From Harford County Sheriff candidate Jeffrey R. Gahler:
Dear Harford County Residents:
On July 16th, the Harford County Correctional Association invited this year’s candidates for Sheriff to address the correctional membership and discuss our respective views on policing, custodial leadership and how to make Harford County a safer place to live and work. During these independent sessions, Sheriff Jesse Bane and I shared our views on the issues affecting staff and operations at the Detention Center and I welcomed the opportunity to meet with the dedicated men and women who serve our citizens and protect our community. In addition to being inspired by the dedication of the men and women who work hard to run our jails, I was honored to speak openly on my views related to the Office of the Sheriff and answer some great questions related to my proposed operation of the Detention Center.
Shortly after the meeting, I was contacted by several individuals who attended Sheriff Bane’s appearance before the Association. I was asked about an alleged project that I supposedly headed during my service as a command staff member with the Maryland State Police that resulted in the removal of seventy State Troopers. Upon hearing of this baseless allegation, I was astonished by such a statement and perhaps thought something was misconstrued during Sheriff Bane’s presentation. After being contacted by several other individuals about the same statement, I later learned that this was not the first time they had heard this claim from Sheriff Bane. Not only is this claim wildly fictitious, such an action has never happened in the recent history of the Maryland State Police. I believe this is an effort by the incumbent to slander or diminish my unblemished 28 year record as a law enforcement officer and senior command member by offering false information in an open forum. This lack of respect for those in attendance is shameful.
To be clear, I have never been directly or indirectly involved in the termination of 70 Troopers and I challenge Sheriff Bane, or anyone for that matter, to produce proof supporting these statements made before the Correctional Association. I have never headed any such project nor do I believe there has been any such project during my career with the Maryland State Police. Sadly, based on the number of times I have caught Sheriff Bane making inaccurate or outright false comments, I can only assume this is an act of deception and desperation on his part hoping to receive a group’s endorsement through a fabricated scare tactic. Such tactics undermine the prominence of the Office of the Sheriff and raise questions of honesty and integrity – especially for candidates who are responsible for enforcing laws and are held to higher standards of trust.
I have stated publicly that I would, upon election, conduct an assessment of the entire organization to ensure operational readiness and return positions to the law enforcement patrol and the correctional “floor” function where appropriate. A top to bottom review of any organization is the appropriate first step for a new leader and in fact this was done in the State Police in 2003 when Colonel Edward Norris returned over 70 positions to the local barracks. No job were lost and, as the Bel Air Barrack Commander at the time, I welcomed an influx of Troopers returning to uniform positions and helping keep our neighborhoods and highways safer.
The individuals who contacted me were kind enough to also send me a clip of Sheriff Bane’s comments. I invite anyone to watch the attached video and decide who is being honest and who is not. I also invite anyone to call the Maryland State Police, the Maryland Troopers Association, or ask any trooper you know if they have ever heard of what the Sheriff is claiming. As you watch the video, keep in mind, this is not something he claims to have been told, this is his first-hand witness testimony of Sheriff Jesse Bane.
I have been criticized in the past for “running a negative campaign” because I believe citizens are deserving of honesty from those we elect. I have backed up my previous observations related to comments made by the incumbent with facts and supporting documentation. I invite Sheriff Bane to be as honorable. If Sheriff Bane can prove I ever participated in such an undertaking as he describes, I will remove my name from the ballot. If he cannot, I invite him to remove his name from the ballot as the citizens of this county and his employees deserve better…they deserve the truth.

Okay David A Porter. We have Gahler on video stating that the Walters will have no place in his administration. Yet this is not good enough for you Baners. Now we have Bane telling yet another lie and this time on tape but this is not good enough evidence again for you Baners. Did you watch the video or just assume Gahler is not telling the truth. I have first hand experience with Bane and his lying. He will never change. I smell desperation alright, but in the Bane camp.

Now, let’s look at what Gahler just did – he gave you, and all Bane supporters, hope! If Bane can prove that he is telling the truth, you won’t have to fight an election battle because Gahler will withdraw. Did you miss that little nugget? Or did you ignore it because you know that Bane is lying and cannot prove the truth of his statement? I sense that the latter is accurate. You openly support a sitting Sheriff who has been captured on video openly lying about another law enforcement agent for the sole purpose of trying to get himself re-elected. How could anyone with any integrity want someone to be their Sheriff who would do such a thing? I don’t, and I will vote for Gahler in the upcoming election.
What is more negative that claiming someone got a bunch of people fired? This story tells it all and better yet lets Bane himself demonstrate what a lack of integrity he has. Bane’s true colors are showing and they are not good.

