Unfortunately I must announce that I have no choice but to withdraw my candidacy for Harford County Sheriff – 2014. Since the State of Maryland does not recognize the independent party and I was not permitted to run in the primary, the State Board of Election required me to obtain 1700 signatures to have my name placed on the General Election ballot. Due to my work schedule and personal family commitments, I was not able to collect the 1700 signatures needed by the deadline of August 04.
However, it is with great pride that I announce my support and endorsement of the current Sheriff, Jesse Bane for re-election.
I considered a run for Sheriff in 2010, but decided not to enter the race after learning about Sheriff Bane and the positive changes he was making to the Sheriff’s Office and Harford County.
I decided to enter the 2014 race after hearing that Jesse Bane may not run for re-election. After learning that Sheriff Bane decided to seek reelection, I reached out to him to introduce myself and to inform him that I would not run a negative campaign. Over the course of the next year, Sheriff Bane and I established a friendship with mutual respect for each other. We both agreed that if either one of us won the election, Harford County wins. I even asked Sheriff Bane if he would be a part of my transition team if I was elected Sheriff.
In closing, I am asking all my friends, family members, fellow colleagues, and my brothers and sisters in the law enforcement community to consider supporting and re-elect Sheriff Jesse Bane. I truly believe that Jesse is the only candidate that believes in the Office and in keeping our families and communities safe.

A Republican candidate who couldn’t make a dent against a better candidate so he becomes an Independent but can’t manage to get a paltry 1700 signatures and now he supports the Democrat? Who cares what this Changeocrat thinks. If you care to call his effort a campaign, I suspected Peck was planted in the race from the outset and this appears to confirm just that.
The worst campaign ever run for any office ever. Peck couldn’t raise a dollar, hold a real fundraiser, muster any support, get any signatures, or accomplish anything else he said he was going to do. Why? His work and family commitments kept him too busy? What a joke! Worse yet, he thinks he really put forth an effort! Mr. Peck, you and your actions are pathetic.
The only reason he didn’t get the number of votes needed was because people knew he couldn’t handle being the Sheriff! Even cops that worked with him in Baltimore County wouldn’t sign the petition!
Those Baltimore County Officers know him all too well. Most of them I know didn’t think he was qualified to be an officer in their Department, much less in charge of any police agency.

Under Bane we have now a helicopter that Montgomery County could not afford. Under Bane we now have anti mine tanks. Is Bane running a police force or a military force? Bane is running the sheriffs department like a king not a public servant.

We have one vehicle that was given to HCSO on a Homeland Security grant years ago that’s used to protect SRT & CNT when they’re dealing with hostage/barricade situations. Granted, the constant posting of things like ” at least the officer got to go home at night,” and the impression that every day is a day at Omaha Beach does not help generate community support.
But perhaps those who chose to put on the uniform are not the most articulate – while at the same time almost everything they have to deal with is an unhappy thing.
What if you had to get up in the morning, go to work and do nothing but ticket friends and neighbors while writing up reports on mangled teenagers that died in a wreck.
I would not want any part of that job. Thank God somebody does it. If there is any slack to be cut… I would give it to them. If anything, it is the life or death issue when they pull their handgun that needs more public discussion.
Mr. Peck. You are lying. You met with Jesse Bane before you announced you were running, so you knew he was planning to run again. You have to choose one story and stick to it if you want to be believed. Here is a hint for you, the truth is normally the best option so you don’t have to go back and wonder what it was you said. I will help you, you said you met with Bane and Gahler before announcing your run when you addressed the republican club? Did you or was that the lie? Either way, you have no place in a position of trust and thank God the voters wanted no part of putting you on the ballot.

