An Edgewood man has been arrested and charged with multiple sex offenses and counts of assault after allegedly using a knife to stab his victim in the face and threaten him with rape on Thanksgiving night.
After responding to the scene of an apparent stabbing on Thursday night in Edgewood, Harford County Sheriff’s Office detectives interviewed witnesses at the scene. The detectives were told that Andre Donnell Carter and Jamarr Antonio Carter of Edgewood came to the 1700 Block Fountain Rock Way and confronted the victim.
Allegedly Jamarr Carter had punched the victim in the face causing him to fall to the floor. Witnesses stated they observed Jamarr Carter stab the victim in the face with a silver, non-folding knife. Two witnesses told police they attempted to intervene by placing their bodies in front of the victim, but said Jamarr Carter was able to kick the victim in the head several times.
As the assault continued, Andre Carter, according to the witnesses, began to pull off the victim’s pants he and Jamarr Carter started to spread the buttocks of the victim stating, “You want to know how it feels to be raped?” One of the witnesses told police he thought they were going to stab the knife into the victim’s rectum.
Jamarr Carter was then pulled off the victim by a witness and the witness was allegedly bit on the back of the neck by Andre Carter. Andre Carter then lifted his pants leg up and displayed a black handgun hoping the witness would not call the police. Both men fled the residence when the police were called.
The suspects, victim and witnesses all knew each other, according to police.
Andre Donnell Carter, of Gold Meadow Way in Edgewood, was arrested Friday for First Degree Sexual offense, Second Degree Sexual Offense, Attempted First Degree Sexual offense, Attempted Second Degree Sexual Offense, and First Degree Assault. Andre Carter remains in the Harford County Detention Center with no bail.
An arrest warrant has been issued for Jamarr Carter for First Degree Assault.
The victim, a 41 year old black male who had been stabbed in the facial area with an unknown weapon, was transported to Johns Hopkins Bayview Medical Center by Joppa Magnolia Fire Company with non-life threatening injuries.

What about charges for transportation of a handgun without a permit? Or felon-in-possession-of-firearm violations? That is an easy federal conviction and good for 5+ years, served on the other side of the country so mom can’t come to visit every week. Andre Donnell Carter was convicted of possession of CDS with intent to distribute in 2005, but his 7.5 year sentence was suspended. If it had not been, he would have been in jail and unable to commit this crime.

We’ve come to expect this sort of holiday ruckus from Edgewood each year, but this one is a classic. I think the Carter boys should be in Oscar contention for their performance. A silver knife? Did they think their victim was a werewolf?
And why do crime reports always revert to such highfalutin language? He was “stabbed in the facial area”? What part of the “facial area” isn’t just the face?
Silver meaning a bare-metal knife, vs one with an oxide or colored ceramic coating. Just like reports of a silver handgun mean aluminum, nickle-plated, stainless steel, or chromed.