You seem to have missed the entire point of the article by asking why they were fired. The point is that no one was fired and that Bane made this up.
But if his comment were true, the context of the situation is needed before a voter can make an informed decision.

Bane has been this way for years. He couldn’t tell the truth when he was the Chief Deputy for Sheriff Mele. It cost Mele his re-election to a second term.
I was there and without a dout Sheriff Bane did say Gahler had something to do with the firing of. 70 State Troopers. The Union board tryed to confirm this statement and could not! All I can say is look at the recording of the statement and make your own decision we have!!

I worked with Bane on community projects and started to lose respect for him when i saw the kind of things those he promoted within his command staff do very shameful things and get away with it. One was an outright criminal yet served on the Foster Care Review Board and another was a backstabbing lie to your face know nothing that served on another children’s board. I heard he retired and say, good riddence, but what a waste of taxpayer money for this fool’s pension.
Sheriff Bane knows no limits to shaming himself. He will say anything regardless of the truth. I’m not sure he even knows the truth anymore. Even worse, in many instances Bane actually believes in his mind some of the wild things he says. I thought that a change in his senior command staff would help in curbing many of these outrageous allegations but unfortunately that has not been the case.
Well, Gahler has laid it out there. If Bane can prove his allegations Gahler says he will withdraw from the race for Sheriff. Time for you to get to work Jesse. Let’s see you prove your allegations.

You hit it on the head! This can all end now. Gahler has agreed to leave the race if Bane is telling the truth. Shouldn’t that be an easy thing to prove for someone who is an elected official and a police officer? Jesse Bane – Your victory is just one piece of proof away! Produce it if you can. If you can’t, anyone under your command would be fired for such a lie, so do the right thing and try to come close to Gahler’s level and resign.
I know a fact that Gahler is disliked amoung a lot of Troopers for his ethics when he was Commander. Also, his demeener as a trooper is also in question by staff at Headquarters in Pikesville. Just sayin….

I found out that Gahler was not the Trooper everyone thinks. He had several discipline issues with the way he treated fellow troopers and the public. Besides “I” feel he has no sense of direction. MY feeling from his statements is that he wants to make Harford County Sheriff Dept into a County Police Dept. Many dissagree with this decision.

First, it’s not a Sheriff’s Department. It’s the Harford County Sheriff’s “Office”. The Sheriff is an elected office holder.
Second, making the HCSO into something like a county police department is the “last” thing Gahler wants to do. But since you bring it up, exactly what statements has Gahler made that lead you to believe he would want to make the HCSO into a county police department?
Last, but not least, discipline issues you say? The man was advanced throughout his state police career to the grade of Captain, along with obtaining an advanced college degree. Doesn’t sound like a man with discipline issues to me. Care to name specifically what those issues are that you “failed” to include in your allegations?

You should be very careful. You are stating things as facts and as usual with the Bane supporters you are entirely fabricating what you are saying. There is precedent for gaining the IP address information for defamatory and damaging comments. I called Mr. Gahler about your post and he informed me he has never had any disciplinary issues within the state police other than being sanctioned for a minor car accident in the early 90’s and he said that does not even show up on his official record. He has also spoken out against the county police concept on many many occasions.
Mr. Gahler has all the confidence in the world to stand up and put his entire campaign on the line while weasel Bane hides from even responding because he knows how extreme his make believe story was. Much worse than yours so there is an accomplishment.

This was a closed meeting and this was never supposed to get out. Thankfully someone with integrity and courage has put his or her a– on the line for the good of the department. Sounds to me that Mr Gahler is trying to be accountable, by first going on record with his side of the story, and second by indicating that he will resign if Bane can prove it. Something as big as that would be very easy to prove.

Sheriff Bane has been caught in lies before, including in this attached article, where he lies about how juveniles are held in the detention center. Whether or not you believe that it is appropriate to hold juveniles in isolation and segregation before they have been to trial, it is difficult to understand why the sheriff would deny that this happens. The truth is that the juveniles HAVE been held in segregation, and they HAVE been held in the area known as T-Block, which is also used for intake of adults. So why does the sheriff deny these truths, when they are so easily verified? Because he once served on the Delinquency Prevention Policy Board through the local management board (before it was taken over by county government and all their funds swept away in the county coffers) and knows that is a violation of certain regs.

