Harford County Public School officials will present a proposed $28.5 million capital budget for next year at the July 9th business meeting of the Harford County Board of Education, according to the published meeting agenda. The Capital Improvement Program (CIP) budget is subject to revision and approval by the school board before it is submitted to funding authorities for the fiscal year 2014. As currently proposed, the published capital budget does not include any major school facility replacement projects.
Also on the July 9th meeting agenda, Superintendent Robert Tomback will recommend appointments and promotions for board approval, and custodial award winners will be recognized for the 2011-12 school year. Under the consent agenda, a number of contract awards will be subject to board approval and the June personnel report, including end-of-year retirements, will be presented.
Fiscal Year 2014 Capital Budget Priorities
Superintendent Tomback will recommend that school board members accept the presentation of the 2014 proposed capital budget, which includes the following funding priorities: completion of HVAC system upgrades for Magnolia Middle School, North Harford Elementary School, and Norrisville Elementary School; a roof replacement for George D. Lisby Elementary; and stadium upgrades for Joppatowne High. New capital projects are proposed for Prospect Mill Elementary, to replace folding partitions on the stage and in the cafeteria, and for a new computer lab at Edgewood Middle School.
Comprising the total proposed capital budget of $28.5 million, $22.1 million is requested from Harford County government and $6.4 million is requested from the state for the fiscal year 2014. The total capital budget approved for the current, 2013 fiscal year is approximately $15 million.
The 2014 capital budget proposal is based on projects already in the pipeline and on future projects included in the 2012 Educational Facilities Master Plan, which put all major school modernizations on hold pending the outcome of an independent analysis of school facilities. The analysis of school buildings is part of a study of all county facilities that was initiated by Harford County government. School officials have estimated that the countywide study will take at least a year or more to complete.
Parents have been advocating for a replacement facility for Youth’s Benefit Elementary School in Fallston, which was previously identified by HCPS for modernization, along with several other schools. Harford County Executive David Craig gave top priority to the multi-year Youth’s Benefit project, along with a replacement of Havre de Grace High School, in his most recent long term capital budget plan that begins in the fiscal year 2014. The Havre de Grace replacement project was not requested by the school board and does not appear in the board-approved Educational Facilities Master Plan.
School board members will receive a revised 2014 capital budget presentation in September that will include updated construction costs and expected state contributions for each project. The school board must approve the capital budget request prior to submission to the state in October.
Recognitions, Contracts, Personnel Moves
Also on the July 9th agenda, top-scoring schools in the HCPS Custodial Awards program will be recognized. Based on points earned during bi-annual inspections, first place awards are presented each year to one high school, one middle school and three elementary schools, along with recognitions for “runners up” and “most improved.” This year’s first place winners are Fallston High School, Southampton Middle School and, at the elementary level, John Archer, Jarrettsville and Red Pump elementary schools.
As part of the consent agenda, Superintendent Tomback will request board approval of chiller replacement contracts for Church Creek, Emmorton and Havre de Grace elementary schools. For Church Creek Elementary School, a contract award to Towson Mechanical, Inc. will be recommended in the amount of $369,000. State funding for the Church Creek project was derived from taxes on alcoholic beverages. Towson Mechanical will also be recommended for a contract award for the chiller replacement at Emmorton Elementary School, this time in the amount of $388,000. Funding slated for the Emmorton contract came from Harford County government. Finally, Heer Brothers, Inc. will be recommended for a contact award in the amount of $469,500 for the chiller replacement at Havre de Grace Elementary School. Funding for the Havre de Grace contract comes from a combination of state taxes on alcoholic beverages and from local funding for HVAC capital projects.
Under a contract signed by the superintendent, Fallston High School will get new marching band uniforms, concert dresses, concert tuxedos and related items at a total cost of $62,338.
The monthly report on personnel will be presented. The extensive report for June includes the names and school assignments of employees who have retired or otherwise left the school system, along with the names of those who are newly employed. In a separate agenda item, Superintendent Robert Tomback will request board approval of candidates recommended for promotions and appointments.
Mr. David L. Brond will be recognized for seven years of volunteer service on the Board Ethics Panel.
As always, the meeting will conclude with a report from Superintendent Tomback.
The July 9th board business meeting is the only school board meeting currently scheduled for the month of July. The meeting is set to begin at 6:30 p.m. in the A.A. Roberty Building on Hickory Avenue in Bel Air, with a public comment period scheduled for 6:50 p.m. Below is the published meeting agenda. Please note that published agendas are subject to change.
