The Harford County Deputy Sheriff’s Union:
The Harford County Deputy Sheriff’s Union has voted to endorse David Craig for Harford County Executive, Jesse Bane for Sheriff and Billy Boniface for Council President.
“In the face of the tightest government budgets in years, County Executive Craig, Sheriff Jesse Bane and Council President Boniface used smart, conservative budget management to keep our Deputies on the street,” said Don Gividen, HCDSU president. “While other government departments faced deep cuts and furloughs, Deputies stayed on the job, working to protect the people of Harford County.”
The Deputies endorsed candidates in State and local races, choosing candidates who have demonstrated their dedication to law enforcement and public safety.
“We encourage citizens to vote for these candidates, who support the police officers of Harford County and Maryland,” said Gividen.
The Harford County Deputy Sheriff’s Union was established in 1989 and has grown from a group of eighteen to a force of approximately 300 members. The union continues to work to improve living and working conditions of its Harford County Sheriff’s Deputies and maintain the integrity of the Sheriff’s Office. For the 2010 General Election, the Deputies of the HCDSU endorse:
Harford County Sheriff: Jesse Bane
Harford County Executive: David Craig
States Attorney: Joe Cassilly
Council President: Billy Boniface
County Council:
District A: Yvonne Baldwin
District B: Joe Woods
District C: Jim McMahan
District D: Chad Shrodes
District E: Richard Slutzky
District F: Mary Ann Lisanti
State Senate District 7: J.B Jennings
State Senate District 34: Nancy Jacobs
State Senate District 35: Barry Glassman
House of Delegates 7: Rick Impallaria, Pat McDonough, and Kristina Sargent
House of Delegates 34A: Mary-Dulany James and Glen Glass
House of Delegates 35B: Susan McComas
House of Delegates 35A: Donna Stiffler and Wayne Norman

It appears that at least in the District A County Council race the Deputy’s Union had the sense to not endorse Guthrie. I guess they have gotten tired of his BS. It is a bit of a surprise though because Guthrie and Bane are joined at the hip. Bane might want to distance himself from Guthrie. Just the latest smack down for Dion whose game has gotten weak. Even those in the Democratic Party hierarchy can’t stand him. They just can’t say so publicly. Anytime I am around the man I feel like I need to go home and take a shower.
Watcher says
Well said. Guthrie is completely toxic.

The term “snake oil salesman” comes to mind for those old enough to remember it and know what it means. A more modern moniker might be “slimy.” Either way not very complimentary.
The Glen Glass endorsement is also a bit of a surprise.

Can you blame them? He is an abrasive, hateful individual. It speaks to the level of disdain he carries — he used to be their lobbyist in Annapolis.

I am calling foul on Jesse Bane. I received a call today from the Sheriff’s office about a seminar at the local library on Stranger Danger and talking about all the great things the Sheriff’s Office is doing. Interesting that this comes during an election year, rather than starting last year or the year before or the year before.
commenter58 says
Just as Craig sent out a notice with the tax bills? Or put a sign on the Administrative Offices when the bond rating came out?
Domo Cuz Says says
I believe Harford County PTA or the school board asked local police to help with the Stranger Danger classes. I am not sure it had anything to do with the election.
my 2 cents says
It won’t matter to Dion. He is too self absorbed to care what anyone thinks about him. It is just a shame that Susan Heslton didn’t run harder 8 years ago. Then we would never have heard of Dion Guthrie, which would have been fine with many of us living in Edgewood or Joppatown. The “e” intentionally left off for effect. Pay attention to his advertisement to the right.
Pavel314 says
I always felt that the district dumped Heslton to punish her for backing Myrick’s (sp?) attempt to incorporate Edgewood as a city. That plan upset a lot of people and they really turned on her. I believe that she would still be on the council today had she at least stayed neutral on that subject.

You and your sleepy headed predeccesor Fred Visnaw are from the same old Union Mold. The Cat is out of the Bag Gividen. The Tax Payers already realize that Jesse Bane and YOUR UNION had the Largest 4 Year Increase in Police Operating Budget History raising it $19 Million from $44 Million to $63 Million. Also equally Pathetic is that Overall Crime Stats stayed basically the same. VIOLENT crime including Rapes and Murders Increased. These are all PUBLIC STATISTICS and can be easily researched.
Bane is nothing but a Tax and Spend Liberal in the same mold as Martin OMalley. Craig and Boniface aren’t far behind.
The Taxpayers are wise to Government Employee Unions and the overt extortion games they play will local politicians for votes.

