From Harford County government:
The Harford County Department of Inspections, Licenses and Permits (DILP) is advising citizens who are considering adding a pool, spa, or hot tub to their property that there are certain codes that should be followed.
Recently, DILP has investigated numerous complaints regarding safety issues associated with swimming pools, spas and hot tubs. If these items are installed, it is important that all applicable safety requirements are met and inspections performed.
The County has prepared a memorandum explaining the requirements. Please contact the Harford County Department of Inspections, Licenses and Permits at 410-638-3366 for a copy of the memorandum. For more information, visit DILP’s website at http://www.harfordcountymd.gov/dilp.

The county’s code should include required permit and inspection when installing equipment that could cause death of harm. Permits are required for many home improvements and anything that is electrical or motorized should follow some type of code, safety or protocol. Yeah, it would be more regulation, but safety should not be allowed to be risked by allowing Do it Yourself crowd.
The county also needs a registration and rental code that actually prohibits slums and unsanitary living dwellings from being rented in the county without basic heat, water and smoke detectors. For all those opposed to it, just wait until the house next to you is rented and it happens to be infested by insects…, you will find out that the county’s zoning, health departments won’t have a code to enforce because there isn’t one!!
