Two Harford County Sheriff’s Office deputies were fatally shot Wednesday morning in an incident at the Boulevard at Box Hill shopping center in Abingdon and at a nearby location, police said.
Also killed was the suspect in the shooting death of the deputies, a 67-year-old man wanted on outstanding warrants in Maryland and Florida.
The two deputies’ names had not been released Wednesday evening pending further notification of their families. They were identified by the Sheriff’s Office as a 30-year veteran of the agency’s Court Services division, and a 16-year veteran of its Community Services Division.
The suspect in the shootings was identified as David Brian Evans, 67. According to the Sheriff’s Office, Evans was wanted on a criminal warrant in Florida for assaulting a police officer and fleeing and eluding custody, and in Harford County on a Circuit Court civil writ.
According to Sheriff Jeffrey Gahler, a Sheriff’s Office deputy responded to the Panera Bread in the Boulevard at Box Hill at 11:46 a.m. The deputy was at the scene specifically to contact Evans regarding the Harford County warrant, Sheriff’s Office spokeswoman Cristie Kahler said; aware of the warrant against him, Evans targeted the deputy as he approached. Evans shot the deputy and fled the scene toward the Park View at Box Hill, a senior apartment complex.
Witnesses pointed out the direction Evans fled to other responding officers. Evans was confronted a short distance from the shopping center by a second Sheriff’s Office deputy, whom he also shot. Evans was subsequently shot and killed by other Sheriff’s Office deputies.
One deputy was flown to the R Adams Cowley University of Maryland Shock Trauma Center, while the other was transported to the University of Maryland Upper Chesapeake Medical Center.
According to the Sheriff’s Office, at least two deputies fired at the suspect; per protocol, both have been placed on administrative leave ahead of an investigation. A loaded handgun was found on Evans’ person.
The restaurant was full at the time of the shooting, but no other injuries were reported either at the restaurant or the site of the second shooting. Gahler said authorities are “not looking for anyone else” and there was “no threat to the community” following the incident, which he said took place over the span of about 15 minutes.
Harford County Executive Barry Glassman has ordered the Flag of Harford County to be flown at half-staff effective immediately in honor of the two Harford County sheriff’s deputies who made the ultimate sacrifice today in the line of duty.
County Executive Glassman also issued the following statement:
“Today was a terrible reminder that the men and women in law enforcement risk their lives on every call. We had an opportunity to visit the families to share our condolences on behalf of the citizens of Harford County. We know that both families face trying times ahead and we pray for their healing and comfort. As we grieve together in the spirit of community, let us also honor the service and sacrifice of these two fallen heroes.”
In a statement, Governor Larry Hogan responded to news of the shootings.
“I am heartbroken to learn of the violence that took place this morning in Abingdon involving deputies from the Harford County Sheriff’s Office,” Hogan wrote. “The Maryland State Police are working closely with local law enforcement to provide support as needed. The First Lady and I send our sincere prayers to all the law enforcement and the first responders involved in this incident.”
Responding to concerns from friends and family of their employees and customers, Wegmans tweeted that the shooting did not take place inside or in front of their store.
“Our hearts go out to those involved in shooting on property near our Abingdon MD store,” the company wrote. “Family of customers/employees: it was not @Wegmans.”

I cannot help but reflect every time this happens that Maryland has some of the strictest gun laws in the country and yet people think that enacting more laws will stop this type of violent incident. Legal gun holders / concealed carry permit holders are also “trained”, and are required to maintain proficiency. Contrary to your belief, this does not present as an “old west” scenario.

The first deputy was caught off guard and very quickly shot in the head. Your statement that a trained LEO couldn’t stop him suggests there was a fair opportunity for the deputy to respond to the threat which was not the case.

I think you are mistaken, it is not “my” restaurant. My main focus was, initially, was pointing out that there was an overl;y aggressive customer, who, up until that point had mentioned that he did enjoy the establishment. It was not until such time that the criminal acts of the pseudo-owner were made public that he decided to focus in on a single negative visit.
Not only did he do that, in painstaking detail, but he went to all other negative posts on that page and “liked” their comment. I merely pointed out that he didn’t “like” the somewhat good reviews, although few and far between.
I didn’t bully anyone. I was not trying to get people to change their minds, I was not pressuring anyone to taking down their posts. If you had paid attention, like I am sure you do…because you read all of my posts…you would have seen some lighter conversation between myself and some original posters, WHERE, I urged the OCBC Management to provide complimentary dishes / desserts to patrons upon return (after leaving a negative review).
It was merely an exercise to point out that people are quick to judge, and point fingers, where many negative-nancies were disheveled at the fact that the restaurant didn’t give them anything for free or comp any part of their meal because of a singular bad experience.
Perhaps you need to tone-up on what bullying is, and don’t be so quick to judge based off of one experience. If people were so quick to remove themselves from patronage of an establishment simply because of criminal wrongdoing on the part of a senior-member of ownership / management, then there would barely be any type of business still standing today.
Also, it was my intention to point out that very few people actually take the time to post a “kudos” to any place for a job well done, or an enjoyable experience. Too often Social Media is used in an attempt to bash a place, or person, in order for someone to get their 15 minutes of attention.