Big Blue,
Enlighten us all- where would you cut spending for the Sheriff’s Office- now be specific, none of your mumbo jumbo vague statements.
Dale Neeper says
Big Blue, I see you are at again. Answer the Monster’s question.
BigBlue says
Hey Dale,
You woke up from your nap? I’m not going to give Bane any ideas. The guy is notorious for taking credit for the good ideas of others. The numbers and crime stats speak for themselves.
Dale Neeper says
Big Blue, what a pile of crap. Tell us what will you cut? It is that simple, and should be even for you.
BigBlue says
Creeper,
Like I said the facts speak for themselves. Jesse Bane and The Sheriff’s Union = $19 Million increase in Budget with a Marginal difference in Crime. Violent Crime is Up. Neeper, over the next two weeks more and more Voters will come to realize that Jesse Bane is nothing more than Dale Neepers Buddy. Hopefully there is enough True Conservative voters to counter Union Thugs and Rhinos like you.
BigBlue says
Neeper – here are some helpful budget suggestions from others on the Dagger.
No Employee would be eligible to start collecting a pension until they reached the age of 55. I’d gradually raise that age.
I’d eliminate several of the special units and the administration that goes along with them.
I’d consolidate the HR function and other redundant functions of the County.
I wouldn’t pay out unused sick days and reduce the number available and install a decent short term disability plan.
I would only allow 20 days of vacation to be carried over and wouldn’t pay out more than 20 plus whatever is earned in the current year.
I’d cut OT and hire additional staff with the savings.
I’d eliminate take home cars to anyone living out of County.
I’d eliminate all personal use of take home cars.
I’d put more of the current admin staff in patrolling functions.
I’d increase the employee portion of medical costs at least 15%.
I’d make it easier to fire the dead wood…. These Unions make it tough to rid the gossip slobs….

Nice copy and paste Big Blue…”Taxed Enough” posted the exact same list (wording and all) on 10/16 to this article

