
To file a program complaint of discrimination, complete the USDA Program Discrimination Complaint Form, (AD-3027) found online at http://www.ascr.usda.gov/complaint_filing_cust.html, and at any USDA office, or write a letter addressed to USDA and provide in the letter all of the information requested in the form. To request a copy of the complaint form, call (866) 632-9992.

So now kids are receiving breakfast, lunch, and dinner at school or the Boys & Girls Club five days a week. Exactly why are we giving their parents WIC or SNAP assistance as if they were eating all 21 meals at home?
If you can’t get it together enough to put taxpayer-funded food on the table or in a lunchbox for your kid, you shouldn’t be their guardian.

It may seem strange but a lot of parents have something called a “job,” many of which aren’t very flexible when it comes to working a shift that can accommodate both getting your child to school in the morning and picking them up from school in the afternoon, and still working a full shift.
Add to that the fact that low income families are more than likely working low paying retail or service jobs, which are notorious when it comes to not offering time off, a flexible schedules, adequate benefits, or regular hours.
On top of that, after-school childcare has become nearly as expensive as putting your child through college.
So yes, even parents who receive WIC and SNAP benefits may still find it difficult to feed their child 3 meals a day (or be present to do so), while also paying rent, bills, and working a job (often two or more).
Of all the things currently going on in our country and the world, it’s a bit sad that feeding children in need enrages you so much.

Those kids already get enough to eat!!!!! Tell their parents (more likely single parent) to feed their own kids. I feed mine. What’s your problem anyway? Sound familiar? It is easy to be critical of the “have nots”. They are always wanting “more”. Gimme gimme gimme.
I say “just get a job…just try harder…just tighten that budget” which is already inadequate. “No more” I say. Do not feed any more kids. We already give them enough to eat. What’s wrong with their parents anyway? Sound familiar?
The more insightful and objective observer will see that while there is some waste and fraud in the welfare system there is more often genuine need. Circumstances in many homes leave children essentially on their own by neglectful parents. On the other side, some parents work several minimum wage jobs which prevent them from being at home to provide meals. Few of us know the real reasons that nutrition is neglected but not providing food kids who have a need for a meal is not the way to go.
The entire system needs updating and better monitoring. Now, how does one get a solution?

Why not take the children away from neglectful parents who will not feed them or arrange for the children to be fed? Why must we leave the children with neglectful parents? Why not place the children where they will grow up with someone who will love and take care of them?

Awesome news! Way to go school system! Most low income parents in Harford County are working or continually searching for work. Unfortunately, there is a lack of good paying jobs, and there are employers who do not offer benefits or give just enough hours to be “part time.” There are parents who are working more than one job and still not making enough to get by. Ensuring our kids are getting three meals a day is essential to their success and success of our county. Too often there are people who are judgmental of others who are truly doing the best they can and working very hard. Not everything is in their control.

Nobody wants innocent children to be hungry. It’s not the child’s fault. Just so they can be polite to the school kitchen staff, say “thank you” once in a while, and not complain about the food right before throwing it away. While they’re at it, maybe they can clean up their own mess (the freebies are often the messiest).
I would add one more idea. Have a center in every county where they can pick up all the “free” (to them it’s free) food they want, but it’s laced with contraception. This way we can cut off the problem like pulling out a few dominoes, and in 1/2 of a generation, the problem will be reduced.

The welfare lifestyle is often passed down from generation to generation. Maybe have them get a shot or get “fixed” to qualify for public assistance. They’re having more than their fair share of children, because they don’t consider how they’re going to support them. The problem will never go away the way things are now.
