Funeral arrangements have been made for the Harford County Sheriff’s Office deputy and the Aberdeen Police Department officer killed in separate incidents last week.
Viewing and visitation hours for Sheriff’s Office Cpl. Charles B. Licato have been set for Monday and Tuesday evening from 2 p.m. to 9 p.m. each day at McComas Funeral Home’s Abingdon location. A funeral service is scheduled for Wednesday at 11 a.m. at Mountain Christian Church New Life Center on Mountain Road in Joppa.
A funeral procession will leave Mountain Christian at approximately 12:30 p.m., traveling to Bel Air Memorial Gardens on Rock Spring Road in Bel Air via Mountain Road, Route 1, Rock Spring Road, and Moores Mill Road.
The Harford County Sheriff’s Office warned local drivers to expect traffic delays, road closures, and high traffic volumes on those roads between the hours of 10 a.m. and 3 p.m. Staging and set up activities for the funeral at both Mountain Christian Church and Bel Air Memorial Gardens may be seen as early as 6:30 a.m. at both locations, the agency said.
“The public’s patience and cooperation is appreciated in this endeavor,” the Sheriff’s Office said in a statement, urging motorists to plan travel times accordingly.
Licato, a member of the agency’s plainclothes Apprehension Unit, died in the line of duty in a single-car crash on Route 1 in Darlington early Thursday morning while heading home to Cecil County following his shift.
Meanwhile, viewing hours for Aberdeen Police Officer Charles N. Armetta are scheduled for Wednesday and Thursday from 3 p.m. to 9 p.m. at Schimunek Funeral Home in Perry Hall. A funeral service will take place at St. Stephen Church on Bradshaw Road in Bradshaw on Friday at 10 a.m.
Interment for Armetta will also take place at Bel Air Memorial Gardens following the service. A reception will follow at the Aberdeen Fire Department on Rogers Street in Aberdeen.
Also, a memorial fund to support Armetta’s family, including wife Heather and 1-year-old daughter Adrianna, has been set up through F.O.P. Lodge 128. Donations can be sent to:

Armetta, Aberdeen’s K-9 officer, was killed after falling nearly 50 feet from an elevated portion of I-95 in an off-duty incident in Baltimore City early Saturday morning.

What a great lose for Harford County to loss two public servants back to back. Prays for the families and those who lost their comrades. They risked their lives everyday to protect us the citizens and they will be sorely missed.
Losing Licato is a great loss to H.C. and to his family, but indicating that he “died in the line of duty” is a great stretch. If I crashed my car and died on the way home from work, nobody would be saying that I died in the line of duty.
On duty is on duty. OMG, there are some really heartless people in this world. What a shame, especially on a day like today… makes me sick.

@mike and @ common- you do not make a valid point in this matter while in the county in his police vehicle he is on duty. He had a duty to act in regards to any incident he can upon until the county line. I know guys on the way home who have been involved in apprehending robbery subjects, stopped at accidents scenes to render aid and direct traffic, I could go on and on. Irregardless you are both wrong and lack common sense in this matter.

If you would like to gain a sense of what these officers go through each day I would ask that you do a ride along with your local law enforcement agency. Then maybe you will gain an understanding of the job they do and also become more respectful of line of duty deaths.
Are you subject to take action for your job on the way home? I doubt it. From the time he came across the dam at the beginning of his shift until he crossed it going home, in the agency vehicle he was on duty. End of story, and this is not the day nor place to discuss this anymore. Start another thread if you are so determined to smear the police and embarrass yourself.

Any law enforcement officer on duty, even if in his/her agency vehicle, at time of death, will be considered to have died in the line of duty. I am not sure what you don’t undertand about that. Whether you feel this is appropriate is irrelevant. Its the employing agency and respective gov’t that set policy based on industry standards.
Be thankful that the citizens of Harford County had two highly regarded officers such as these young men to serve and protect the public. Pray you never require the services of police to save your ungreatful posterior.
APD lost a good officer. He was a friend and co worker. I hope people step up and help his family. God grant him and his family the peace. Please respect the officers today and can’t you wait till after they are buried.
Nobody needs to speculate anything in the loss of these two great people. They were part of the thin blue line who tried to protect the good people of this world from all the bad things that have come to be so commonplace in our communities. Cpl. Licato and Ofc. Armetta will be missed by many. I can only hope to do half the good thy have done for this world. Rest in peace, brothers.
I want to say “Thank You” to the two officers and to their families for supporting them while they were out making Harford County a safer place and being there when other families needed them. I indeed hope that other families will be there for the Officers’ families now.

I want to say how sorry I am to the families and friends that were left behind by these two wonderful Officers. Your lives certainly have left a lasting impression in your circles and the community. On September 11th….I added two small black ribbons to my flag hanging from my front door…simply to remind to children of the great lose we experienced…and the fact that they and many others on the force help us each day to live in the greatest country on earth. You’re more than welcome. You know it takes a vast amount of human decency to admit to our mistakes, misjudgments, and well , things we are ashamed about. I have had too many of those in my life…… You my friend in changing your views and the actions you have taken show this profoundly. Moreover to address them in this public forum and apologize is highly admirable. I wish you and your family Godspeed and when you see the police car pass you with the lights and siren on, and or a volunteer fire department truck pass, ask your children to shoot a prayer up to God that the people they are going to help and themselves are being watched by the Lord.
