As someone who once owned a car that ran out of gas because the gas gauge was broken (I was unaware of this at the time), there might be more to this than is on the surface. While snarky comments are the commonly accepted norm, sometimes they are wholly unwarranted.

The blotter reflects that someone called 911. It could have been because the vehicle was blocking the road, or the caller was concerned for the stranded person but did not feel comfortable stopping to offer assistance.

If this is the same shopping cart I noticed the other day, it’s not actually funny. This could be the one with a homeless person’s items and a sign on it that has been sitting on the side of the road for several days. Previous calls were made about it. To be honest, I was beginning to get concerned about the “owner” of this cart.
Sometimes there are more to these blotters than at first glance.
