Capital budget fund transfers, new bleachers for three middle schools, and recognition of a new teacher of the year are among the items on the agenda for the May 9 meeting of the Harford County Board of Education.
Without offering a public explanation, the school board had removed a proposed transfer of funds between capital projects from their agenda at an April 26 board meeting, but the action item is now back on the agenda for May 9.
The original plan was to shift a total of $18 million in unused capital fund balances from several projects that are at or near completion, into five projects in the board’s capital improvement program, including a roof replacement at North Bend Elementary School and air conditioning at William Paca/Old Post Road Elementary, Youth’s Benefit Elementary and the Center for Educational Opportunity in Aberdeen. A sixth project, electrical upgrades at the school system’s Forest Hill Annex, is not listed in the capital improvement program, but was also to be funded by the proposed April 26 transfer. Teri Kranefeld, manager of communications for HCPS told The Dagger that school board members wanted more information about the distribution of funds before taking a vote.
Also on the May 9 agenda is a quarterly financial report and approval of the budget director position for Edward B. Fields, III. Fields’ most recent experience is as fiscal officer for Baltimore County Public Schools, according to a resume attached to the published agenda.
A $102,500 contract to replace the gymnasium bleachers at Aberdeen, Southampton and Bel Air middle schools is set for approval. The bleachers are over 40 years old and are not in compliance with the Americans With Disabilities Act (ADA), according to HCPS.
Approval is planned for a proposed 2012-13 school calendar that includes two extra inclement weather make-up days, following several years of bad weather that used all six of such days built into previously approved calendars, including the calendar for 2011-12. The school board approves calendars well in advance, to facilitate planning by parents and staff members.
A list of citizen advisory committee members will be approved for next year for Family Life Education, Career and Technology Education, Gifted Education, Special Education and Safety & Security. Citizen advisory committees report to the school board and are charged with providing community feedback on school programs and initiatives.
A total of six board policies are up for review, with several proposed for deletion. Policies covering the absence of the principal, procedures in case of emergency and the management of Do Not Resuscitate (DNR) orders are recommended for deletion by school officials because they fall under the superintendent’s administrative and operational duties. A policy specifically charging school principals with responsibility for student control and classroom management is recommended for deletion, as it is inherent in the duties of principals.
The Harford County Teacher of the Year Finalists will be recognized, along with the previously announced winner, Christian S. Slattery, Sr. of Halls Crossroads Elementary School.