I just watched the Sherriff’s Thur. morn presser and I was disappointed with his recounting of the case. He seemed to stumble and mumble and really added nothing to the circumstances; understood that he, like the rest of us are distraught with this tragedy . Was the deputy dispatched to a possibly violent person report? was the officer informed of the violent nature of the suspect? Two dedicated officers are dead at the hands of a looney-tunes criminal and we need to know just how it all transpired. We can’t rely on press accounts anymore or lurid social media hysteria and hearsay. It is incumbent on the HCSD to release an accurate and thorough accounting of just what happened that tragic morning..
I work in an Attorney’s office in Baltimore and several unanswered questions need to be addressed.
When his former wife went to the Harford County Sheriffs Office and told them her dead husband…I guess no longer dead was at Panera Bread. Why did they not run his name through their database? Would they have not known at that point he had a warrant in Florida for assaulting a police officer?
If they did this, Harford’s fine Deputy would not have strolled in so casually and sat next to the homeless husband in his booth to talk to him. He would have known this guy is probably dangerous at the very least and could be aggressive towards Officers.
I heard on WBAL callers calling in saying that once he shot the Officer he casually walked out with the gun in his hand. Everyone huddled, scared, etc. Was there not ONE person with a conceal carry permit? Has Maryland Legislatures once again failed law abiding citizens again by making it harder and harder to conceal and carry lawfully? Sorry to bring up these questions but if the good Deputies of Harford County cannot protect our wives and kids at Panera Bread in the middle of the day then we want answers on what is protocol when approaching someone they receive a call from.

We lost 2 great deputies and 2 other hero’s eliminated this pice of trash. I am curious of something that I would like someone in law enforcement to answer. The sheriff said in his press conference that the killer was known to local law enforcement and the arriving deputies recognized him. If, and that’s a big if, that is true, why would the deputies engage this guy in the store with all of those customers? Why not wait till he leaves? Not trying to be mean, just trying to understand the tactics.

I have the same question. Why would an Officer just casually walk into Panera Bread and sit down next to this guy in his booth to talk. What is actual protocol for this? EVERYONE’S Lives were at stake when he did this. This guy could have easily turned the gun on the Officer, took his revolver then shot up the place. Our wives, kids, etc. VERY RISKY BEHAVIOR from our finest.

If the Deputy would have walked in there in the typically portrayed ‘John Wayne’ style, or would have spoken in any volume over a whisper…someone in that place would have had their cell-phone out, secretly recording from under the table.
Then what? Grab the guy if he refuses to step outside? That too, is recorded. Then taken home, sent to the media so the teenager / housewife / attention seeker can get 15 minutes of fame on the nightly news for “uncovering a case of police brutality on a poor defenseless, homeless man”. Of course, raw-video would have never been aired after WBAL or WJZ got their hands on it, editing the video to the point of ensuring that what is shown fits their agenda for the news story. Mikulski and that doozy of a Mayor from the city will, of course, take to the podium to ensure they get their 2-cents in.
Then what? Easy – then every lawmaker in Maryland comes out and decries the treatment that this guy got…and calls for a Federal Investigation into HCSO. A Facebook page will be created in response, probably by some liberal hippie, calling for the end of brutal police tactics against the homeless. The page will go viral, and everyone will change their cover photo to whatever color ribbon they want to give this cause.
Truth is, there it no “protocol” to respond to any events like this. Each one is different. The fallen Deputy attempted to approach the situation as it should have been – he approached the criminal as a human being. Attempted to show compassion, and approach the situation in a calm and professional manner. Yes, while that wound up costing him his life, that does not mean that he did anything wrong. He didn’t do anything “out of protocol”.
Although we can always assume that any situation will turn violent / deadly, you prepare and react the best you can to any situation. In this case, there was no time to react. How would he have known the public was in danger? He apparently didn’t appear hostile, wasn’t causing any type of disturbance. From what I understand, he was just sitting there.
There is no protocol for this type of call…but there is now mourning for the loss of 2 hero’s lives.

First, if you were a member of the AACOPD, you would certainly not care about bystanders taking videos of your actions. If you disagree, change careers my friend. You would also know that the Officer was responding to a call from a statement made from his former wife directly to the Harford County Sheriffs Office. A dispatch was made and this is what happened. Not from my words but from several witnesses of those who were there and stated on WBAL Radio and from her son.
I always care about what people are doing behind my back at any scene. I hate being filmed, because that film can be twisted and edited to show something that didn’t happen. No need to change careers, I love my job.
I would not have known how he was responding because this happened in Harford County, not Anne Arundel. The radio systems are not linked, and we don’t typically have access to live call data from other agencies.

