From Harford County government:
Harford County Executive David R. Craig has announced his choice for members of his Cabinet as he begins his second four-year term in office. Among the Cabinet selections are a new Director of Administration, a new Treasurer and finally a new Director of the Department of Community Services. All other Cabinet offices remained unchanged.
“I am delighted to announce that I have chosen Mary Chance to serve as the Director of Administration as well as Beth Hendrix to serve as Director of the Department of Community Services,” County Executive Craig stated. “Additionally we are pleased to announce the appointment of Kathryn L. Hewitt as Harford County Treasurer,” Craig remarked.
Chance began her career with Harford County Government in March of 1987 and has served in a number of positions with the county, most recently as Director of the Department of Community Services.
Beth Hendrix has worked in Harford County Government for the past twelve and one-half years, all with the Department of Community Services. She has served as the Deputy since 2003.
During her career with the Department of Community Services, Hendrix has served as a liaison with agencies within and outside of government of community related issues. She was also responsible for implementing a county-wide grant administration process for tracking all grant requests and funding from departments and agencies of county government.
In addition to her work with county government, Mrs. Hendrix is active on various boards and associations and is intimately involved in the community. Among civic work Mrs. Hendrix participates in are the United Way of Central Maryland, Community Partnership Board; the Susquehanna Professional Association of Non-profits; and the Bel Air Downtown Alliance, Economic Restructuring Committee.
Mrs. Hendrix education includes a Masters of Arts in Business and a Bachelor of Science in Business Administration. She is also a Class of 2000 graduate from the Harford Leadership Academy.
Hewitt, a resident of the Kingsville area in Baltimore County, most recently served as the Deputy Chief of Treasury with the Office of Finance in Prince George’s County. Prior to that, Mrs. Hewitt served as the Cash and Investment Manager with of the Office of Finance for Prince George’s County. Additionally she has worked in Anne Arundel County Government, as well as the banking industry.
Hewitt received her Master’s in Business Administration (MBA) from Loyola College in 1978. She received a Bachelor of Science degree 1973 from the University of Maryland at College Park. Additionally Hewitt is a Certified Public Accountant, a Certified Public Finance Officer and a Certified Cash Manager.
Mrs. Hewitt is actively involved in various professional and civic organizations, including the Governor Finance Officers Association (GFOA) where she currently serves as a member of the Executive Board and the Maryland Government Finance Officers Association (MDGFOA) where she is also a member of the Board of Directors. Also, for the past eight years, Mrs. Hewitt has served on the advisory board for the Maryland Local Government Investment Pool.
“I am thrilled to be considered for Treasurer of Harford County. I look forward to continuing the excellent financial management that has been achieved by prior treasurers. Over the years I have had the opportunity to work with many fine Harford County Government employees on various government finance officer boards and committee and look forward to the work with them to maintain solid financial management for our taxpayers,” Mrs. Hewitt stated.

Richard Lynch – Director, Department of Inspections, Licenses and Permits
Shawn Kingston – Director, Housing Agency
James Richardson – Director, Office of Economic Development
Cabinet nominees must be confirmed by the Harford County Council. Council action is anticipated at their meeting on January 18, 2011.

Too bad that Rick Pernas “has chosen not to seek the post” instead he’ll have to go back and do the real work of treasurer as a deputy instead and not become a Craig mouthpiece such as some of his puppets ie,A.T or his nephew S.G…just pointing out that either you are family, connected in the political circles, paying off contributors to campaign or purely political appointments. Hard working, through the rank and file staff need not apply such as Rick or our current deputy HR person whom has been on the job for years, but has to answer to his nephew who just has a certificate in HR management from Penn Univ.

How in the world was that first comment truthful? For one the commenter is lying by saying that Scott Gibson is David Craig’s nephew. They’re not even related. Second, both of your comments implied that the acting treasurer sought the job on a permanent basis. Again, more lies — unless you have factual information that has not been reported that you can provide to the public. Of course you don’t.
Looks like the anti-Craig lowlifes are done licking their wounds from the walloping they took at the polls, and are back doing what they do best — hurling lies from the gutter where they reside.

Sarah-check your facts, the county executive has found employment for his sister in law, son in law and nephew. the council president made sure his wife is now employed by the county as well….and so it goes. Aaron Tamarchio was David Craigs’s campaign manager and a position was created for him as “chief of staff” even though the county already has a director of administration. Other positions have been filled by friends and accuaintances of his staff, some with no experience in those positions or positions which were never adverstised to the general public or internally as well to current employees.

bull-We need to hold our elected oficials accountable for their actions. As far as proof, a simple search on past articles at the Dagger will probably give you enough information and you can also look up the archives at the Sun papers to look up related information. What I said can be cross checked and is based on facts.
I think is a well know fact that family members related to elected officials have been hired by the county after their relatives were elected. This is not news……

Sarah-Stop being a mouthpiece for your political friends. Being critical of the hiring practices of the county is based of things that I have seen first hand. I have a number of ties and friendships within the county and I am not willing to risk my standing to go out to prove to you or others here. Those that are interested in finding out more, there are plenty of resources to check and determine the facts. I am in no way disgruntled or unhappy about leaving the county. I did not work for Craig, Boniface or any other political hack, but only for the good citizens of Harford County.

county executive’s secretary is his sister in law whom HCG paid part of her salary to be able to retire from HDG. There is a Boniface other than the council prez working for HCG, after he was elected. Craig’s son in law was also hired by the county after he was first appointed to replace Harkins….do you need first names, ss#’s, dob and foot prints to prove the point?

Sounds like Cisco is changing his story. In an earlier post he said the council president got his wife a job in county government, and now he says “a Boniface other than the council prez” is. Are you admiting that you lied, or just acknowledging that you were mistaken? Or perhaps you were thinking of the former council president by the name of Wagner who actually got his wife a job in county government.

Sarah- Cisco is an idiot but you really do need a score card to fully understand the friends and family employment plan of the Craig administration. Although its not all that unusual it seems more unsavory in budget and employee cutting times.

Seems to me that all elected officials who have positions that are “appointed” by them and not regular employees put whoever they want in those jobs. The elected official is responsible for the work they do and must answer to the public if it is shown that they are not performing their jobs up to standard. Those people are usually replaced by the new incoming administration, which means they loose their jobs. The fact that the county Law gives that power to those elected as County Executive would suggest that HE/She is expected to appoint people of his/her own choosing for whatever reasons.

we are not talking specifically about appointed positions, some of the jobs were for classified postions which means the employees work for the county regardless of whose administration is in power. Some of the hiring issues are:
Hiring people without advertising the position to external or internal pathways.
hiring people for management positons which are mostly internal and used as a way of career advancement for those who learned from the ground up and know how their department works, if no qualified in-house then those positions are posted to the general public.
Hiring family members for many obvious reasons
paying those new employees at the top of the salary range as oppossed to a salary comparable to their experience.
Creating a pay to play system under which employees work for politicians as oppossed for the county they are representiing.
All these issues lower the bar by which competency, experience, knowlege. civil service should be rewarded to those whom earned it by providing quality work for the taxpayer.
