From Harford County government:
Moores Mill Road from Conowingo Road (Business Route 1) to Southampton Road in Harford County has reopened to traffic effective at the close of business on Thursday, November 21, 2013.
This portion of roadway had been closed since June 2013 for road reconstruction. The project was completed approximately four months ahead of schedule.

4 months ahead of schedule? I can’t even tell what they did that took as long as it did!!! Contractors love to fleece the government on road construction.
