A bill under consideration by the Harford County Council would prohibit parking in front of residential and community mailboxes during days and hours of postal delivery system operation.
The proposed bill states that a person may not stop, stand, or park a vehicle within 10 feet of a residential or community mailbox, between the hours of 8 a.m. and 6 p.m., Monday through Saturday, excluding any federal holiday, without the owner’s consent. A public hearing on the bill will be held at 7 p.m. Tuesday.
Another public hearing scheduled for Tuesday evening concerns an emergency $200,000 supplemental appropriation for the county’s bridge inspection program. According to the proposed legislation, the bill is declared to be an emergency act necessary because the federal aid funds used for the count’s bridge inspection program were inadvertantly not included in the FY 2012 budget.
The county council is also expected to introduce a dozen resolutions on Tuesday night including aMemorandum of Change and an Amendment to the Water & Sewer plan – Spring 2011 Update; tax credits for the Boys & Girls Club, Highlands School, Inc., Harford Community Action, and The Ben Carson Reading Project, the declaration of surplus county property at 605 and 607 Tollgate Road, introduction of the Water & Sewer Plan – Fall 2011 Update, approval of an Economic Development Opportunity Fund Loan to Automated Coatings, Inc., formation of a Livability Code Task Force, extension of the Hurricane Irene Declaration of Emergency, and capital improvement changes to the Highways fund.
Several bills set for introduction Tuesday night include a tax credit for Habitat for Humanity and a new license agreement with BGE.
Tuesday night’s agenda also includes recognition of National Recovery Month, the presentation of a proclamation recognizing Roy Kenneth Neeper as a Harford Living Treasure, a county council appointment to the Core Service Agency, and approval of the executive appointments to the Youth Commission and Criminal Justice Coordinating Council.

Did I read right? The county council is dealing with parking issues when it comes to a federal agency? When did the council become concerned with a federal issue. You can’t stop, stand or park near a post office box during certain times. Gotta love voting these people in office. Don’t they have better things to spend our money with?

No problem from my viewpoint. $200K? Heck I pay for the incompetence in the White House, in the Congress and in Annapolis everyday stinking day. And I can assure you it is much more than $200K. $200K is chump change compared to what those scalawags in Washington and Anapolis waste every minute.

PTBL, it’s depressing to see someone who is obviously educated and well intentioned buying into the whole “they’ll destroy the world” rhetoric. This country is over 14 trillion in the hole and the only ideas coming out of the White House are to increase this by trying to spend our way out of hard times. That’s stupid. Senators, in my opinion, are a poor choice for president as they possess no practical governing experience – beyond their own staffs which are paid to agree and stroke their ego. They’re law makers… and not very good at that. Presidents should be governors, CEO’s of large successful companies (and not the parasitic ones that feed off the government) or military commanders. These types are well versed in commanding others. A freshman senator with no experience at really anything at all is fair game for being called incompetent. It’s all a confidence game and he’s not producing any. You can go on thinking politicians care about you, but I prefer to take a stance based on reality.

The Livability Code needs some serious reform so that slum landlords and blighted areas are improved by their homeowners. Hopefully it will allow third parties to actually file code complaints. As it stands right now only the tenant can make a code complaint which of course puts the tenant in a confrontational role with their landlord and risk being evicted. The law changes will also hopefully give the county inspectors the power to issue fines and file cease to operate orders to landlords whom refuse to bring their units up to code. Landlords should be registered and tax records should be updated so that investors won’t claim the homestead tax credit on their investment properties.

It’s a terrible thing to be judgmental… but then again it keeps you safe and away from the taint of the riffraff that pollutes the gene pool.

That would be a pretty long vacation if your grass got to be 12″ tall…the way the code’ll work is that first a notice would be sent to the owner and they’d have a certain amount of time to take care of the problem before the county would step in and take care of it. And, really, if you can afford to go on a vacation that long then you can afford to pay a neighbor’s kid (or a professional lawn care service) to come cut your grass a couple times.
A legitimate, enforceable livability code has been sorely needed for years, but no one could get anyone on the council to introduce the bill. There are a lot more things covered besides just cutting your grass (things like you can’t keep piles of trash just sitting around your house, landlords would actually have to fix problems with their properties rather than just get them to a bare minimum standard which no one on here would find acceptable to live in, etc.)
Really, the only people who should be against this would be the slumlords who own large portions of the Brookside Dr area in Edgewood and similar areas in Aberdeen and Havre de Grace or people too damn lazy to take basic care of their property.

I thought the black box was fixed and the council can move back in? Guess that is less important then the parking or 200,000 dollars and no one gets fired. Maybe they should all apply for a job with the HCPS.
