A local political fixture for the last 35 years, Harford County Executive David Craig will not hold an elected office after Dec. 1, failing in his bid for the Republican gubernatorial nomination in Tuesday’s primary election.
Craig was handily defeated in the statewide race by businessman and activist Larry Hogan, and struggled to carry Harford County itself. With 87 precincts reporting, Craig claimed 46 percent of the vote, to 41 for Hogan.
“Jeannie and I are very proud of the campaign we’ve run,” Craig said in a statement. “We are very appreciative of our family, our staff, and our volunteers. We look forward to helping Larry Hogan take back our state.”
James Declares Victory
By 10:45 p.m., Mary-Dulany James all but declared victory in the District 34 Democratic primary, claiming victory over Art Helton in a race which turned negative in recent weeks. She will advance to face the Republican nominee, former Harford County Councilman Bob Cassilly, in the general election.
“I feel optimistic about the election, and excited about the results,” James said. “I am deeply grateful and humbled by those that put their faith in me. My success was achieved through the passionate work by my volunteers and an avid grassroots movement. This was a tough election for me and I am thankful for those that helped me through the tough moments of this primary.”
Gahler Sets Rematch with Bane
Four years after he emerged from a hotly-contested Republican primary to challenge Sheriff Jesse Bane, Jeff Gahler enjoyed a smoother election night this time around, claiming a two-to-one vote margin over John Ryan.
With 87 precincts reporting, Gahler, a retired Maryland State Police captain, claimed 10,210 votes to 5,767 for Ryan, a deputy first class in the Sheriff’s Office.
Gahler faced a tight race in 2010, which he ultimately won by just 64 votes. The general election was also close, with Bane claiming just 3,000 more votes—a two-and-a-half percentage point victory.
“I feel very confident going into November,” Gahler said. “There are many more issues that have arisen and come to the public’s attention since then.”
“I think the men and women of the Sheriff’s Office, bluntly, are ready for a change,” he added.
Slutzky Overcomes Wagner
County Councilman Richard Slutzky fended off a significant challenge from former Harford County Council President Robert Wagner. He appeared poised to face likely Democratic nominee and Board of Education member James Thornton in the general election.
“We’re grateful for the voters who have supported us now and in the past,” Slutzky said. “This is just the first leg of a larger run that will take five months to come to fruition.”
Other Election Results
–Incumbent District D Councilman Chad Shrodes won reelection; without a Democratic challenger in the general election, he will retain his seat for another four years.
–Patrick Vincenti held off a crowded field in District E to capture the Republican nomination.
–In District F, the Republican primary between Curtis Beulah and Monica Worrell was too close to call with 87 of 90 precincts reporting.
–In the Maryland House of Delegates District 34A Democratic primary, Mary Ann Lisanti was out in front, with Marla Posey-Moss and Pat Murray vying for the second spot.

county cheerleader says
I think that just shows the kind of man you are Mr. Boardman. A lot of people would not have given their opponent they just lost to a well wish! Keep working to better Harford! THANK YOU! Maturity which I have yet to see in the county! I was appalled at things I encountered yesterday while polling. Mr. Hiob of the James camp showing racism at it’s best. My husband was headed into the polls and im discussing who to vote for he came over and was nice at first! when the situation turned sour when someone mentioned James’s opponent his true colors where shown! He told us she fired the guy who Art talked about on the commercial with the 6’2” black man??? I would love to have a one on one with her to ask a few questions!!! Thank you to those who came out and represented for each canidate! Even though it was my first time helping at the polls I honestly saw why some stay away. Sadly it’s because people like Mr. Hiob. Almost starting a fist fight with the guy! I mean it was nuts!!!! They argued back and forth like two three year olds yelling “its my toy give it back”!!!! To all the men and women who did not accomplish what they set out to do yesterday still know you have inspired someone around you! Ms. Mary the older guy you had at the middle school white hair, he said he was your first campaign manager. He was as sweet as pie, his back hurt him. From a long car ride and he still held your sign up with pride! Talked to him for a while just the way he talked about you made me want to vote for you. Sweet man! Don’t have men like Hiob representing you is you don’t “SHARE THE SAME VIEWS” if you know what I mean. His behavior was despicable and I kept it light here. All be blessed
Loyal Harford Dem says
Hiob himself is a despicable man. He’s basically persona non grata in the Democratic Party. He supported Nancy Jacobs, he’s supporting Slutzky over Jim Thornton and his wife was a treasurer for Beth Boyson’s House of Delegates campaign. So much for the great Democratic Hiob family!
educator says
Dear David Craig. Yesterday was my birthday. In all my years, I can honestly say that watching you get your ass kicked in the primary for governor was one of the best presents I have ever received! You balanced your budgets over these past 5 years on the backs of every teacher, librarian and police officer in the county (you know, the people who do all the dirty work that made you look good.) You have devastated the school system, driven the best teachers out of the profession, demoralized the morale of those teachers still left, and left everyone wondering when things will get better. From the bottom of my heart, GOOD RIDDANCE!
Miss Gulch says
His administration, with him behind the curtain, have also systematically taken over several community-based nonprofit organizations during his tenure. These organizations had highly educated and experienced staff that did great work on the local level. He passed legislation quietly to dismantle one board in particular, laying off all of their staff and folding their budget into his Department of Community Services. Now instead of doing a lot of wonderful direct services, they produce a lot of reports and hold many do-nothing recognition events to pat themselves on their own backs. Way to go. Less services for the people in this county who really need the help, but at least his budget is bigger and a few more friends have jobs.
