The Havre de Grace City Council will welcome new member Barbara Wagner and say goodbye to Mitch Shank on Monday night as the results of the city’s municipal election will be certified and the winners will be sworn into office.
Mayor Wayne Dougherty, who trounced Shank to be elected to his third term as mayor, and incumbent councilmen John Correri and Randy Craig will be joined by newcomer Wagner, who was elected to the seat vacated by Shank in his mayoral bid, on Monday night as Harford County Circuit Court Judge Emory Plitt administers the oath of office.
Following the swearing-in ceremony, the newly constituted city council will adjourn into a closed session to deliberate the selection of the city council president – a position currently held by Bill Martin.
Monday night’s meeting will also include the city’s proposed tax rate ordinace which sets the real property tax rate at $0.59 on each $100 of assessable real property; the personal property tax rate at $1.705 on each $100 of assessable personal property; the Critical Area Taxing District real property tax rate at an additional 0.044 on each $100 of assessable real property (but not personal property); and sets the service charge applicable to the semi-annual property tax payment option at 0.55% of the amount of tax due at the second installment.
Also on the agenda, the city council will recognize Firefighters of the Month Firefighter Bobby Mergler and Firefighter Richard Boyd III for February and the Susquehanna Hose Company Training Committee (Deputy Chief Bob Goll Jr.; Captin Matty Bannon, Captain Craig Triplett, Lieutenant Lance Waller, Lieutenant Steve Andrews, Lieutenant Paul Ishak and Firefighter Brian Minutoli) for March; appoint Michael Hitchings to the city Planning Commission for a term running until November 16, 2014; and consider resolutions and ordinances authorizing the city to refinance old infrastructure bonds.