Juveniles are required by law to be held sight and sound isolated from adult inmates. When they are housed in an adult facility the only option is for them to be isolation cells.
Whether you agree with the practice or not, it is required by law and the alternative is to toss juveniles into the same areas as men 2 or 3 times their age, many of whom have been in and out of prison for years or even decades.
The point is that the juveniles are NOT held apart from the adults, and that there is NOT sight and sound separation. The children were held on T-Block, in segregation. This was also used as the intake area of the jail. The juvenile’s cells were immediately next to the cells of adults who had been recently arrested. The juveniles were able to see and hear every adult who was held in that area. Juveniles are still held in this area of the jail – there are 2 there right now. Additionally, they are held in the mental health unit, again with other adults. If you read the article, you can see that Bane denies that the children are held in the area of the jail called T-Block. If you speak with any of the kids, look at any of their mail or commissary receipts, speak with any adult who has been arrested, or ask any officer who works at the detention center, they will tell you that the children ARE held in that area and that there is NO sight and sound separation. The real question here is why Sheriff Bane would deny these facts, and I suspect that it is because there IS NO sight and sound separation, and he knows that there should be. And he also denies that the boys were held in segregation at all, which is something that you seem to understand to be the truth. So why so many lies?

As a Harford County citizen this is a bit of a frightening piece of information. I don’t just see this as a campaign, I see this as a revelation of character from a person that has been given a significant amount of power in our county. Would anybody want to run afoul of him? If this guy would say anything and do anything to win an election, what vendetta would he carry out against a private citizen that pissed him off. Scary.

I am, quite frankly, surprised that even a supporter of Sheriff Bane would say something so stupid. I understand the need for folks to support their candidate for a particular office, but for someone to suggest that this is all sour grapes and should only pertain to those who were in attendance when the alleged lie was told is just incredible to me.
I mean, Sheriff Bane is the top law enforcement officer of Harford County. His supporters want voters to believe that lying to a particular group is something that should be kept private and away from the general public. My God, do they also believe that the Sheriff lying to the States Attorney is only the concern of the Sheriff and States Attorney?

Anyone voting for any Democrat after what we have seen from the likes of Obama, O’Malley and Bane are crazy. Mr Eaton it is not funny to make jokes about someone being on suicide watch. I have a family member that has suffered from mental illness for years after being diagnosed with PTSD. We have gone through this roller coaster ride with him and it’s put a lot of stress on the family. Please don’t make comments about this, I’m sure you did not intend to offend anyone but you did.

The county council has no power over Bane. And even if they did, it is doubtful that they would do the right thing and terminate him from office due to dthical issues. He is supposed to be a leader and should be held to the highest standard possible. If he would say such a thing publicly, I wonder what he says and does privately. Pretty scarey. It explains a great deal. I would have expected more from Bane in dealing with some of his command staff behavior. I realize now that the childish back biting, meanspirited manipulation and game playing is par for the course.
This has been enjoyable to watch. We could have a lot more fun and have another go of amending the County Charter and creating a professional police department, like most of the other counties have. The Sheriff, a constitutionally necessary position would still exist, but in a less prominent role.
Just the talk of such a transformation usually gets everyone in Sheriff’s office and those who want to be Sheriff to behave better.
If we had an appointed police chief and he or she were caught in this situation, what appears to be an outright lie, would you be okay with the person continuing to oversee the arrest and detention of citizens?
What I’d really like to know is why have so many inmates died in the detention center over the past few years? I would love to see an outside investigation into this.
Since police chiefs serve at the pleasure of executive, I assume that you are asking me how would I respond to the executive’s refusal to fire or suspend the police chief for lying to the public and/or county council and/or executive.
My answer is that I’d be outraged and would probably call for the ouster of both the police chief and his boss. Of the two, probably only the former would lose his job, as getting rid of elected officials before his or her term is up is a rather tricky and rarely successful venture.
Close enough. I was interested in whether the behavior would be somehow more acceptable. I don’t agree with you about a county police force, but I completely agree with your thinking on how the reaction would hopefully proceed.
I’m not advocating moving to a professional police department, per se, but I’ve noticed that any conversation regarding it disrupts much of the usual partisan bickering over, for lack of a better term, which candidate is the better administrator.
Personally, I haven’t decided which candidate I prefer, although I lean towards Gahler. What I’m not comfortable with, which has ABSOLUTELY nothing to do with Gahler, is the visceral fear/hatred of the police helicopter, Edgewood, Baltimore, etc many of his supporters advocate for reasons only known to them. I’m also uncomfortable with Mr. Eaton’s never ending criticism of Bane. That sounds more personal than anything else.