Had to throw out my support to you on this one though and remind the sane that the divisive behavior of these individuals speaks to their character. 1. Has his minions attack people for their views on here.
2. Shows up for a press conference after the loss of one of his own dressed like he just got done mowing the lawn.
3. Fires a white female Corporal for speaking after a roll call about the upcoming Union Meeting involving two people who were passed over for promotions after saying he would not do it.
4. Promises not to dish out more punishment then what a Trial Board would recommend.
5. Allows Correctional Officers to make a video which shows them as gang bangers or drug dealers and says it is a freedom of expression issue.
6. Charges a Union Member for speaking out after a roll call about a Union issue then terminates her.
7. Union Member appeals this firing and the Judge states he had no legal right to fire here.
8. Same Union Member, a white female who has a judge tell her she can have her job back is made to go through the hiring process, polygraph, phycological evaluation, and a full medical evaluation. (Lance from Hickory this is how Bane screws with people.)
9. Promotes a black female to Major from Lt. and lets her run the department into the ground more then he did.
10. Allows the above mentioned Major to be driven around by a Corrections Captain instead of having that Captain doing her job.
11. Allowing that same Corrections Captain to walk foot patrol in Edgewood to get more votes.
12, Has people caught lying and doing other integrity issues and allows them to keep their jobs.
13. Fires other people who have been caught doing the same thing. ( I guess non supporters)
14. Has no Warden at the Detention Center and says he is doing a search for a person with the right qualifications and experience, the hires someone with no experience or qualifications in Corrections.
15. The above appointment and the Chief Deputy appointments are both Republicans hoping this gives him some favor in the election.
16. Stands in front of the Deputy Sheriff’s Union and says he plans to continue on the same path and he will change nothing.
17. Makes a special rank for senior Deputy First Class but leaves the senior Deputies at the Detention Center out of the deal.
18. Stands in front of the Correctional Officer’s Union and tells a bold lie about Jeff Gahler and when he is confronted with proving this he does nothing. Lying to him is just part of being Bane.
19. Meets with Peck and promises him a job if he will run as an independent to try to help pull votes from Gahler.
20. A person with no morale compass or compassion for people who do not support him or disagree with him. A person who lives by the liberal far left of win at any cost.
21. Makes a new position for a person who just passed the Bar to Legal Advisor who has never spent a day in court as a lawyer. A person with not much of an arrest record as a cop either.

A. There are 165,452 active registered voters in Harford County according to the Board of Elections. In 8 months you couldn’t get 1700 of them to agree that you should be the Sheriff? Then guess what – you shouldn’t be the Sheriff.
B. No, the state doesn’t “recognize the independent party”. But you were running as an Independent candidate anyway, not as the American Independent Party. Isn’t that the point of being an independent (for most people), to be unaffiliated with a party?? Smh.
Why is this there a requirement that a non-established party has to have thousands of signatures to allow a candidate on the ballot? This election regulation or law needs to be amended. Let anyone qualified run for a specialty office such as Sheriff. This rigged system needs change because it keeps the status quo for the Republican and Democratic Parties. Note to this fellow though, Online voting should be looked at as an alternative to the advances in technology. If Visa and MC can verify who you are when you charge why can’t our government just get with it. there are authentication systems in place such as retina verification and face recognition to verify identity and the voting percentages would increase…j I also think it is time our county moved to a police department and just have a smaller Sheriff office to manage the jail and court system. It would be a police office under the direct control of the CE. Voting for sheriff office is a waste of taxpayer funds. Sheriff can be appointed by the Governor with the approval of the CE as with other state department offices such as Social Services and the Health Department who are independent state agencies like the Sheriff and we don’t have to spend money to elect those officials.
What taxpayer money is used to elect the Sheriff? Since it is obvious you have no clue how the American political process works, I will tell you. None.

If you are a serious candidate running countywide for a year or so, obtaining 1700 signatures is not that hard. That’s a few weeks going door to door and having a folding table outside of Walmart. The fact that the threshold was not reached shows that Mr. Peck was never a serious candidate. The signature requirement is a low bar considering it will take tens of thousands of votes to win office in November.
Can anyone tell me what this female corporal that was allegedly targeted was originally charged with? Allegations are being made on here alleging that she was targeting because of her race/sex but these allegations have no backing. Marc Eaton why do you believe she was targeted and what are the facts/proof that you have to support this? I’m getting sick and tired if vague remarks on here with no facts to back them. How am I to believe anything written on here?
I don’t believe the female deputy was in fact “targeted”. This issue is more in line with an opportunity presenting itself and the Sheriff taking advantage of the opportunity.
I think what is important in all of this is the finding of the Court after all of the facts had been presented. The Court found that Sheriff Bane had acted in an arbitrary and capricious manner and that his actions were without merit when he fired the deputy for such a minor infraction of supervisory discretion. The Court didn’t just order that the deputy be reinstated to her position, but that she be paid all of her back pay and benefits and be made whole to her previous position within the HCSO. The Court went further by punctuating the decision with a written scolding of Sheriff Bane for the vindictiveness of his actions.
Bob Peck mentions in his letter that he gives his full support and endorsement to Bane, as I stated before with others who think their endorsement shifts the vote or election because they made it known who they favor, “Who Cares”, It’s funny that some people really think they are that important to change an election, unbelievable.
@ Lance from Hickory, she was charged with not having two Deputies write a report on a verbal domestic, which was NOT required by policy during the time of the incident. Apparently after the Deputies cleared the call the female caller showed up at a hospital approximately 1.5 hours later with bruises. All three police at the original call testified there were no marks on the female. All three police officers testified that there was no complaint of a physical assault by any of the parties at the scene. A trial board found her guilty of not having the Deputies write a report. The trial board recommended two days loss of leave, letter of reprimand, and retraining. The Sheriff fired her instead. The other two Deputies (both males) received no punishment. The Sheriff’s Office justification is because she was the supervisor.
The history of what lead to this is much longer.