Happy Happy Happy says
Mr. Craig destroyed so many people with his “friends and family” attitude. The people of Harford County and especially Employees of the County, and it’s school system can start rebuilding and take our County back. Finally Karma has kicked you in the A$$ David Craig and I am loving every minute of it. May you and your “Friends and Family” enjoy your retirement! Harford County and the State of Maryland certainly will!
Concerned Citizen says
To educator and everyone else on here that is trashing David Craig, you better be thanking him for having the guts to stand up and do the right things by running a fiscally responsible government. You may not have like the outcome of his budgets, but at least he did not spend money that was not there like our Democratic leadership in Annapolis. Why not make the Board of Education more responsible for the huge amount of money that they get every year? Maybe if you look hard you might find more than enough waste to fund the well deserved raises for the teachers, and then some.
You are probably supporters of Mr Brown, another OweMalley Spendocrat who is a proven failure at managing our Obamacare plan. You better hope and pray that Larry Hogan wins in the general election. Otherwise the Democrats are going to keep on raising taxes and fees.
Even More Concerned Citizen says
Let me ask you this: Is it fiscally responsible to buy contaminated land in Havre de Grace for millions of taxpayer dollars to bail out your developer friends while telling the police and teachers we have no money to give you so much as a cost of living adjustment? All of you Craig supporters have your head in the sand when it comes to the real facts. The Water Street debacle is just one example of many where this administration has put the interests of developers ahead of the interests of the residents of Harford County. The James Run TIF and the Beech Tree TIF are two other examples where millions of dollars of taxpayer money has gone to support Craig’s developer friends and campaign contributors. His claims of fiscal responsibility are complete nonsense and have come at the expense of the police and teachers in this county. Good riddance to David Craig for at least six months. Although we surely will see his face again in 2015 as a political appointee of some sort. Our current Council has paved the way for that to happen almost immediately in case anyone hasn’t been watching by doing away with the two year waiting period for public officials to become government employees.
Concerned Citizen says
Maybe you need to understand what a TIF is before you run your mouth about how much money was wasted. It actually generates MORE money for the County. But people like you will never understand how to run a business to make money. You just criticize everyone who makes the tough, unpopular decisions.
As far as the teachers, why not complain about the real source of the problem…our current Governor and the Democratic lead legislature. They take our Republican based money and give it to the other Democratic based jurisdictions. Then they put unfunded mandates on us, like Common Core, and expect the County government to be the bad guy and raise taxes to pay for it.
You say we have our heads in the sand? Well, people like you Even More Concerned Citizen have your heads up your butts.
Oh Indeed says
The Money Tree says
In the case of Beechtree the TIF was a slush fund for Turner that cost the taxpayers 14 million bucks and yet another example of why Craig is a piece of dog pile. We all know what a TIF is and how it’s supposed to be used and why…and residential development isn’t on the list of what’s justified.
Happy Happy Happy says
Again, it pays to be in Craigs “Framily”
Even More Concerned Citizen says
Pretty sure I know what a TIF is. Let me explain. When a developer builds a massive project like Beech Tree Estates, the developer is, under County law, required to pay for all road improvements that are required due to the increase in traffic caused by the development. Let me repeat that: the developer is responsible to pay for the road improvements out of his own pocket.
In the case of a TIF, that burden is shifted to the taxpayers. The County lends the money for the road improvements with taxpayer dollars. The developer meanwhile is not responsible for a dime. The development then becomes a taxing district such that all tax revenue generated by the development goes to paying off the debt. This is tax revenue that would otherwise go to the county’s general fund absent the TIF. At the rate Beech Tree is selling it will take decades for the County to be repaid money that the developers – Clark Turner, Caves Valley, Knott among others – would have otherwise had to pay out of their own pocket. That is what is so repulsive about these TIFs, the multi-millionaire developers do not have to pay a dime. They are pure profit for them. Here is a thought – how about building a smaller project OR god forbid putting the developer on the hook for half the costs. And meanwhile, Craig tells police and teachers to blame O’Malley. Not my fault. Well, David, yes it is when you do things like this. This is crony capitalism at its finest all wrapped up with neat little bow to make it look nice.
Same story with the James Run TIF. Think they are not profitable to the developers??? Follow the campaign contributions from the related parties.
If you read about TIFs you would learn that they are typically NOT used for residential for-profit projects. Typically they are used in blighted urban areas that would otherwise never be developed. Craig and his cronies have twisted the generally accepted uses for TIFs for private personal gain at the expense of taxpayers and more specifically the police and teachers.
So you can go on drinking the David Craig kool-aid. This concerned citizen is not buying it.