For what I have read, the helicopter is a money pit after the confiscated drug money is gone. In a county that hasn’t given raises to its employees in a great while, a helicopter that is not only expensive but is also only useful in limited roles is more of an ego booster than a benefit. This was Bane’s doing.

An aviation asset certainly has its plyouace in certain instances for effective law enforcement. Whether we should “own” that asset vs requesting assistance, when appropriate, from other agencies with an aviation asset comes down to money. Owning a helicopter is very costly, and maintenance intensive.
Currently our needs can be met utilizing other agency aviation assets. The number of times it would be appropriate for us to have aviation up is not enough to justify us owning our own aircraft.
You will probably see the Helicopter at the Farm Fair, should you go. Having the helicopter at gatherings like the Farm Fair, Car Shows etc., is the current most prominent role for our helicopter. If you believe that to be a good use of our current limited budget dollars then so be it. Many others believe we should have spent our limited money on more effective day to day policing resources. Of course, everyone is entitle to their opinion.

How do you know when Bane has screwed himself? Go back to every other letter written by Jeff Gahler and view the comments by Monster, Proud To Be Liberal and the other Baners. Not one peep on this one other then trying to give as many thumbs down as possible. Integrity has been the issue several of us on here have been driving home for several years. I have talked to people who said that there was never such a study done in order to get rid of 70 Troopers. When you are a police officer your integrity and honor is the most important thing you need to do the job. You have the lives of people you arrest in your hand and the States Attorney and Judges rely on you to tell the truth. There is always a few bad apples who get into the job but will be weeded out eventually. What do you do when the Sheriff of your department lies, destroys peoples lives, and slanders another candidate just to win an election. Not just one lie but many. The Sheriff’s Office has great people who serve their community by working the streets and who work at the Detention Center under very stressful conditions. On top of that you add a Sheriff with no integrity or moral compass who rewards his minions who do his dirty work. He terminates people for vindictive reasons only to have a judge over turn this firing and say the firing was unjust. How many good people who have met this same action but did nothing and went on to another career. How many good people did citizens loose to this man and his group of head hunters. Since he has taken over he has shown that he is a true politician and not a person concerned with crime but with paying back non supporters and people who he has a problem with. You need a leader not a politician. You have to know that when you go out on the streets or start your shift at the Detention Center you are working on a fair playing field. You have to know that when you do your job that the people at the top will support you and give you a fair shake. Even if you mess up and you are honest you have to believe the punishment will be the same for you as it is for the next guy. Not different because you helped put up signs or gave money to the Sheriff’s Campaign. It is a fact that this job will eat you up by what you have to deal with on the street and in the Detention Center. No one should have the extra stress that comes with the people who carry the FOJ card watching and reporting back to score points with the Sheriff. The guys who work the streets and the Detention Center are human and make mistakes. When the do the should be given the same punishment that the next guy would get, not screwed over because they supported someone else in the last election. To the voters of Harford County I just want to tell you that you have a faithful hardworking and ethical bunch of people who serve you and are willing to die to protect you. Some already have. They do this job knowing that it will effect their physical and mental health somewhere down the road. It is not done for the money or pats on the back. It is done at a sacrifice to them and their families, and done for you the voter. I would ask that you look at this video again and ask yourself if this is an honorable man who has your best interest in mind and that of the people who work for him? Or if it is just winning no matter what he has to do to so. I am damn proud to have been a Deputy in Harford County and to have served you and the men and women who now serve feel the same. If they could they would ask you to help them get back to being able to do their job without fear of worrying about the politics and paybacks. Why should the be held to a higher standard then the leader of the department? They should not. The Farm Fair is this week and if you go you should ask Bane about this latest lie and ask him where is the evidence to back up this lie? Then visit the other candidate and talk to him and ask him about this accusation made by Bane. People who put their lives on the line every day deserve to have the best leader that you the voter can give them. It is time for a change in Harford County and Gahler is the change you and the Sheriff’s Department who serves you needs. I gain nothing for this, but people who I worked with and people who came after me deserve better treatment.

Marc Eaton what you are doing constantly on here is starting to get old. It’s making us deputies that serve everyday look like a bunch of incompetent idiots. It’s great that Jeff Gahler brought this and other issues to light. I think that the public needs to know what’s truly going on here. What isn’t necessary is your constant attacks involving everything at HCSO. Why don’t you let the union vote dictate things and stop trying to do it yourself. I am not a Law Enforcement professional, so could someone please explain the difference between a County Policy Department over a Sheriff’s Office?

