A review of Harford County Public Schools’ proposed capital improvement program is the sole agenda item for a special work session planned by the Harford County Board of Education on Tuesday, August 30 at 6 p.m. in the HCPS A. A. Roberty Building in Bel Air. Board Vice President Rick Grambo is expected to preside at the recently scheduled session.
Newly appointed school board members James Thornton and Joe Hau asked for the work session to study the school administration’s proposed $48.8 million capital budget request for the 2013 fiscal year. First presented to the new nine-member school board in July, the capital budget must be approved by board members and submitted to the state each year by October 15, with possible amendments to follow based on funding and other factors.
Topping the current, proposed list of capital priorities is a controversial plan to move the special education John Archer School from its current location near Harford Technical High School in Bel Air, to the campus of Bel Air Middle School. Among the opponents of the move is the Harford County councilman representing Bel Air, Jim McMahan, who laid out his concerns at the beginning of the year. Parents at Fallston’s Youth’s Benefit Elementary School have also questioned why the modernization of their school and of William Paca/Old Post Road Elementary in Abingdon is not higher on the priority list, given the deteriorating condition in both schools.