Miss Gulch says
Well said and so true.
rocco says
Actually you are a bit misinformed. Most of these non-profits are in business because Community Services gets Federal grants from the Federal Community Block Grant and HOME funds, both related to HUD activities meant for community revitalization, outreach, homeless prevention and other social service programs. Most non-profits lack the knowledge and ability to apply, manage and administer block grants as their specialty is usually a subset of the general community plan (that’s designated by the county), Non-profits are then able to apply to the county for a piece of that pie, sort of speak and target their energy to their expert field which isn’t knowing the ins and outs of government grant administration. To be sure some non-profits are all encompassing and can do it all, however a small non-profit with a relatively small staff doesn’t want to spend their time doing compliance reporting and account reconciliation which would take their resources away from actual work. Community services and other agencies in the county provide this service free of any cost and actually pass any administrative fees of 10% usually directly to the non-profits so they get grant management, account and coordination for free. FYI, other counties provide the same service to community non-profits but they keep the administrative fee. Since coordination was implemented by request of most of these non-profits, efficiency and better outcomes have been achieved since the non-profit is left to complete their mission and aren’t bothered by the bureaucratic morass that the Federal Government demands in their grant management.
rocco says
For example, the county already has the reporting and recording tools to send data to the Federal govt, so the non-profit doesn’t have to spend $10k to $20k to buy a program customized to send in reports. The state also has their own customized program that must be purchased and used for reporting. Most small non-profits don’t have these programs or the staff trained to use them. They are also not interested in paying maintenance fees on these programs or pay for updates to those programs. Since the county already has these systems in place, all the grantees have to do is supply the raw data from spreadsheets to the county and Community services will do the reporting to the federal govt or state govt.
rocco says
Some idiot already gave it a thumbs down. I understand it this was an opinion, but in reality this is how these systems work.
Miss Gulch says
Rocco,
I think you are the one that is misinformed. Sounds like you are part of the friends and family crew. Looking at the history of nonprofits, their original purpose was to help fill the needs that couldn’t (and shouldn’t) be provided ny government. In other words, the government, as third sector, could not be all things to all people. That is exactly what the Craig administration has been trying to do over his tenure. He took over the Drug and Alcohol program, Housing, Childrens’s Services, and most recently the volunteer fire company. The funny thing about a particular nonprofit is that it was funded by state money. It had the flexability to apply for private foundation and federal dollars. The only problem is that the county never showed up at the table. It was not until the organization was bringing in significant dollars that they wanted to become involved…not to be helpful, but to take it over and sweep their funding into the count coffers. You infer that nonprofits are mom and pop shhops. Hardly, some are sizeable with significant funding and staff with credentials that surpass those who are being hired as a crony.
rocco says
Most non-profits in the county are small and don’t have the kind of funding availability to them. President Bush created Faith Based Innitiatives, not Craig. As a result of faith based groups we have a homeless shelter in our county and we didn’t have that kind of operation prior. Many non-profits are self supporting and use exclusively private funding such as Catholic Charities or Habitat for Humanity. Many others do not. The office of drug control policy as a county agency is better able to coordinate with dept of health, housing, courts and mental health than any non-profit could in the county. Craig did not create the office of drug control (terrible name as there isn’t any drug control really) as it was already part of community services. The only new foundation that was created was the Fire commission as housing was already in place, children services? are you talking about court services instead! It has been documented that many volunteer fire companies were not accounting their share of county funds properly. While they are volunteer fire companies, they still rely on county funds for operations or upgrades and yes they do their own fundraising as well. Memo to you, non-profits aren’t required to apply for public funds, but when they do they must follow regulations just like anyone else. If funds were misspent then the public would cry about it and if your local govt demands some type of accounting then you cry about it as well.
Get with the Program says
Thankful? You really are blind? Here is the reality of the Craig Administration. Public Safety received 96 million – basically the sheriffs office. HCPS received 212 million. To give you some perspective on this. The Detention Center has less beds than the student population of 1 County Middle School. There are probably more buses at one high school than the entire fleet of sheriff cars. I bet those buses cost 3x the amount and use 3x the gas. The sheriff office claims to handle 1100 calls a year. I bet a single, school secretary answers that many calls a day. Think about how many meals the school system serves daily in comparison to the number of meals served to inmates. Do you think it comes close? Think about the number of people the school system serves daily compared to the sheriff’s office. Seriously? Again. Not even close. The public safety budget is 45% of the school budget. I am not suggesting that they don’t need every penny of the 96 million, but to suggest the school system needs to cut out waste is just insane when you consider the number of buildings, buses, kids, staff, and administrators that are requires to serve the counties population. I’m not a democrat or “owemally” fan. I’m not a poser or troller. I’m a true republican that watched Craig spend money on unnecessary things like wasteland and capital projects. That isn’t fiscally conservative! I’m not happy with his choice. I don’t build an addition on my house if I can’t afford to buy my kid new sneakers. You and Craig live in a fantasy land. Ignoring the plight of those around you. More than 50 % of Harford County Citizens, including myself, voted against Craig. He didn’t win-over the majority of his own county and that says a lot.
Burbey Bunch says
Get with,
I keep reading that money should not have been spent on any number of things because salaries were not increased. Or, to put it a different way, salaries first and all other expenditures second. Certainly, if it were my salary I would feel the same way.
That, however, is not the complete answer and there are so many other factors involved. The first being that everybody wants to ignore the real reason that capital expenditures were not ignored in order to pay operating expenses (or at least my guess): the state dumped teacher pensions on the counties while subsidizing the pensions of selected counties – Harford County got screwed and Baltimore County got rewarded.
So, should Harford County ignore a new high school and an inner harbor like investment in Havre de Grace because the state is screwing the county? Should Harford County reward the exact same people who consistently support the politicians that screw Harford County?
I am only speculating here, but it could be what was on Craig’s mind.
