Today, Rep. Andy Harris (MD-1) strongly supported the “Require a PLAN Act” (H.R. 444) that requires President Obama to submit a budget that balances in 10 years or let Congress know by April 1st when his budget would balance. Below is also a radio recording by Rep. Harris where he outlines his support for “Require a PLAN Act.”
The President of the United States is obligated by “The Budget and Accounting Act” to submit a budget each year on the first Monday in February. Even though he is obligated to do so, President Obama has been late to submit a budget four of the last five years. On Monday, the President said he would not be submitting his budget on time and did not let Congress know when his budget would be submitted.
This bill is common sense legislation to compel President Obama to fulfill his responsibility to pass a budget that balances. Families and businesses all across Maryland have to live within a budget, so Washington needs to as well. After four years of trillion dollar deficits, it’s time that President Obama acknowledge the spending problem America faces and do something about it.

“America cannot continue spending money we don’t have. We have a moral obligation to ensure that the country we leave our children and grandchildren is as free and prosperous as the one our parents left for us. Yet today, each child in this country owes $53,000 as a share of the national debt. That must change. President Obama needs to get serious about the debt being left to our children, and the “Require a PLAN Act” forces him to do his job.”

Hi, this is your Congressman Andy Harris. This week, President Obama once again missed the deadline to submit his budget to Congress – the third time in four years that he’s been late. Even worse, all the budgets he did submit have NEVER, EVER balanced. His budget last year was so extreme that it did not get a vote from a single Republican or a single Democrat in either the House or the Senate.
Republicans in the House will continue to lead on producing a balanced budget that finally deals with our out of control spending. This week, we passed the “Require a PLAN Act.” This bill requires President Obama to either submit a budget that balances within 10 years or tell us by April 1st when his budget would balance, even if it would be 30 or 40 years from now.
For the last two years, House Republicans have produced a budget that gets our fiscal house in order. It is time for President Obama and the Democrats in Washington to start taking meaningful action to get Washington’s spending under control. That starts with a budget. Vice President Biden is famous for saying “show me your budget, and I’ll tell you what you value.” Democrats in Washington have gone four years without passing a budget and have run four consecutive trillion dollar deficits. They must value passing on a massive debt of $53,000 to each of our children and grandchildren. We have a moral obligation to stop this. We must require a plan.

Congressman Harris and his Republican colleagues are the ones who need to pass the President’s budget instead of simply blocking whatever the President wants to do.
On second thought, maybe we need to put someone in Maryland’s First District who is prepared to work across the aisle like Wayne Gilchrest and Frank Kratovil.
