Governor Martin O’Malley, today announced the appointments of Nancy Reynolds and Joseph A. Hau to the Harford County Board of Education; Beverly G. Kelley to the Queen Anne’s County Board of Education and student, Nina E. Marks to the State Board of Education.
“I am proud to announce the appointments of Nancy Reynolds, Joseph A. Hau and Beverly G. Kelley,” said Governor O’Malley. “I am confident that each member has the talents, skills and leadership necessary to ensure every child in Harford and Queen Anne’s Counties receives the quality public education they deserve. Together, with their dedication, we can build on the progress we’ve made for our number one public schools and give out children better future for our children.”
The Governor continued, “I am also proud to appoint Nina E. Marks as a student member of the Board. It is critical that we value and listen to tomorrow’s leaders, and I am confident that Nina will represent the students of Maryland well in her new capacity.”
Below is background information on the four appointees:
Harford County Board of Education Appointments
Ms. Nancy Reynolds is being appointed to the Harford County Board of Education where she has been an educator since 1977. During her thirty four year education career, she served the students as a Reading Specialist, an Assistant Principal and Principal. For the last three years, she has been a principal mentor and the service learning facilitator. Ms. Reynolds was recognized as a Distinguished Principal from 2002 through 2008 and was principal of Bel Air Middle School when it was honored as both a state and national Blue Ribbon School. She earned a Masters Degree in Reading from Towson University; the Administration and Supervision certification from Loyola College and a Bachelors Degree in English from Marietta College in Ohio.
Mr. Joseph A. Hau is the owner, Vice President and CFO of the Chesapeake Environmental Management, Inc. He has provided data, equipment and mentoring assistance to the Natural Resources and Agricultural Magnet Program at North Harford High School. He has more than 27 years of academic training and scientific experience in conducting complex multidisciplinary environmental investigations in all phases of land, water and natural resource management. His firm, CEM won the 2009 Harford Award that is presented by the Harford County Office of Economic Development, Chamber of Commerce and Community College and was recognized as a Top 100 Minority Business Enterprise corporations in 2006, 2008 and 2010.. He earned his Bachelors Degree in Geology from the University of Northern Iowa and his Masters Degree in Geology from Kent State University. His children attend the Harford County Public Schools.
Queen Anne’s County Board of Education Appointment
Ms. Beverly G. Kelley retired from the U.S. Coast Guard as Captain (O-6). During her thirty years of service, she created and implemented budgets; commanded three Coast Guard Cutters, and coordinated multi-unit operations with multi-national units. Her last assignment was as Acting Director, USCG International Affairs and Foreign Policy Advisor to the USCG Commandant. Ms. Kelley earned a Bachelors Degree in Mathematics from the University of Miami (FL), a Masters Degree in National Security and Strategic Studies from the Naval War College and a second Masters in National Resource Management from the Industrial College of the Armed Forces, National Defense University. Her volunteer activities include the county Board of Elections (06- 10), the PTA, a school volunteer and substitute teacher. Her family lives on Kent Island where her son attends elementary school. Ms. Kelley will fill the vacancy created by the resignation of Ms. Lisa Darden.
Student Member of the Maryland State Board of Education
Nina E. Marks (student Member)– Ms. Marks is being appointed as the student member of the Maryland State Board of Education. Marks is a junior at Dulaney High school in Baltimore County. She is currently the 2012 Dulaney Class Vice President and Historian; and the Maryland Association of Student Council (MASC) publication coordinator, newsletter editor, and the health and social issues coordinator. Ms. Marks is a member of the National Honor Society and a six-time winner of the Springlake Swim Team’s Sportsmanship award. In addition to the Honor Society, she is a member ofthe Dulaney Key Club. She participated in the Governor’s Forum on education, speaking on STEM education, the value of recess and preparation for higher education. Ms. Marks’ future plans include college, the Peace Corp and then pre-law graduate school. Her work experience includes the Maryland Athletic Club and the Springlake Swim Club where she has been a lifeguard.

