Harford County Executive David Craig and Council President Billy Boniface will present their annual State of the County and Legislative Addresses on Tuesday night, but before they take to the podium, the Harford County Council will hold public hearings on four pieces of proposed legislation.
The first hearing concerns a resolution which would declare 11.14 acres of property on Oakington Road as surplus and convey it to Griffith H. Davis in exchange for Davis’ 0.98-acre property adjacent to Swan Harbor Farm.
The second hearing involves a resolution regarding Payment In Lieu Of TAXES (PILOT) agreement between Harford County and St. John’s Commons, Inc. St. John’s Commons, Inc. acquired a parcel of land containing .6887 acres located off of Stokes Street in Havre de Grace and has constructed a 40-unit affordable housing project, known as St. John’s Commons. In order to facilitate the maintenance and operation of the Project, St. John’s 5 Commons, Inc. has requested that Harford County enter into a PILOT Agreement in which the Project will be exempt from County real property taxes in consideration of St. John’s Commons, Inc.’s agreement to pay a negotiated amount each tax year to the County in lieu of County real property taxes. Specifically, St. John’s Commons, Inc. will pay in year one of the term the amount of $175 per unit, in year two of the term the amount of $200 per unit, in year three of the term the amount of $225 per unit, in year four of the term the amount of $250 per unit, in year five of the term the amount of $275 per unit, and, beginning in year six of the term, the amount due and payable shall increase annually at 3% per unit per year beginning July 20 1, 2016 and continuing for the remainder of the term, terminating on June 30, 2026, as provided in the PILOT Agreement.
The third public hearing involves Harford County making an appropriation from the General Fund in the amount of $1,580,528 to reimburse Harford County Public Schools.
The final hearing concerns a bill approving Maryland Department of the Environment Consent Agreement for Spencer Landfill East Side Closure, which provides for payment by Harford County in an amount not to exceed $6,550,000 and annual post-closure care costs of $78,000.
Also Tuesday night, the county council will also introduce bills regarding the personal care of boarding homes and proper zoning of animal shelters, and is expected to introduce an amendment to the Master Plan and Land Use Element Plan.
The county council is expected to recognize Todd Holden as a Harford Living Treasure and approve executive appointments to the Disabilities Commission, Harford Center, Liquor Control Board, and Women’s Commission. The council will also recognize Jarrettsville Nursery and the Civil Air Patrol, US Air Force Auxiliary.