Get with the Program says
Burbey Bunch, you don’t bite the hand that feeds you. HdG is a small town community and it should stay that way. The notion that it could be the next “Inner Harbor” is ludicrous and an investment that the people of Harford County don’t want to make. If I recall, there was a similar notion that Hollywood Casino would change the economic landscape of Cecil-Harford County. Have you been to the Perryville outlets lately? Still a lot of vacant stores. I guess we can blame the tax laws of the current state administration for that. The fees are so excessive that business are leaving for Virginia so why would they willing come to HdG? However, if developers think another “inner harbor” is worthy of big money investment, they should foot the bill themselves. So, YES, it is my feeling that county employees should have been given consecutive raises over capital investments. Let them decide how to improve the quality of their lives, not big brother. Society harshly judges men with thick gold chains and tattoos, that are incapable of feeding their children. How is Craig different? In principle he has basically done the same thing …
Burbey Bunch says
Get,
So, you hold the state harmless in its pension dumping and payments to other counties, not Harford. The county cannot build a new school (with partial state money) and the county cannot clean up water front property because they have to make up lost dollars from the state.
And, I guess that’s okay because the state is run by the proper party in power.
Get with the Program says
Bbunch, please direct me to the pg. # in the budget for the counties pick-up expense.
Craig supports local control and that should include paying for your employees pensions. Can’t cry local control when circumstances are in your favor, and state control
when circumstances are not in your favor.
Besides, why are we still talking about
Craig. He is yesterday’s news. Hopefully, through personal reflection Craig will evolve into a better man and discovers that ignoring his constituents has major consequences.
rocco says
Actually BOE gets additional funds from MD and Feds as well. If you are going to compare budgets between two agencies with different missions then you must also be truthful in naming all funds received. The BOE has not made the strides in efficiency and cut administrative costs enough to then comeback to the CE and Council and ask for additional funding. All county agencies return money to the general fund at the end of the year. BOE has never returned any funds unspent from prior years. I recall only one time that the CE asked to return 5% as all other county departments including the Sheriff Office and they did so under pressure. When school construction funds are refunded from the state, the BOE has never returned a penny to the county but still demands additional funds for the ever rising costs that seemingly only they incur year after year.
I do think the teachers and front line staff should be paid raises on a regular basis, however the BOE keeps asking for more and doing less to justify their requests.
Get says
Rocco, how much money does the sheriffs office bring in for citations, fines, serving legal notices, and seized drug money?
Never said you didn’t need the money. Only used your budget to demonstrate the unrealistic expectation that the BOE is abusing it’s funds. Since the public safety budget is basically half the schools budget, it is reasonable to assume with double the money the school board should only be able to manage double the buildings, double the building insurance, double the cars, double the auto insurance, double the staff, double staff health insurance, double the administration, double the citizens, double the computers. However, it is probably 50x that of the sheriffs office. So the suggestion that the board needs to cut waste is insane. Actually the county executive, sheriff and citizens should be impressed with the schools budget because the tax-payers are get more for their dollar.
rocco says
The Sheriff’s office is not a revenue generating agency. When tickets are issued the money goes to the State of MD through the Courts. Drug money is not used at all, since it is not legal produced and is probably burned or kept as evidence for who know how long! I don’t believe the Sheriff’s office gets any money from serving legal notices or executing warrants either. Your comparisson excluded BOE’s state and federal funds, so you aren’t comparing real and actual budgets. All I said is that the BOE hasn’t made its case that they are efficient and stewards of the people’s money. See that’s the key, the county’s funds are the people’s funds but the BOE’s funds once received are beyond scrutiny from any other legislative or administrative elected body (at least so far). The BOE gets about $400 million and the Sheriff has about $98 million, that much is closer to the truth. I would also point out that the administrative costs are probably a lot higher for BOE than the Sheriff, however we the people don’t really know how efficient they are. I do know that the Superintendent of schools makes a lot more than the Sheriff as his pay is set by the State of Maryland and paid out of state funds, not county since he is an elected official to a state office! Don’t speak half truths….

I want to congratulate all of the candidates who campaigned for your votes in the Primary. I’m honored to have the opportunity to ask for your vote in November for County Council District C, and I want to thank everyone who supported me – the hard work for me begins in earnest now. I want to congratulate my opponent, Mr. McMahan, for securing his party’s nomination, and I also want to recognize his opponents, particularly Eric Daxon, for running a good campaign.
I have met many people in the campaign from both parties who truly care about Harford County. I put people above party, and I’ve been impressed by the dedication and commitment shown by all of the candidates. I’ve appreciated the chance to get to know them. I’m looking forward to meeting even more people in the coming months, and to listening to my fellow citizens to learn what they care about most.
I welcome input and ideas from everyone – if you want to reach me at any time, please feel free to contact me at GinaForCountyCouncil@gmail.com . If you’re ready to put people above party and have a representative who understands that elected officials serve the people, not vice versa, please consider voting for me in November.

Get,
Part of being a lefty is the self appointed ability to define terms, self conclude anything, argue for or against anything – and then, declare yourself a winner.
You are idiotically suggesting that Craig doesn’t want the tax dollars taken from the county by the state, back in the county. What?
Same thing goes for development in the county. Looks to me like investment dollars went to things upscale. Craig didn’t lose 250 million on a website. Craig didn’t spend millions on outdated 3D printing. Craig didn’t rob all the money out of the transportation fund and raise gas taxes to replenish it. Craig didn’t take tax dollars out of Harford County and subsidize Baltimore County.
