Harford County Executive-elect Barry Glassman announced several Cabinet nominees Monday, naming outgoing County Council President Billy Boniface as director of administration and filling other positions with new hires or county employees tapped for promotion or reassignment. The Monday announcement is the first of several planned by the incoming county executive as he continues to form his new administration.
In addition to Mr. Boniface, the following individuals will become acting directors of their respective departments effective December 1, 2014:
Amber Shrodes, Department of Community Services
Karen Holt, Office of Economic Development
James C. Richardson, Department of Human Resources
Ted Pibil, Office of Information & Communication Technology
Robert Sandlass, Department of Treasury
Paul Lawder, Department of Inspections, Licenses & Permits
In addition, County Executive-elect Glassman plans an executive order after he takes office to abolish the Office of Chief of Staff and re-institute the Department of Government and Community Relations, which advocates on behalf of the county executive at the local, state and national level.
Mr. Glassman’s director nominee for the Department of Government and Community Relations will be Bret Schreiber, with Cindy Mumby nominated as deputy director and K-12 education liaison.
Regarding his nominees, Glassman said:
“I am proud of these outstanding individuals chosen from within and outside of Harford County government for the next generation of leadership, equipped with institutional knowledge and committed to putting people first. My nominees have demonstrated competence in their respective fields and met the high standards of integrity and accountability that I have set for my administration. Together, we will move the county forward in service of our citizens.”
In accordance with the county’s charter, Cabinet members are at-will employees appointed by the county executive and subject to council confirmation. Full qualifications for each of County Executive-elect Glassman’s nominees will be presented to the council in early December. Nominees will also be available for interviews by individual council members.
Below is a brief biographical summary of each nominee.
Billy Boniface, Director of Administration
Mr. Boniface is a proven leader in government, business, and community organizations. He recently completed two terms as president of the Harford County Council, having decided not to seek re-election. President Boniface was a consensus-builder who ensured that council business was conducted efficiently and professionally, earning the respect of colleagues and constituents; he also served on the Board of Estimates, Council Personnel Committee, and the Economic Development Agriculture Advisory Board. For over 30 years, Mr. Boniface has been a managing partner in his family-owned Bonita Farm, a 400-acre thoroughbred horse breeding and training operation. He served by gubernatorial appointment on the Maryland Agricultural Land Preservation Foundation’s Board of Trustees. He is also a former president of the Maryland Horse Breeders Association. A Darlington resident, Mr. Boniface is a former captain and volunteer fireman and EMT with the Level Volunteer Fire Company.
Regarding Boniface’s nomination, County Executive-elect Glassman said:
“Effective management under my administration depends on a leader with business sense and deep knowledge of Harford County government, and one who has earned my trust. I have known Billy Boniface since our early days together as volunteer firemen. I have watched him grow as a leader throughout his three decades of public service. Then, as now, I know him to be a man of integrity and personal strength who shares my work ethic and profound devotion to the county of our birth. I am honored to nominate him as my director of administration.”
Amber Shrodes, Department of Community Services
Ms. Shrodes is an award-winning innovator and leader, most recently employed as the highly productive director of the Harford County Public Library Foundation. After beginning her career in Harford County government, Ms. Shrodes will return having built a multidisciplinary background in marketing, public relations, business development, grant writing and board and non-profit management. She has strong ties to the business community, non-profits and community leaders. Ms. Shrodes’ many honors include The Daily Record’s Maryland Leading Women Award and the Harford County Public Library Roenna Fahrney Award.
Karen Holt, Office of Economic Development
Ms. Holt currently works in the Office of Economic Development as regional manager, spokesperson and grant administrator for Harford County’s Chesapeake Science & Security Corridor, a Department of Defense Office of Economic Adjustment growth initiative for Base Realignment and Closure (BRAC). Among many duties, she manages the county’s GroundFloor at Harford, a workspace for technology startups and entrepreneurs. Ms. Holt has been the Army Alliance Board of Directors’ liaison for the past eight years. She has also served on the Greater Baltimore Committee (GBC) Transportation Committee/Government Contracting Committee and the Governor’s Task Force on Higher Education in Northeastern Maryland. Named one of Maryland’s Top 100 Women by The Daily Record, her leadership skills have also won recognition from the Harford Chamber of Commerce and the U.S. Army Garrison, Aberdeen Proving Ground.
James C. Richardson, Department of Human Resources
After nine years as director of the Office of Economic Development, Mr. Richardson is nominated to return to the Department of Human Resources, which he directed for seven years. A native of Harford County, Mr. Richardson is currently a board member with the Harford County Chamber of Commerce, a past vice-president of the Maryland Public Employer Labor Relations Association and a past president of the Highland Community Association. He holds a master’s degree in economics from Virginia Tech University.
Ted Pibil, Office of Information & Communication Technology
Mr. Pibil is currently the department director, nominated to remain in the post. His extensive knowledge of IT systems and leadership skills were integral to development of the countywide Harford Metro Area Network (HMAN), which provides Internet connectivity to county and municipal governments, and affiliated agencies. Under Mr. Pibil’s leadership, the department received the 2014 Community Broadband Fiber Network of the Year Award.
Robert Sandlass, Department of Treasury
Mr. Sandlass brings fiscal management experience to the Department of Treasury from his career as a budget bureau chief and as a supervisor of fiscal and policy analysis for the local governments of Carroll and Baltimore counties, respectively. His experience includes spending affordability analysis. A Bel Air High School graduate, Mr. Sandlass returns to Harford County with a bachelor’s degree in economics and a master’s degree in public administration. He is active as a director and committee chair in the Maryland Government Finance Officers Association.
Paul Lawder, Department of Inspections, Licenses & Permits (DILP)
Mr. Lawder has risen through the ranks of the Department of Inspections, Licenses & Permits, beginning as an inspector and currently serving as a senior plan reviewer. A Havre de Grace resident, Mr. Lawder worked on a team that streamlined building plan reviews using applied technology solutions. He holds a bachelor’s degree in management studies from the University of Maryland University College.
Bret Schreiber, Department of Government and Community Relations
Mr. Schreiber has worked for 20 years in the field of government and community relations, driving policy initiatives and developing strong ties to local, state and national legislators. He was most recently a vice-president of the Maryland Independent College and University Association, leading policy development and involved in organizational operations. A Harford County resident and North Harford High School graduate, Mr. Schreiber holds a bachelor’s degree in political science from Johns Hopkins University.
Cindy Mumby, deputy director, Department of Government & Community Relations
Ms. Mumby is a former managing partner of the news website The Dagger, and co-host of “The Harford Edge”, a public affairs radio program. Through many years of professional and volunteer work, she has built productive relationships with community members and decision-makers, especially in the field of public education. Ms. Mumby holds a bachelor’s degree in business administration from the State University of New York at Albany.

