In order to comply with federal grant requirements, the Harford County Council is introducing an emergency act Tuesday night which would transfer nearly three-quarters of a million dollars from the Edgewood Library into the Fallston Library heating, ventilation, and air conditioning account.
The emergency bill, which will be the subject of a public hearing at 7 p.m. Tuesday in the A.A. Roberty Building on South Hickory Avenue in Bel Air, would transfer $702,942 from the Edgewood Library HVAC account into the Fallston Library HVAC account for compliance with the Energy Efficiency & Conservation Block Grants.
A second bill to be discussed during Tuesday night’s public hearing was introduced by Council President Billy Boniface, at the request of Harford County Executive David Craig, to increase the membership of the Economic Development Advisory Board by three members – from 25 to 28. The additional three members would come from retail/service, applied technology (manufacturing, defense, international trade), and land use (agriculture, residential development, business development). The bill would also allow for non-voting, liaison representatives from the municipalities of Aberdeen, Bel Air, and Havre de Grace, county treasurer, Aberdeen Proving Ground, Harford County Association of Realtors, state delegation and county council.
The final public hearing concerns Councilman Dion Guthrie’s (Democrat/Edgewood-Joppatowne) fortune telling bill, which would allow such operations as a permitted us in the B2 and B3 business zoning districts.
Among the bills and resolutions expected to be introduced Tuesday night are the Master Water & Sewer Plan for Spring 2011, capital program changes regarding the heating and ventilation system at the Fallston Library, an agricultural land preservation tax credit, and changes to the Fallston Sanitary Subdistrict.
The county council also expects to approve several appointments Tuesday evening, including the acting council administrator and members of the Board of Electrical Examiners and Public Works Advisory Board.
