From Harford County government:
For the first time in the history of Harford County, the tax rate could fall below the Constant Yield.
County Executive David Craig’s proposed Fiscal Year 2012 reflects no increase in property taxes for county property owners and keeps the current tax rate at $1.042, which for the first time in the history of Harford County, falls below the Constant Yield.
Craig will announce his proposed FY 2012 budget during a briefing at 4 p.m. Friday in the Harford County Government Administration Building in Bel Air.
During his announcement, Craig is expected to be joined by Mary Chance, Director of Administration; Kim Spence, Chief, Budget and Management Research; and Kathryn Hewitt, Harford County Treasurer.

Let’s hope that the County Council will use the same measures and keep the budget the way it is. We cannot endure more taxes. The County has been out of control and now, hopefully Executive Craig sees the light and is working to do something about it. The County Council should follow suit.

Joan, where have you been these last six years? Executive Craig has been a leader in fiscal responsibility. His efforts are admired across the the state. It is the State of MD who have made his job next to impossible, but some how this man has managed to do more with less funding and more obligations to the state, including the million dollar nill the county is now footing for the Tax Acessors office.

The fact that Ms. Ryder has done her research bothers you so much. Your comment shows your foolishness. Ms.Ryder has demonstrated her ability to manage a business, participate in community involvement and still manages to maintain her family and friends.
FYI, the council has to approve the C.E. budget and can add or subtract to it. The decisions the council makes will impact the residents of this county. If the citizens w/n the county do not want higher fees, they need to participate in the budget process. Ms. Ryder does not need you to lamblast her in any way, shape or form, and you need to address the issues, not the messenger.
I do appreciate the CE keeping his budget w/n the $l.04 range, but the council also must agree to those limits. I strongly encourage all county residents to educate themselves about the budget.
I, as a wife, mom, and business owner agree that we cannot afford higher taxes.

The problem with members of the political class, such as yourselves, is that you think that everyone should tow the company line. When someone dares to express a differing point of view, you are outraged.
Ms. Ryder is entitled to her opinion. You don’t have to agree with it, but you have to respect her right to express it without being belittled.
If Mr. Craig does not want to be criticized, he should find another line of work.

What I am questioning are the tactics used to respond to her. You can point out flaws in her arguments without using the words untruthful and crap.
For someone who claims to be an engineer, you should have a better vocabulary.
Then again, most of the engineers I have ever dealt with had a very anal way of looking at the world, so I guess your use of the word crap was second nature to you.

My comments were nothing but truthful. Joan Ryder may be a sucessful business woman but she is far from a community leader. She is too busy grandstanding to focus on the real issues. There is more than one group that the CE must answer to. Campaign for Liberty is not even close to the top of that in size or influence.

It never seems to amaze me that in some peoples minds no one is to challenge the thought process of the elected. Why is it when someone is elected that they all of the sudden know all, and there decisions are the only correct ones. We should all take time and question our elected officials.
Mr. Parker you are quick to critize Joan, but have you ever taken the time to think of what she has done over the last twenty or so years for the citizens of the this county. If it was not for her tireless efforts we would not have had a great fair every year that everyone in the county can enjoy. Maybe you should give a little praise also.

By using the constant yield, Craig could have raised the taxes and it would have been ok according to the state. He chose not to which is a good thing; however, the County Council can still make changes and could go to the constant yield which would raise the amount you pay so even if your assessment went down, you could pay more taxes. We just need to be on our toes and make sure they accept the budget the way Craig presented it and don’t make any changes. Thats all I’m saying. Go look it up.

the county needs to adhere to the constant yield to obtain the same revenue as the prior year as state law suggests. the taxpayer’s property tax bill has gone down already thanks to the lower assessments.
