The Harford County Board of Education will hold a business meeting on June 25th that will include action on an amended capital budget for next year; the approval of a school facilities master plan for submission to the state; and the induction of Paul Metzger into the HCPS Educator Hall of Fame.
Superintendent Robert Tomback will recommend board approval of an amended capital budget for the fiscal year 2013 that has been revised to reflect a reduction in state funding from $15,706,131 to $14,911,610. Among the line items reduced in the amended budget is an upgrade the HVAC system at Magnolia Middle School. Making up for the state funding shortfall, in a separate vote, board members will be asked to transfer unused fund balances to the Magnolia HVAC project from a total of six other capital projects.
Other changes proposed to the fiscal year 2013 capital budget include the elimination of $100,000 to upgrade fire alarm and emergency communications equipment at C. Milton Wright High School and Roye Williams Elementary School. A $25,000 line item to repair the C. Milton Wright track is also removed from the amended budget. In a related move, $25,000 is added to a previously unfunded line item for outdoor track reconditioning at C. Milton Wright and Harford Technical high schools. Funding levels in the amended budget are unchanged for two priority projects: an upgrade to the HVAC system at North Harford Elementary School, and a roof replacement for Havre de Grace High.
Board members will also be asked to approve an amended restricted budget and an amended budget for food services for next year. Funding in the amended restricted budget is increased from $24,493,445 to $26,464,157 for the fiscal year 2013 to reflect additional grants and contracts. Funding in the amended food services budget is to be increased to reflect the negotiated wage package for employees.
Superintendent Tomback will ask the school board to endorse the 2012 Educational Facilities Master Plan for submission to the state by July 1, 2012. All major capital projects in the long term plan have been put on hold by HCPS pending the completion of a countywide facilities master plan.
A replacement for Havre de Grace High School is not included in the timeline of the recommended 2012 Educational Facilities Master Plan, which includes planned projects out to the fiscal year 2023. The Havre de Grace project was proposed by Harford County Executive David Craig and is currently the subject of a scope study by HCPS.
Paul Metzger will be inducted into the HCPS Educator Hall of Fame. A former teacher and a coach who was also active in the Edgewood community, Metzger spent his entire 30-year career at Edgewood High School.
School nurse Gale Stratton-Shipley of Roye-Williams Elementary School will be honored as the 2012 HCPS Nurse of the Year.
As part of the consent agenda, school board members will be asked to approve a total of seven contracts for the following goods and services: unleaded gasoline and diesel fuel for one year in the amount of $915,000; refuse and recycling collection and disposal in the amount of $189,000.00 for one year, with renewal options; replacement burners and burner service on the boilers at C. Milton Wright High School in the amount of $168,359; the supply and delivery of potato products served in the school lunch program in the amount of $190,680, with renewal options; new theater lighting and a control panel at Joppatowne High School supplied and installed in the amount of $173,725; new desktop and laptop computers for schools and offices totaling $2,526,447; and the supply and delivery of food service supplies and paper goods to schools throughout the school year in the amount of $128,858.00 for year one, with renewal options.
Board members will be asked to approve funding in the amount of $2,085,943, which is being provided by Harford County government to reimburse the school system for a bonus paid in April to employees represented by the teachers’ union, the Harford County Education Association (HCEA). All other school employees received the bonus in December.
The school board will ratify a previously announced, tentative labor agreement reached between the board and HCEA for the 2012-13 school year. The contract, which has been ratified by HCEA members, calls for a step increase for eligible employees, a 1% Cost of Living Adjustment (COLA) and a longevity increment. As a result of the ratified agreement with HCEA, the members of the four other bargaining units in HCPS, which together represent all other school employees, will also receive the increases.
Superintendent Tomback will recommend the re-appointment of Patrick Spicer, HCPS general counsel, to the board of directors for the Maryland Association of Boards of Education Legal Services Association (MABE LSA). Dr. Leonard Wheeler, president of the school board, will be recommended for re-appointment as the alternate. The MABE LSA reviews legal issues related to boards of education in Maryland.
