From the Bel Air Police Department:
On August 19, 2015 at approximately 11:50 p.m. Bel Air Police responded to the 7-11 Store at 204 Baltimore Pike for a robbery. The suspect, armed with a handgun, forced the store employee to open the cash register. After removing cash from the drawer, the suspect fled on foot in an unknown direction. The store employee was not injured.
The suspect is described as an African American male, 5-08, medium build, between 18 & 35 years of age. He was wearing a mask, blue jeans and a blue hooded sweatshirt.

Project Exile was denied due to a democrat push to keep its voters on the streets. If you recall the program would send anyone charged in a gun related crime to federal court. Murders dropped 30% when Virginia enacted it.
The mandatory laws you stated are plea bargained away to speed the court process and clear the docket. Not to punish.