I am not even a Craig fan, really. Running for Governor from HC is a losing proposition. It was for Eileen Rehrmann even though I think she was a very good CE.
Get with the Program says
Brunch, is that what you are doing? Self-defining, drawing conclusions, arguing about anything and calling yourself a winner?
Where did you get the impression that I’m a lefty? I suggested Mr. Craig should have made more conservative choices with the money he had. I said he should have wasted it on senseless projects. He should trust the people to take care of themselves and their families best interest. I said he should have given the money back to the people in the form of raises. All of which would have generated more revenue for the county. People would have spent more, invested in home improvement and ultimately increased property tax revenue. All right leaning principles.
Who is Eileen Rehrmann? Is this a fictional person that you made up to test my political affiliations. Were you hoping I’d start attaching her with political rhetoric. Google said she is a democratic politician. So I guess that makes you the lefty???
Burbey Bunch says
Get,
Quite a target rich environment there:
Ugh, is it some form of nouveau tribalism to refer to government employees as the ‘people’ – I guess if you want to strain credulity to the extreme you can call a government employee raise a situation where we “trust the people to take care of themselves.”
But if government employees are the ‘people’ then the rest of us are something else. Chattel perhaps? Some lesser form of life perchance?
Get says
Chattel is more ancient. Also, it’s a better fit for government workers (gw) since they slave and get paid at the mercy of non-government workers (ngw). The ngw will always feel gw should work longer, harder, paid less, and have no complaints.
You may have the last word.
Burbey Bunch says
Get,
Okay, I’ll take it. The information has been published and studied for quite a while now. Government workers make more money (feds earn 18% more) than their counter parts in the private sector. They have significantly greater benefits than the private sector – and their job security is light years better. Oh, they also work, on average, fewer hours.
It is actually almost like a kick-back scheme: government workers donate money and vote for candidates that in turn kick-back higher wages and benefits. It is unheard of in the private sector that employees can choose the people they negotiate their wages with.
Obviously, HC is a unique situation where government workers are being screwed by the downstate people they vote for. But, that doesn’t apparently stop them from voting dem.

Rocco , instead of being on the internet responding to my post at 9:30 am when you are on work time, you should be working. What a waste of taxpayer dollars.
Just a memo for you…I don’t need a memo because I am fluent in nonprofit management by degree and experience. You are missing my main point and that is: county government should not even be involved in some of what they are doing. I was fully acquainted with the drug and alcohol office before it was an office of drug control policy. The way things were handled, when that manager was let go, she should have sued her employer. A similar thing was done to other entities. Yes, we have one homeless shelter and the only reason we have it is because a coordinated group of churches (nonprofits) continued to press the issue and rotated from church to church offering space for homeless people to go. The county stepped as far away from the homeless issue. Do you realize that we were the only jurisdiction in the state of Maryland who did not have a homeless shelter? And it’s no thanks to county government.
Make no mistake about it, I’m well aware of the cadre of filings necessary from a fiduciary perspective. Nonprofits should work on a local level to meet the needs of its residents based on identified needs and not in any way, shape or form have to go through the county government for its funding. It’s too much of a perversion of what nonprofits were originally designed to do and to be.
rocco says
I can assure you that you county funds were spent during MY TIME OFF from work to respond to your silly opinions. You claim to have so much non-profit experience that you should know how it works by now. It should be of no surprise to you that faith based groups were allowed to apply for federal funds under President Bush and the county is only doing its duty to the citizens and non-profits in the community by being conduit to federal and state funds. The argument is that non-profits closer to the ground can better identify and determine needs much faster and all their ideas, thoughts and experience is complied by the county when WE apply for federal funds that HC taxpayers have already PAID to their government. You can argue that the county shouldn’t be involved in it and there isn’t a non-profit that is forced to apply for any federal funds. They can certainly do it the old fashion way of private donations but the also know that most private donations go to direct services and federal funds can be used for administrative and operation building. No private donor ever wants to pay for the non-profits rent or their salaries. Most feferal funds supplement their private funds. I seriously doubt that you have any experience or knowledge of grant management at least at the county level because if you did you wouldn’t be raising such inane arguments. BTW, I took of work today because the county doesn’t pay me overtime and I have to take it as compensatory time instead.
rocco says
County workers get paid on average less than private workers for the same field of work and less than federal workers too, but our benefits and pension benefits are better. Job security is better to and job satisfaction at least for me is something that money can’t buy. I love, live and work in the county and I save a ton on gas since my drive to work is less than 20 minutes. I don’t care what you make in the private market and I only care about is the service you provide for me as you should care only about the service that I provide for you. Everything costs money and nothing is free. Correction, you are free to leave the county and as far as I see it Maryland and Harford county are doing pretty well. Move to Virginia or Kentucky.
frankly says
I know quite a few people in my field of work whom have left govt employment for higher wages, comparable benefits and leave. The private market pays more!! Govt can’t compete on salary but with job security and better work hours. U can find stats to anything you want but in my specialized field once you have experience the private sector will pay more because demand forces require it.
Burbey Bunch says
Frank,
You can publish what your field is and still remain anonymous. I would be interested what field you refer to that pays better along with a pension and caddy medical – lets add in job security. I would be interested what field pays so much better than government that does not currently require a minimum of 5 yrs. (mostly 10 yrs.) actual private experience in that work.
