During the 2016 session of the Maryland General Assembly Sheriff Gahler worked with Harford County Delegates Andrew Cassilly and Mary Ann Lisanti and Senator Wayne Norman to introduce legislation requiring new drivers to receive instruction on how to respond if stopped by the police while operating a motor vehicle. Realizing the importance of topic, the Harford County Sheriff’s Office worked on four short educational videos intended to be practical examples of the proposal.
“Today, I have sent copies of the educational videos to all Drivers Education Schools in Harford County, with the hope that they find these videos useful as an instructional tool.” Gahler said
Working with the Maryland Motor Vehicle Administration, a code change was determined to be the best avenue available to accomplish the objective of providing an important safety message to our newest drivers. As of January 1, 2017, the Code of Maryland Regulations (COMAR), 11.23.02 – Driver’s Education Curriculum, will be updated to include a requirement that students of driver’s education programs in Maryland be given guidance on the safest ways to interact with law enforcement officers when stopped while operating a motor vehicle.
“These videos are intended to be both informational tools for new drivers so they understand their rights and legal requirements when stopped and, also, to give these new drivers an understanding of the police officer’s perspective of a traffic stop.” Gahler said. In short, the videos are meant to allow for improved communications between police officers and the motoring public. Some of the information included in the videos are: the proper actions drivers should take during a traffic stop, what information the officer will request of the driver and or passengers, what to do when encountering a DWI checkpoint and what your rights are if an officer asks you to exit the vehicle.

It would appear those are Pennsylvania inspection tickets on the windshield. So the video claims to be a stop for no front tag but Pennsylvania doesn’t have front tags. One would think a Deputy would know this or is this just another driving while black, he has to be guilty of something stop.
Whom ever released this video should be immediately removed from their job for being an idiot but unfortunately it seems being an idiot is a job government requirement

It used to be registered in PA but had been switched over to Maryland, take a look again at the top of the registration card the operator grabs…yup Maryland, nice try though. This is a video meant to help future drivers, as in done for a good cause. Love the negativity, name calling dropping the idiot bomb. At least the videos are attempting to do something good, as cheesy as they are they may actually help.

Lmao I literally drove past this in between takes, asked what was going on, the black guy driving in video one was volunteering he lives in another Maryland county, the tag displayed on the rear was MARYLAND, your seeing a bluured out MARYLAND tag, a lot of people in a given year switch states, registrations, etc, and on the video it shows a Maryland registration card, that’s the top of one of our cards, not a PA card that looks completely different. I’d take a wild assed guess a lot more people than “new drivers” could watch this form of public service announcement.

Yet another attempt for Jeff the Failure Gahler to justify his position. He is almost as worthless as the female major he got rid of. First off your videos are telling people things that they by law aren’t required to do. But I guess you think you are above the law. You don’t have to roll your window down, or talk to the officer at a checkpoint. On a traffic stop are you telling females to get out of the car if and as soon as they get pulled over and are asked to do so. Very rarely do police ask someone to get out of their car, you would know that if you got out from behind the desk once and a while. What you are teaching sets up females for sexual assault by impersonaters. You should rethink your video. Just because you are on a personal mission to teach your daughter doesn’t mean you can make any video you want just to be in the spotlight. Do it right share videos that don’t put people in danger, protect everyone’s constitutional rights and are truly educational.

I support the educational / instructional videos. They are not perfect , but I believe they can help new or low information drivers interact better with police during a traffic stop.
I teach my children how to act during a traffic stop (turn on interior lights, keep hands on steering wheel, etc) but I do not think everyone has this information.
No one likes traffic stops ( especially the police , due to the increased risks), but I think this will help reduce some problems and in general is worth watching.
