From HAR-CO Maryland Federal Credit Union:
HAR-CO Maryland Federal Credit Union, Harford County’s education credit union, held true to its mission by awarding $15,000 in scholarships to graduating Harford County high school seniors this year.
HAR-CO has awarded the scholarships every year since 1985. Since then 229 students, including this year’s recipients, have benefitted from the program.
The process is competitive; this year there were 73 applicants. Stephen Remsnyder, HAR-CO Scholarship Committee Chairman, commented. “Our applicants have gotten very impressive in recent years. We had a good cross section of candidates.”
Applications are collected from every accredited high school in the County, and a $1,000 scholarship is available to one student from each school to help them as they start their college careers. In addition, two special scholarships are presented, one valued at $1,000 in memory of HAR-CO Board member and County teacher Edward V. Goetz to a student who plans to take up environmental studies, and a $3,000 HAR-CO Credit Union Scholarship for a student planning to attend Harford Community College. Applicants must be members of HAR-CO and submit a narrative application along with supporting materials.
HAR-CO President and CEO James Meehan explains why the scholarships matter to the credit union: “This is our 28th graduating class. We’re invested in our community. Our hope is that in ten years our scholarship winners will go on to invest in the community, too. Our experience is that Harford County graduates will go on to do important things.”
The scholarships mean different things for each student, but for all of them it’s a validation of their achievements. Tyler Stinar, winner of the Goetz scholarship this year, explains, “I live on a farm. The property we work made me interested in environmental science and now I’m going to go study that.” Tyler is the second member of his family to win a scholarship from HAR-CO, too.
Fallon Grace, winner of the $3,000 scholarship to Harford Community College, commented on her plans. “I’m going to study physical therapy, plus I’ve been accepted into the STEM program. I will be paying for college myself so this will be a huge help.”

The article states that applicants (which I take to mean their parents) must be members of HAR-CO. This certainly narrows the pool of potential applicants and winners. Most organizations that award such scholarships do so via a blind selection process where the applicants information is scrubbed (names or other identifying information is removed) so that the selection committee is basing their award on the strength and merits of the application alone. The decision to apply for the scholarship is also a self motivated process. HAR-CO has no control over who, how many, or the race of students submitting applications. Teachers have no control over who applies or who wins.

Teachers are usually not the ones that deal with scholarships – they just write character/reference letters when a student requests it. The job of advertising available scholarships falls on the guidance department so it’s up to the counselors to make students aware.

As a high school educator, I always noticed that awards given by such private organizations (commercial, fraternal, ethnic, religious, community service groups, etc.) usually went to “good” students but not the very “top,” given the organizations’ sometimes insular criteria. Institutional discrimination certainly and very sadly continues to exist, but HARCO’s record over the years frees it from the implication in Soul Crusher’s comment.

If one has to bank there to apply and most of it’s clients are teachers it would only make sense that you would see a skewed winner selection. But, since you brought it up, there is nothing barring anyone from applying for an NAACP scholarship, except that you must be a member of the NAACP. Both Caucasians and Orientals have been awarded scholarships by associates of the NAACP because they were members, the NAACP does not actually provide financial aid, but puts applicants in contact with groups that are interested in advancing equal rights to all Americans. The mission of the National Association for the Advancement of Colored People is to ensure the political, educational, social, and economic equality of rights of all persons and to eliminate race-based discrimination. It was founded in 1909 and at the time African Americans were the largest group of minorities in the country being discriminated against.

I don’t know about that, I do know that the Harford County Sheriff’s Department has a problem with the truth and seem to be incapable of divulging it. That the Harford County State’s Attorney Office knowingly and willingly prosecute people without divulging the truth. The Judges of the Harford County Circuit Court then knowingly and willingly allow wrongful and illegal convictions based on the fictitious facts presented by the prosecution. No scholarship will ever change this process, but just maybe, if that one minority student was allowed to succeed with the help of financial aid, they might be able to leave this disgustingly corrupt county and build themselves a better future where their constituents aren’t a bunch of white supremacists. In searching for potential scholarships for my son as he graduates from HS this year – I came across this thread. I was shocked at the reverse racism in this chain of conversation. Not knowing which candidates applied – how does anyone know if any students of other races even actually applied for this scholarship? and I can honestly tell you that there are 100x MORE opportunities for scholarships if you are a minority – than if you are a middle class white child.