Be that as it may, recent information (CIS) has come to light that all employment growth since 2000 went to immigrants. So, even those homegrown engineers find themselves training immigrants for the new jobs – or to even replace them in their jobs. Ugh, you may not know this if you watch the government networks. You may not even know about the destruction of government emails as a criminal cover up – in that it probably got preempted by a blurb on the latest goings on about Kim Kardashian.
And to those who keep saying if we don’t like it leave – Hey! We are leaving in droves and taking our tax dollars with us – unlike the teachers who talk a good game but cannot really find a better job. So, you all stay and just tax each other and pay each others salaries.
frankly says
Not a chance I would ever reveal what I do for HCG. j believe that your last sentence needs some revising. The county’s tax base is growing, not getting smaller. Our population is higher and there are more employers in the county. HC used to be a bedroom county and while most people still work someplace else, the fact is that there are major employers in the county today than there were say 20 years ago. In the years to come our county will keep growing and there is talk about creating our “Owings Mills”. I will remain a county employee until I retire. I don’t see a need to chase the $$$ as my pension is fully vested and I am getting paid my military pension already. 10 more years and I am moving to DE.
Burbey Bunch says
Frankly,
You use your field as written evidence that the private sector pays more than government but will not even state the field in question so it can be researched. Frankly, Frank – I can safely say your claim is worthless as stated.
And, thanks for posting that you are a multiple dipper on the public dime. I am sure all the private sector folks working their ass off to make your old age comfy are happy to read it since 80% of them will retire in poverty.
Okay. The population of HC has grown over the last 20 years and there are more employers here than 20 years ago. Okay. But now I am struggling with your point. More people means more government expenditures and services. The county budget is not a black bag operation. So, tell me where all the money is to pay for all the government we are currently getting. You are indirectly suggesting that there should be 20% more money above the cost of government – failing to recognize that government always outpaces the tax base.
And, when you drive out the private sector taxpayer you may still have a greater population, but you are left with government and those who depend on government. The feds can just print money. So, tell me how the county will get there loot.
frankly says
Bunchies, I have earned my pension(s) as I have provided a service to the county and our country. HCG is not the Federal govt and our county expenditures are paid for yearly as the only thing that is bond funded are capital expenditures. Engineers make more in private practice, that’s a fact as well as computer support IT programmers. Still, I won’t identify my position but you can guess that is one of those two. If you made more money in private practice then is up to you to save towards a 401K make sure your employer saves towards a pension for you. Again, I don’t begrudge anyone what ever money they make in the private market and all I ask that I be given the same credit for providing a public service for less and my money is what I have earned.
frankly says
I said in a prior post that the county’s tax base is growing as there are more employers in the county. The county’s economy is growing and so is the tax base Taxes haven’t increased in the county either as assessments are down and tax rates have remained the same. The state of Maryland is another story and so is the Federal budget so I do get your point on the state and federal levels. The expenditures are too high for sure, but I don’t know that you can actually blame expenditures on employee salaries. Medicare, Medicaid, Defense are the big expenses along with debt payments. You are right in some points and I am not blind that more people are on the dole and depend on govt assistance.
Burbey Bunch says
Frank,
IT programmers are making less and less every year – lucky they can find a job. The H-1B visa immigrants have gutted the field. For federal engineers, you can make 80K with all the fed benefits in just a few years – if, you are actually certified in your field. To make the higher end money in the private sector you need private sector experience, unless you can help the employer get a government contract or your uncle owns the business. Some Fortune 500 companies still offer pensions, but very few. A government job is worth an additional $20k in benefits.
Now, I freely accept that HC doesn’t pay fed money. But still, there just aren’t that many jobs out there and virtually all of them are going to lower paid immigrants in the technical fields or to native folks with vast years of experience.
As to MD, it is in trouble with 26% government employees and a huge dependency class. We have lost 8 thousand small business in the last 8 years and 4 Fortune 500 companies (even the democratic candidates for governor agree with those numbers).
Lastly, thank you for your military service. Yes, you earned what you have. Please understand that the country outside government is hurting quite a bit more than you. Things have gotten so bad that many folks not only are unhappy with government, but fear it as well.
frankly says
I don’t see the “hurt” you are talking about. Maybe you are and if so I do hope things get better for you. HB-1 visas are actually a good thing since the private market can’t find enough qualified programmers to work in our growing tech economy. I see people driving really nice cars and going out to restaurants. Parking lots are full of people and things are getting better. Your view that the USA is falling apart is not shocking as a lot of people feel like this economy isn’t doing it for them and the last few years have been rough on employment and housing prices. However, the stock market is back on track and investment is going up. We are about to break out higher economic gains and some people aren’t trained to take advantage of the new economy. Green jobs and technology today require more than a high school diploma and training in the right field is primary. Still people with the right skill in the trades can make pretty good money too but expensive degrees in Art History, liberal studies and just plain English aren’t going to cut it. The biggest thing I agree with you is that too many people are falling out of the middle class into dependency. We as a country can’t just expect the rich to pay more as they can move out or not invest/cash out their income in the USA economy.