I don’t believe any of you have any integrity. I know, from first hand experience, that there is not a law enforcement officer in Harford County who is capable of telling the truth. Democrat, Republican or Independent, it doesn’t matter, because you are all trained an taught to lie in order to get convictions. Harford County suffers no matter what. The best thing that could happen is a total unknown runs one day and his first official act is to fire each and every one of you lying little pigs. Your Narcotics Task Force is actually a county run, state funded, terrorist organization. Your State’s Attorney and his office uses perjury on a regular basis to gain convictions. Your Courts are some of the most corrupt in the entire state. And Jesse Bane simply has no clue. I wish all of you would just shut your mouths and know your role. That role is to protect and serve the citizens of Harford County, not making them think that a bunch of crying little girls are running the Law Enforcement Agencies in this corrupt little county. No, I was one of those guys who was a victim of a completely illegal search and seizure, who was convicted without a trial, who was never allowed a suppression hearing and forced to give up everything because of the lies of the Harford County Sheriff’s Department. When you force someone to take a conviction in order to cover up the crimes committed by your police, well, I kinda take that personally to the grave. If you don’t like what I say, too bad, its the truth and its the root of my feelings toward the corrupt system in place in Harford County. No, you weren’t involved. I was forced to take an Alford Plea, which unknowingly to me, limited my appeal and post conviction options. It was specifically expressed to me, either take the Alford Plea or we’ll keep you until you do take the plea. Two paid attorneys said the same thing. Judges Marshall, Eaves and Carr we’re all involved. The search was illegal because they entered a Secured Common Area of a condominium, tricking another member of the building to allow entry past a locked security door, so they could do a dog sniff. It was for pot and I wasn’t selling it. That’s all you need to know……..

As for Pot here is my take on pot now that all of the sudden the same people who made it illegal want to make it legal. This is all about taxing it and collecting money. I was told for years it was wrong. I arrested people who were in possession and some went to jail. Now after all these years you are going to make it legal. So now using you for an example. Once Maryland makes it legal are you going to go back and clear all the criminal records of those who were arrested? How are they going to make it right for the people who have spent time behind bars. Get pissed at the people who we elect who pander to the banks and big money people. I have been retired since 2002, my outlook on many things have changed since getting older. After being gone from the rat race that is police work I guess you mellow out. A bit off this subject but had to post this somewhere, it appears that the kid in Missouri committed a strong armed robbery and he paid the price but did you see the cops AKA para-military force to bring the riots under control which really just added fuel to the fire. This is the state we are moving towards, military to control the citizens. Border control doesn’t even have this kinda of fire power, thank god for the right to own firearms, never give yours up at no cost.

Well, I don’t know about that, but Joseph Cassilly announced along time ago, in an article right here on the Dagger, that his current term as county prosecutor would be his last. However, here he is running for the same office again. That does give a little credo to his rants. If the State’s Attorney can’t even tell the truth about something as simple as that then you have to wonder about some of these comments. Just Saying……..
I think changing your mind about running for political office is a little different then standing up before a Union and telling a full out lie about Gahler.
I am surprised Peck could not get his 170 votes, between two of my posts he was able to get well over 100 people to give me thumbs down to hide three of my posts. If this says anything about the support he is bringing out for Bane it is not really impressive.