The SECOND OFFICER DIED at the hands of our Liberal Legislatures. If we had Open Carry or at LEAST Relaxed Conceal Carry Laws in Maryland. The “Homeless” man would not have had to wait for another Officer to show up to receive his or her death certificate. Firstly, Mister “Harford County Conceal Carry” the Sherriff of Harford County will have little to no impact on Hogan to relax anything with regards to conceal carry. Hogan is a Republican Governor in a majority Democratic State with a gun grabbing Attorney General and State Police. Although I agree with your position on conceal carry, that responsibility should come with additional training and legislation that would offer protections for conceal carry holders if they were engage a criminal or possibly injure someone while confronting a criminal.
If you are planning on carrying a gun in violation of Maryland law, you will be charged with a crime and you will do jail time. Should you choose to engage someone with you illegal conceal carry firearm you will be prosecuted for that as well. Clearly you need to educate yourself with Maryland’s Duty to retreat and the Castle Doctrine. If I walked onto your property and attempted to steal your garden gnome, you cannot shoot me, you cannot fire a warning shot at me, you cannot shoot me in the back as a walk away with your gnome. You will be charged with murder…………period.
The only time you can even carry a legal gun in Maryland is in the trunk of your car, weapon locked and unloaded, and with ammo stored separate from the firearm and most importantly ON THE WAY TO THE GUN RANGE or GUN SHOP TO SELL OR REPAIR. You will be charged if you violate this law.
So Batman before you plan of being a vigilante with your G-26, you may want to reconsider your position or you may lose your right to own firearms or wind up in jail with the very people whom you wish to confront.

His family could care less about the details of transporting a weapon or not shooting because of a garden gnome. While families and kids were crying and huddled under tables, all it would have taken was one law abiding citizen that was concealing to end the situation….ending the fears of many and possibly saving the life of an Officer. If I am guilty of that….then put me in jail. Today I sit in my car at peace, knowing that I have taken the steps necessary to protect myself and my family.

I am a realist as well but there is not a mounting army of criminals marching on Fallston. I share your opinion that conceal carry (with the proper training and additional legislation) would add many more good guys on the streets. The fact is that criminals will not obey the laws and they will continue to obtain weapons through illegal means. The Democratic logic is that we need more laws, the reality is that we need tougher gun laws for criminals and we need to reinstitute the death penalty for killers of law enforcement.
The reality is that in Maryland you can gun down a police officer with no fear of death because Maryland banned capital punishment. This is a complete travesty of justice and these shit bags should be put to death. These people cannot be rehabilitated and they should not be rehabilitated. It is sad that we lost two men who made the choice to protect and serve the citizens to a career shit bag criminal.
Unfortunately, there will many more good guys lost as the current administration chooses the rights of shit bag criminals over the rights of law enforcement and law abiding citizens. The time will come to take a side with the current escalation of anti-police sediment. Your argument is based on your PERCEPTION, not facts. Most (not all) concealed carriers are extremely careful in using their weapons. The Police are not the crack shots the general public believes them to be (some are fantastic shot BTW). Post shooting studies indicate that civilian defenders actually have better chances of hitting the bad guy than do the Police.
This criminal shot a Deputy in the head in a crowded restaurant and walked out. He could have just as easily turned and started shooting other patrons.
Answer this if you will; “Is it better that a criminal kill ten people with malice or he kills one and a second is killed accidentally by a civilian in the process of killing the criminal? Please keep in mind that the Police shot several bystanders during a shootout in New York.
I know that it wouldn’t matter to the accidental shooting victim who pulled the trigger, but from society’s point of view… is ten death at the hand of a criminal better than one by accident?
Could we all have the decency to just end this discussion until these brave deputies are at least buried? Is that too much to ask of all of us? Families are reading this crap. I ask for a few days of condolences and prayer for the families. This is a very difficult time for them.

She basically shrugged her shoulders and said “Oh well…now you see what Baltimore has to go through with the violence”. Poor judgement AGAIN on the part of the Mayor opening her mouth at the wrong time.
Yeah, what the hell was that? The topic of conversation was Harford County Schools being permitted to return to conducting field trips into the City, and she spouts off and does the, “well, just look at what happened in Abingdon yesterday” with that smug “haha – it happened to you too” persona.

Mayor Rawlings-Blake makes a statement this morning downplaying the shooting of two Harford County deputies. Her statements tie in the violence of Baltimore to violence in Harford County. She acted very unsympathetic to the situation. Listen to her statements online and on WBAL. This is very inappropriate for the mayor of Baltimore to do at this time.

I cannot believe what I am reading what is wrong with you people? Yes Harford County does have an issue with rising crime, but this act of violence is not relevant to that. This was an isolated incident caused by a crazy drifter, it has nothing to do with the majority of crime committed in Harford County. It had nothing to do with drugs, gangs, theft and it especially had NOTHING to do with minorities. And I hate to break it to you but this is still a white majority county so for you to blame it on minorities is ridiculous. The real problem with our counties crime problem is related to the youth battling drug addiction, and that could be any of your kids from Whiteford to Aberdeen and anywhere in between. The addiction problem is spearheading the crime problem and not one town has clean hands in this problem. Don’t make it about race because drugs do not discriminate.

Why does the POTUS invite some Muslim kid, that ripped the front of a digital clock off and brought it to his school, to the White House? But most of all, can someone please explain why the POTUS has remained silent regarding the numerous police killings, to include the two Harford County Heroes, that have occurred over the past week? What the hell is the problem?
