From Harford County Government:
(Bel Air, MD) – Spring is a great time to plant a tree! Homeowners can get $10 for every tree planted in their yards this spring through the Growing Home program. The $10 Growing Home Tree coupon and information about selecting, planting and caring for trees is free and available at www.growinghome.info, county and city offices and all libraries. More than four-dozen area garden centers and nurseries are accepting the $10 coupon on trees with at least a $25 price tag.
The Growing Home Campaign is an innovative public-private partnership to increase the tree canopy in our region by offering homeowners comprehensive education about planting trees and a cash incentive.
Growing Home partners include Baltimore County, Baltimore City, Harford County, local retail nurseries and garden centers and the National Fish and Wildlife Foundation. Harford County residents can contact Deborah V. Lewis at 410.638.4109 ext.1059 or dvlewis@harfordcountymd.gov for more information

The county is over developed and then they incentivize tree planting.
Matt Spearman says
Yes it is a way to help the over developed areas. I think it is a good idea and will be planting at least 2 trees. Hopefully a lot of people will do the same.
