Joseph A. Schmitz, Executive Director of High School Performance
James M. Jewell, Assistant Superintendent of Business Services
The two newest additions to the Harford County Public Schools (HCPS) leadership team just kicked off a new school year for the first time in their current capacities. Joseph A. Schmitz, a nearly 20-year veteran of education with all of those years dedicated to HCPS, was named to be the Executive Director of High School Performance for HCPS. Mr. Schmitz was appointed by the Board of Education of Harford County in May of this year.
Mr. Schmitz served as assistant principal of Edgewood High School before being promoted to principal of Edgewood High and then Fallston High schools. Prior to his administrative experience, Mr. Schmitz taught at Edgewood High for six years.
“Mr. Schmitz has served in administrative positions at the high school level for 13 years,” said Harford County Superintendent of Schools Robert M. Tomback, who recommended his hiring to the Board. “He will bring the knowledge and experience necessary to be successful in this position.”
Mr. Schmitz earned his Bachelor of Arts in Sociology from University of Maryland, Baltimore County in 1980. He went on to recieve his Juris Doctor from University of Maryland at Baltimore. He holds an Advanced Professional Certificate and is also certified in Secondary Social Studies and Administration I and II.
In addition, James M. Jewell was named to be the assistant superintendent of business services for HCPS. Mr. Jewell, who has 38 years of experience in finance, was appointed by the Board of Education in December 2010.
Mr. Jewell, former director of budget for HCPS, began his career as an accountant. He also served as corporate controller for Levenson & Klein, Inc. and Harford County treasurer before joining HCPS in 2003.
“Mr. Jewell brings to this position a wealth of experience in financial management,” said Dr. Tomback. “His experience with HCPS for the past eight years will allow a smooth transition to his new position, and we are thrilled to have him serve in this capacity.”
Mr. Jewell earned his Bachelor of Science in Accounting/Finance from Towson University in 1973. He is a certified Public Accountant.