Miss Gulch says
Well, Rocco, how lovely for you. I don’t think you will ever get my main point so let’s just agree to disagree. I don’t have an argument with the federal funding piece and that is not what I have been talking about. I originally said that the county is involving itself in SOME things that it has no business being involved in. Local governance should govern and not encroach on direct service provision. I have well over 20 years experience managing and leading nonprofits on a local and state level and can back it up with graduate level credentials. I also teach. Maybe you should sign up for a class and take a couse on the ametican history if nonprofits. But you will likely try to insult my background, and that’s ok, because that says more about you and the kind of professional you are.
rocco says
Miss Gulch, Are you aware that non-profits are tax exempt entities? Hence they already rely on government designation so they don’t pay taxes! There are many non-profits, foundations and entities that don’t use govt money at all and there are some that do. In your opinion that the county should not be involved in obtaining funds that support our local non-profits is actually contrary to the basis of community development and community enhancement. The story behind the shelter in Harford County is quite true in what you said but these Churches are now even more able to provide needed emergency services in coordination with Housing and Community Services as these agencies receive funds from the State of Maryland and HUD for those targeted needs. That’s the reason the county does a yearly homeless count and why is that data needed? So Harford County non-profits can get additional funding to combat and reduce homelessness in our county. It is a critical job that affects people’s lives and I don’t see any non-profit in the county turning the $$$ down so they don’t have to deal with the local govt. It actually enhances their mission, increases their outreach and provides them with supports that allow them to go past the basic need in an emergency only. Harford County has been more receptive to a shelter option and safe and sanitary place should be available but as long as a republican administration is in place, there is no way this county would want to be perceived as being “attractive” to the homeless. Thank goodness our Faith Based Groups have relied on their moral compass to provide a service that the county should provide with greater effort.
Miss Gulch says
Of course, Rocco, nonprofits are usually tax exempt organizations due to the value they provide in the community of serving the greater good. They do not automatically receive that designation, they must apply for and receive it. In addition, they must conduct their business in such a manner as to not lose their tax exempt designation.
What I am really saying is that the county should stay out of direct service provision. If they want to be a conduit for federal housing dollars, that is fine. I really don’t have a beef with that. What I do have a problem with is the county taking over certain entities which has resulted in the loss of direct service provision to vulnerable populations.
The homeless count is really not a reliable method for quantifying our homeless population because it misses certain groups of people who do not want to be counted. For instance, we have homeless youth who do not necessarily want anyone to know that they are homeless. These are youth whose parents have kicked them out of the house and they have no where to go. If they are lucky, they stay with friends (couch surfers) and go from house to house. These are the kids who are extremely vulnerable to drug abuse and are prone to victimization. There are homeless families, some who live in their car. They also do not want to be known because the parents fear that their children will be taken away by DSS. The schools have a pretty good idea who some of these children are. Other children and their families are pretty good at hiding it out of fear and shame.
I guess we can continue to comb the woods and under bridges for the “homeless,” but the picture of homeless is not always a scruffy person sitting under a tree in the woods or laying on a street corner.
Burbey Bunch says
Frank,
Reminds me of Barbara Walters – on tv the morning after Nixon’s win for his second term – who bemused that,”I don’t know anybody that voted for Nixon.” Most government employees don’t see the hurt and pain. They don’t experience it and their bubble doesn’t present them any. All the anecdotal drive by experiences will not erase the facts.
By the way, don’t concern yourself about me, I am doing exceedingly well. It is my children and the future of the country that concerns me.
One of the concerns is the stock market. It is detached from the economy. The last quarter had the gdp -2.9% and the stock market went up. Of course, the reason is that the feds are printing money to keep interest rates artificially low. It is debasing the currency. The dollar has lost 20% of its value in the last 4 years.
You may see an economy ready to break out; I see an economy that will react poorly in the future when the feds have to stop printing money. The boondoggle of green jobs will not save it anymore than the Solyndra money pit did.
B says
The -2.9% adjustment was achieved by removing the Obamacare subsidies from the first quarter when they were actually paid, to be distributed over the next 3 quarters to try and prop up growth numbers. Another Obama Lie. Exactly the hurt that Frank doesn’t want to see or acknowledge.
frankly says
Bunchies,
We’ll just have to agree to disagree on some points. I don’t live in a bubble and most people I know outside of my daily work routine are employed in the private sector. My wife, son and daughter also work in private market. According to you, I just live in this make believe world where there aren’t any pressures and I just show up and collect a paycheck. You couldn’t be more wrong about it. My duties are varied and I do have to deal with private businesses everyday. I see their projects and I see their financing and their capital requirements. Harford County is about to break out some exciting news in the next few months and OUR county government is very proactive in making OUR county as attractive as it can be to bring jobs into the county. While the market can’t be predicted, there seems to be strong evidence that things are coming back to a more balanced financial market. Since the Fed has tapered down their purchase of mortgage backed securities interest rates have remained at historic lows and further tapering seems to be in the offing.
Burbey Bunch says
Frank,
Some of us understood that anything that relies on correlation is charlatanism – so, before the last market crash we got out. Those with corporate pensions and a 401k went to treasuries and rolled their 401k into their pensions.
What you think now about the economy is delusional.
frankly says
The market can crash again and the economy will go through its up and down cycle just like always. But according to you more than 26% work for the government anyway so the effects of a market crash would be minimal to us government employees ( sarcasm, works best in oral arguments but I couldn’t resist). I tried to educate you a different point of view but evidently you are pretty set in your own ways. I even agree with you on some of your points but you just can’t bring yourself that others may have a view of things that is just as valid as yours.
