So in other words, the caller makes the vehicle suspicious. If I had to generalize I’d say the conditions are the following:
1. You have never seen the car in that location before
2. Tinted windows
3. Loud music or other unusual sounds
4. People getting in and out of the car frequently
5. A general appearance of the car that does not conform to the informal standard of the surrounding area
So in other words quite possibly all of your teenage child’s friends’ cars.
Or, #6, the car of one of your neighbors that you just don’t like.
