From the Harford County State’s Attorney’s Office:
On March 23, 2011, detectives from the Harford County Child Advocacy Center charged and arrested a Baltimore City police officer, Kevin Rowland, with sexual abuse of a minor, Fourth Degree Sexual Offense and Second Degree Assault. The alleged abuse occurred from September of 2010 until March of 2011 while the minor was residing at his home in Edgewood.
Anyone from the public with further information concerning this investigation is asked to contact Tfc. Michelle Workman at the Harford County Child Advocacy Center, 410-638-3294.

Remember, teen girls can be very emotional. Let’s not pass judgement until we hear if this is true. It’s really easy to drag somebody’s name through the mud, and it’s a lot harder to clean it up afterwards.

Just because they say it does not bake it true. 4th degree sex offense is unwanted touching and second degree assault is again is unwanted touching / striking let’s wait and see what comes out in court before we jump to any conclusions.

I hope it is not true. This is to much all the police being charged lately. At least there is a set punishment for police work release and home detention. Maybe we can have halfway house for them all in Bel Air.

But it is…im her mommy and she has been in the hospital almost since she told me…was down to only 80-something poundsand fights each day just for the will not to give up. Yes most teens want that attention or whatnot, but in our case heartbreak, betrayal, guilt are doing more damage than the act itself. Throw a shout out to my baby to stay strong and its not her fault…true victims need to know someone stands behind them…for them.
