From the Bel Air Police Department:
On Saturday August 8, 2015, at about 12:00 p.m., the Bel Air Police responded to the Target store located at 580 Marketplace Drive in Bel Air, Maryland.
The victim told responding officers that the man pictured took photographs of her in the changing room using his cellular telephone.