The basic difference is the police department would operate under the authority and control of the County Executive. The Chief would be appointed by county government and not selected by the citizens of Harford County.
A county police department would not be responsible for operation of the Detention Center or for Court Security.
The Office of Sheriff would continue to exist, however the responsibility for day to day policing would no longer be a responsibility of the Sheriff. The Sheriff would retain responsibility for Court Security and operation of the Detention Center.
Having a county police department is all about “control”. Control of the Chief of Police by county government vs having no control of the Sheriff who is an elected official.
Creation of a county police department would not be cost effective for the citizens of our county, but it would insure that the department head could be dismissed by county government if they became unhappy with the Chief’s performance. They can’t fire the Sheriff.

David Craig was apparently going to appoint Teresa Walter head of MSP if he got elected governor. Now that David lost will Teresa be a part of Jeff Gahlers Command Staff?
No, she will not be a part of the Command Staff. Gahler has already announced that and it is on video recorded by the Deputies Union.
Marc I commend you on your perserverence in the face of the Baners. They don’t have too much to say now do they? When Gahler is elected he should throw a party for you for standing up to the arrows the Baners are slinging your way. I don’t know if this is a violation of someone’s HIPAA rights but do you know if its true that Howard W had a heart attack?

I certainly hope that Retired Trooper Gahler is elected and that he will return some decorum to the Sherriffs Department. This morning my neighbor went into cardiac arrest. When I lwent outside to see what the commotion was there were several deputies standing around laughing and joking. I do not wish to comment on the condition of my neighbor but I can only say how horrible for the family members and others witnessing their loved one and neighbor on the ground with these supposed professionals carrying on like idiots. If this is how Sherrif Bane runs things he cannot be voted out of office soon enough for me. And dont tell me that he is not responsible for the actions of his employees. You turn everything into an unneeded conspiracy Marc. Your constant comments about how screwed up HCSO is infers to the public that deputies themselves are screwed up and that’s just not the case. If you don’t believe me see the comment above this. What he/she doesn’t understand is deputies deal with tramatic situations by sometimes laughing with each other or making unrelated jokes. As a medical professional, i understand the impact that traumatic scenes have on professionals but there is a time and place for laughs and it is nowhere near patients and their loved ones. Those we serve need to be able to count on us and to feel that we are in control. They need to see us as the professionals that we are. There are other more appropriate ways to decompress than to use a patient as the subject of a joke or laugh.

Just finished viewing the video. Thought some of the comments made by Sheriff Bane were very telling.
Aside from telling the Deputies that they were better off than other agencies of County government, he stressed that he treats all Deputies fairly, that he has tried and failed in obtaining additional Correctional Officers, and that he received an “empty” promise from the County Executive for additional LE Deputies. An empty promise by the way from an Executive that he works very well with.
I’m not hearing from the rank and file Deputies that they feel the HCSO has been moved “forward” throughout Bane’s time as Sheriff. For the most part the Deputies with whom I speak feel that the agency has stood still for at least the last six years. There was some movement forward in the first two years of Bane’s first term, but none since that time.
I thought it interesting that Sheriff Bane when asked what was in the future for the HCSO if he is re-elected failed to mention a single item. But emphasized that there would be many innovative changes that are in the future. Guess he just didn’t feel comfortable in telling his employees what they are.
He emphasized that whoever he picked as the new Chief Deputy would absolutely share his management philosophy regarding policing, administration, and treatment of personnel. Seems to me that is the last thing the Deputies wanted to hear. Since the time this video was recorded he has selected Ed Hopkins as his Chief Deputy. I assume that Hopkins has assured Bane that he absolutely shares Bane’s philosophy for management of the agency and personnel.
Exactly what is the Sheriff talking about when he mentioned that he might not remain a candidate for Sheriff? That he might withdraw for certain reasons? What’s that all about?
Lastly, how does the Sheriff now feel having made the comment that once you have lied, the public will no longer have confidence in anything you say. How does this now play with the video that has been posted with the Sheriff telling what appears to be an outright lie to the Correctional Officers Union about one of his opponents. He is certainly correct when he says that no one will have confidence in their Sheriff once he is caught not telling the truth.
By the way – Bane turned his head away from the county councel when offered the opportunity to discuss positions for additional correctional deputies. Why ? because he wanted to concentrate on USELESS liberal programs for the USELESS. So he sacrifices the safety of his own officers and prisoners and the law abiding tax paying public for the purpose of self serving self perceived heroism. What a shmuck.
As hard as it might be to beliive ole Jesse Bane is a liar, BELIEVE IT So many have witnessed this first hand and lived to tell about it. He fabricates, imagines things, & creates falsehoods. That is the extent of his crativity.