This appears to be a comment regarding the Union member status of both Frisch and Reynolds. Frisch is a union-endorsed elected board member, while Reynolds was a long-time teacher who “understands” that teachers are underpaid and the solution to all of our education problems is to spend more money!
This is an interesting day. I wonder if Hau contributed to the campaign of Governor O’Malley? This is how politics work — you can’t win an election, why not buy a position on the board?

I don’t know about Reynolds but I think Hau is a Republican. I know Frisch is a Republican.

Congrads to the appointments for the Board of Education. I know Nancy Reynolds, personally and professionally, and she is an outstanding person. I only hope there are more people like her in this world!

Let me get this straight, Hau has no educational experience? How do you sit on a schoolboard having never worked for a public school system? Ridiculous. Having your children attend a school system does not give you the credentials necessary to be a member of the board of education. Got to love politics.

Most of the BOE has no experience in education. Wolkow, Evans, Grambo, Krchnavy (some substitute teaching – certainly not the same as full time experience), Beverly (newly elected member waiting to officially take her seat) have no such experience. Wheeler (retired Baltimore City school administrator), Frisch (retired Baltimore City cop and current Baltimore County teacher), and Osman (retired Harford County teacher and rumored to be leaving the BOE) have real education training and experience.

you also don’t have to know how to manufacture widgits in order to be an effective board of director of a widget company. It looks to me that someone with recent teaching experience would be a lousy board member.

What if any practical argument could you make for such an unbelievable statement? Let’s put someone with little to zero experience in their field in charge of running something really important in the that field. Oh, now I get it – you must have supported Obama?

I thought that each “area” of the county was to have a representative on the BOE. So now does the North Harford area get two with Mr. Hau and Mr. Grambo? Are we going away from that idea? Does another part of the county not have representation on the BOE?

Changing to the blended school board (six elected – one from each council district – and three appointed) will make it so that some areas will have more people. The idea is that the appointed members will be county wide representatives but I don’t think it will work out that way. All BOE members should be elected.

With as much money as the school board controls, business people are probably a good addition. Nancy Reynolds was on the list the last time they added members and I was very disappointed that she was not named then. Nancy Reynolds is a straight shooter. You do not have to wonder what she is thinking and I think that she will be a great school board member. She has the ability to tell it like it is. I may start attending school board meetings just to watch her in action. She will have a good idea of what goes on in the schools.

Just watch Nancy Reynolds work with children and teachers and you will see that she really cares about both. Nancy came into our lives about two years ago and has shown us that she cares about educating children and making sure teachers know the true value of teaching. She has a strong committment to Harford County! You can allows count on her listening and making the right decision FOR THE STUDENTS. She doesn’t care if you are from one party or the next, but it’s how people are treated. Can’t say enough good things about this remarkable lady!

I feel that Nancy Reynolds is a good fit based on her experiences and knowledge of public education. To say that business people are a good addition to the board because there is a large budget is a poor argument. Just because you are a business person doesn’t mean you are good with budgeting money, look no further than the current financial mess we are digging out of as evidence to the contrary. Additionally, because a public school system involved a lot of money does not make it a business and to think of the public school system as a business is a great injustice to those the system serves. When we think of education as a business it means we start seeing expenditures as costs rather than investments. I do not advocate for indiscretionary spending, their should be controls but the decisions on how the money should be allocated and spent should be made by those who have a comprehensive knowledge of how education works, not business. I certainly wouldn’t want a business person making decision on how hospitals should spend money, the educated Dr.s should make that decision. The difference here is that everyone has gone through a school system of some sorts and as such some misguided politicians and business people seem to think that qualifies them to make decisions on how those systems run even though they have no working knowledge of really makes the system run.

My argument for the business background is that a business person who spends more that he/she brings in goes out of business. That’s all. It’s not a good idea to have all business people, but it is also not a good idea to have all educators or all parents…a mix is good.