Burbey Bunch says
Frank,
The criminality behind the mortgage crash was not a cycle. That was structured product that ruined the financials. It was not a matter of hanging onto a certain stock until it rebounded.
And, I know you meant it sarcastically – but it is actually true that government employees pretty much dodged the crash at taxpayer expense. You see, the gigantic stimulus package that was supposedly to be used for ‘shovel ready’ highway jobs… well, some went to ‘green’ boondoggles and the rest went to the states that used the money to keep government employees in their jobs.
So, there you go. Yes, my friend, you live in a bubble.
frankly says
Bunchies,
I guess it is good to be me. I do have job security since it is a direct benefit of working for govt. when I enlisted in the Army way back in the day, I knew I would be doing stuff like working without holidays, weekends and a 9 to 5 job. Also, I would be doing things that most people wouldn’t want to do and there were benefits to being an Army officer that no job in the private market would give me such as prestige, honor and recognition. I left after I turned 40 as the military is more of a young men’s game and I wanted to settle down and stay put somewhere like HC. The county job was a Godsend for me and it almost fell on my lap by chance. When to pay my property tax bill at the Administration building and next door to it HR was located, stepped in there and found my first job with the county. It paid way less than what the private market was paying but it offered me security and I wasn’t in need of chasing the big bucks. My spouse runs a business in the county and we are doing fine. I chose to work for the county for the same reasons I chose the Army. I get to do work that I love and it is actually important, most people never think of the infrastructure right underneath their feet just as they don’t ever have to worry about another country bringing their troops to attack us. I wear the county badge with honor and pride and do give the county a good service. It doesn’t matter what most of these ingrates think just as I never paid any mind to those against the military. It is your right to feel as you do and I have the right to feel as I do. That’s what is great about our nation.
Burbey Bunch says
Frank,
Your personal struggles and commitments are interesting but have nothing to do with our current environment. I am old enough to have had personal relationships with parents, mentors and relatives who survived the depression and Omaha Beach.
Your story is milksop by comparison.

Believe me, once a trade teacher quits, he/she aint coming back. Shame such well liked, tenured people just walk out the door, and they do nothing but have HR post another “$41,000/year” position.
The only thing worth while to work for HCPS is the nice health care, other than that, count the peanuts in your shit.

My personal “milkshop” story as you called it isn’t necessary and it wasn’t written to amuse you or compare any other struggles you may have had in life. Certainly, I could go there as well as to who climbed the highest mountain or overcame the most whatever. Your narcissistic nature though seems to be that If you didn’t see it or experienced it then it didn’t really happen. It must be so sad to be you and thank God you have the internet to provide little snippets of fairly well composed prose to impress the dagger folk.
just by the way, your doomsday stories are pretty sad and hopefully the educated folks here can see past your end of the world scenario, at least I hope so.

frankly just took bunchies to school on that one.
To frankly’s post, you do seem to be a bit wrapped in your own self and don’t give it much thought to other’s ideas or points of view. Doomsday bunchie shouldn’t it be your new handle here? You are a bit of a prick though so Doomsday Prick sounds more like it to me.

Still seeing Helton campaign signs up. How about you “get things done” and pick up your cardboard trash?
Real Moderate Republican says
I want everyone to know that I witnessed an incident over the July 4th weekend that involved Curtis Beulah and it disturbed me to no end.
While he was setting up for the parade in Joppatowne, he was talking with a couple of people who were helping to set up the Democrats’ float in the parade. Mr. Beulah, a woman I learned later was his wife and another gentlemen were talking to the Democrat people about their differences about Obama, O’Malley and all politicians in general. During the argument, Mr. Beulah seemed flustered whenever either of the Democrats presented a viewpoint contrary to his. When it seemed like he ran out of arguments, he yelled at them, explaining that they were the reason why this country was a mess.
Really? Mr. Beulah? You’re blaming a couple of parade volunteers working on a holiday weekend for everything going wrong in this country? You then yelled at them about how they said they didn’t know any smart Republicans and how he would have to change his party registration and hold his opponents’ sign if he wanted to be featured on their float or win in his race. One of the Democrats said he was just kidding around and didn’t mean for him to take it personally, but Mr. Beulah wouldn’t have any of it!
I didn’t hear this earlier exchange and the alleged “joking around” that was going on, but for someone wanting to be an elected official, I expect better behavior than the kind that Mr. Beulah displayed.
I may not have agreed with everything that this Democrat was saying, but the way Mr. Beulah conducted himself during this exchange made me ashamed to admit at that point that I was a Republican. I consider myself a moderate (so says my name I use on here). It is that kind of behavior that Mr. Beulah displayed that makes me understand why people get so turned off with ultra-right wing rhetoric.
I’m sorry to say this to you, Mr. Beulah, but I live in District F and you will not be getting my vote. I don’t know much about his opponent Joseph C. Smith, I am 95% sure he is getting my vote in November.
Also, I don’t know what good this post will do since Mr. Beulah didn’t even bother to respond to the Dagger’s questions (oh, brother) and he might not even see it. Maybe others will read it and take something away from it. All I will say is I’m sorry to Ms. Worrell, since she lost to a man who is not very nice.

Nice try. Actually, paper thin.