But I looked at that parcel of land in Havre de Grace on Water Street and it would be so wrong for so many reasons to not let that become a park and be preserved for everyone. History and motives aside, this new Administration needs to protect that space for everyone in the County and I hope everyone finds a way to work it out.

Maybe I’m missing something but if you run a campaign against someone why would you then appoint them to a cabinet position. Our county will never change with the “good old boys” club. I had high hopes the Barry Glassman would be a good change that we desperately need. That hope is gone.

It would be interesting if someone did a ‘family tree’ of Harford County government to see how disgustingly inbred it is. Amber Shrodes gets an appointment and is married to Councilman Chad Shrodes. There’s the Reilly family who is sponging off the government payroll. Then there’s the sloppy, redneck band of goons known as the Impallaria’s who have a multitude of family members working for Harford County government or serving in some political capacity. These people are desperate to ‘be seen’, feel important and make easy money off the government payroll. Does anyone get government jobs by actually being qualified????????

The qalified people are the ones that actually do all the work and have all the knowledge, but they never have a chance to rise about menial titles because they do not kiss butt and they do not have these “connections” in higher places. The qualified people have always been crapped on by these politicians and that will never change, especially in Harford County where the administration of government has always been filled by the good old boys of Harford County and their families. And yes, like someone else said on here: there is an awful lot of inbreds running the government. With the new administration coming in absolutely nothing has changed. The new CE was good at words, but as soon as he was voted in, he started appointing his long-time friends and political allies. No different than the last one did. All of his words and promises were lies, just like administrations before him. There were a few decent people in the lead a few years ago, and by that I mean they were not as bad as what is going on now. This kind of stuff goes on in a lot of government entities, but it is nowhere as bad as it is in HC.

As far as I can see government employees are not making a whole lot of money. Maybe you should be more concerned with people who are in the private sector who are getting into the politcal scene? Also, I see nothing wrong with people from the same family being in the same business, we have small businesses that only hire family members. I’m sure that the families that you speak of received their jobs by filling out applications and going through a hiring process.

Michelle: you apparently have no idea what you are talking about. Yes, government employees do not make much money, and that are the people that fill out applications and are on the job everyday. These “appointments” do not fill out applications, they are appointed by incoming/voted in official-elects like the present CE-elect. These people pick their own politial affiliates and friends for jobs that they have the power to give away (there is nothing wrong with this – it is done everywhere in government by politicans). The problem is when people are appointed that should NOT have these jobs solely on their friendship and affiliations with political-elects. And BTW it is THESE appointees that get very large paychecks. So, in closing, you have no idea what you are even talking about. Do some research on government goings on on the political level before you make comments that make no sense.

I was refering to the person who made the comment about the family tree in Harford County, that person was saying some things about family and people not being qualified. So I may not know what I am talking about, however I do know that if these people on the family tree wanted to make easy money off the government payroll, then they would not be employeed, they would be living off welfare. Also about the family tree does anyone have a problem with people from the same family being in the military, fire fighters, police officers, doctors, lawyers or any other profession or is it just government and political jobs that you don’t like?

Hope these new appointments, and I mean the one’s without previous government experience don’t bite more than they can chew. Not commenting on anyone in particular until they actually do something good or bad I have a feeling that once they are in, they will find out just how little they can change anything. Laws and regulations are part of government and agencies can’t ignore the law and make their own rules as the private marketplace can do. Hope Glassman is going into this with his own pics and not those of Boniface. Political payoffs and handpicked henchmen (women) are part of the deal. The employees will adapt to them and will do their job. The new guys better get up to speed on how things work as I wouldn’t want to have to put training wheels on anyone working in my department.

No truer words have been spoken. The sad thing is that not much ever changes, it just keeps continually getting worse, every time new people are brought in. These appointments at times come in not having a clue what actually the work of the department is that they are going to head up. It is ALWAYS the hardworking longtime employees that have to pick up the slack and try to get things done and going as they should be. And the reason for this is very simple. These people know they will only be there for maybe 8 years – make a lot of money – get a good spot on their resume to get another good job after they get replaced by another administration. They do not really care to truly find out what the individual employees that work under them do and how hard they work and how much knowledge they really have. They could care less, as long as they get the credit for things and get their mighty paycheck every two weeks.
