From the Harford County Public Library:
Kathy Cogar, CPA, has been named chief financial officer of Harford County Public Library.
As chief financial officer, Cogar manages the financial and business operations of the library system including finance, payroll, procurement/purchasing and facilities/operations.
Cogar has worked at Harford County Public Library since 2000. She previously served as finance administrator.
“Kathy Cogar has been a valuable member of our library team for the past 16 years,” said Mary Hastler, CEO of Harford County Public Library. “In her new role as chief financial officer, Kathy will bring her expertise to managing all aspects of our financial operations, including budget preparation and the annual audit.”
Prior to joining Harford County Public Library, Cogar was bank controller at Valley Bank and senior auditor with Anderson Associates.
Cogar, a resident of Fork, holds a bachelor’s degree in accounting from Towson University.
She is an active volunteer in the community. For the past 11 years she has been the stage manager for the Kingsville Rec Dance Program’s annual dance recital. She has also volunteered in various positions with Trinity Lutheran Church in Joppa for the past 23 years.

Excellent choice. Having served years ago for 7 years as a Board of Library Trustee, I always found Ms. Cogar to be cognizant and prepared to discuss Board issues when we were putting the annual budget together. We are fortunate to have a dedicated HCPL employee and Director Hastlers leadership.