Cutting spending all over the sheriff’s office- from healthcare to retirement, would put it on an even keel.
FOP retired says
There are always consequences for taking a short sighted approach to complicated issues. You get what you pay for. If it is a rent-a-cop you only will to pay for then that is what you will get. If you want properly trained and motivated law enforcement in you community you need something to drawl them here. First is wages, second medical coverage for a dangerous job, third working conditions, and finally quality/stable leadership.
Pat Scott says
Too bad the union did not interview candidate Sheryl David Kohl for District F Harford County Council. It is refreshing when endorsements are made AFTER all candidates for a position are interviewed.
Dale Neeper says
Big Blue,
You are nothing more than a BSer. You won’t answer my simple question- what would you cut from the Sheriff’s budget. Now that is a simple question, and yet you refuse, and have numerous times, to answer it. You bave zero credibility with me, and zero respect. I can respect people who support candidates different from my choices, but not someone who says the same thing over and over again. You are nothing more than computer pollution.
The Monster says
big blue, why won’t you answer the man’s question. It would be helpful to us all.
PriceLess says
At our union meeting, Gahler told us he would cut overtime and cited the amount of money being used for non-law enforcement functions. Seems like a great place to start. Now Bane Neeper tell us how much more you would spend.
Dale Neeper says
PriceLess,
PriceLess,It is nice that you have resurfaced. It is nice to hear from one of the Bane haters. Of course, you would tell me that you are just one of 300 Bane haters in the department. There is a lot more that can be done to save money than what you mentioned. For example, stop allowing deputies to take cars home, change the pension system, no raises, stop any education reimbursements to deputies. Now I can name more, but I think you get my message. Would I cut those things? No. Not because I like you, but because the Sheriff’s Department has a tough job. Deputies deserve these things. Most of our civilian population would not want to be a deputy. But the next time you want to cut from the Sheriff’s, don’t leave yourself out.
DFQ says
You and those like you who put yourself above the citizens are the reasons why communities all over the country are voting against all union issues and changing pension deals that are breaking the back of the economy. Sheriffs Dept. has a tough job? Try working in retail these days while trying to support a family. I, as a taxpaying Harford County citizen, do not get a take home car, I do not get a pension at 25 years, I have not received a raise in the last two years, and I have never received any education reimbursements. I like all your suggestions and pray that these are the first to go in next year’s budget. Live like the rest of us and you will see just how “tough” your job is. Think about this next time you are napping on duty.
Watcher says
I’m pretty sure that you don’t get shot at while working a retail job. If you want better perks, get an education and better yourself instead of whining about your life.
FOP retired says
You don’t have a clue what real police work is about. Work rotating shifts, most weekends and holidays, deal with the people on a daily basis that would like nothing better than to hurt you, the life expectancy of law enforcement officers and firefighters is several years less than the average population because of the stress of the job, and I could go on. I worked in private industry after I left the department and used to listen to the other workers bitch about how tough they had it. Finally I had to tell them a few stories about one of my officers getting his brains blown out by some drug dealers then having to deliver the news to his wife and kids, or the time a drunk driver ran down another officer crippling him for life just because he was mad at his wife and decided to take it out on the officer. They didn’t complain any more after that. It’s tough out there for everyone, including police officers. If you think it’s such an easy job why don’t you grow a couple and join us on the front lines, oh that’s right you don’t have any.
DFQ says
In 1999 two RETAIL clerks were shot and killed in the WaWa Store in Aberdeen, In 1986 a bank empoyee was shot and killed while servicing an ATM in HDG, there was also a case where one or two women were shot and killed in a pawn shop in HDG some year back. There are four or five examples for you and a bit of an education too. If you are a deputy like Phoenix may be, no wonder we are in such a mess. You made my case, you think you are better than those you are suppose to serve. Remind me (if you know), I just gave you five “retail” shooting deaths off the top of my head. How many deputies have been shot and killed while on duty….I know the answer. Do you? I will give you a clue…one in over 100 years. Now go back to sleep, your shift is almost over.
FOP retired says
Crime happens. It is all around us but the instances you state are people who were victims of crime. Just because they worked retail does not distinguish them from other homicide victims. I know, I’ve seen plenty of them. The difference between them and law enforcement is that we deliberately put ourselves on the line every day. Just so happens that some places/assignments are more dangerous than others. I don’t think I am better than anyone else I just get sick and tired of hearing people like you spout off about the perks, etc. police officers get without truely understanding or appreciating the personal risks we take to protect you and your family.
BigBlue says
Once agian, Liberals Like Watcher, Creeper, and Union Bullies have nothing. They try scare tactics and have no stats to prove it. Harford County is geneally a great place to live. Unfortunately Rhinos like Dave Craig and Billy Boniface have succumbed to the wishes of Union Bosses and Jesse Bane for Votes.
Have you noticed how heavy the Union Bosses are – how do they do any policing at all?
Watcher says
BigBlue – I love when you classify everyone under the ‘liberal’ blanket. You clearly need a clue. It is you who generalizes, mudslings and points fingers without any facts. Go suck on the teat of Glenn Beck and Fox News.
DFQ says
FOP Retired, Really, that is the best you have. These lives are written off as just victims of crime and that is your support for how tough police work is. I can match every tragic story you have with one of someone who was never trained to be in such situations or had even a remote ability to try to protect themselves. I feel for all, citizens and public safety personnel. If police want the citizen to care they would be better served to have the same respect and not just write off the loss of lives as just victims of crime.
BigBlue says
FOP Retired,
How could you possibly understand what it takes to be a RN, CPA, Trashman, Fry guy, or any other profession? One Harford County death in 100 years? Pretty good odds for a great career with no college education, great benefits, and great UNION PENSION.
Is this Fred Visnow? Na – Fred’s probbaly sleeping……
FOP retired says
DFQ
You missed the point entirely. Dead police officers are victims as well. I know, been to more police funerals then I ever imagined when I joined the department. Just saying we intentionally put ourselves in peril for you, very seldom so for other victims. A major distinction.
FOP retired says
BigBlue – I know exactly what it takes to do those kinds of jobs. I was not in law enforcement all my life. I have done similar jobs before and after the dept. often physically tougher and dirtier than the ones you mentioned.
DFQ says
FOP Retired, I believe you are more sincere about your service to the citizens than Watcher or Phoenix who (if they are in law enforcement) got lost along the way. I do think, however, that it is you who missed the point of the thread. It was intended to recognize all loss as important since the aforementioned individuals have put themselves too lofty to care about the rest of us. Just look at how naive Watcher’s comments are, “I’m pretty sure that you don’t get shot at while working a retail job. If you want better perks, get an education and better yourself instead of whining about your life.” This is not the person I want protecting me and these are not the thoughts of someone doing the right thing. This is a self-serving, in it for what I can get, individual.
FOP retired says
DFQ,
I just get frustrated when people take what I consider to be unfair potshots at police. Are there lazy police? Sure just like in any profession. Taking a nap on duty – required sometimes. I remember many times that I worked a midnight shift, spent the entire day in court, came home and had to take care of small children while my wife worked an evening shift job, back to work that night with no sleep and court scheduled for the next morning. When was I to get any rest? One thing you learn on the force is that tired cops become hurt or dead cops. So you go to a safe “hole” where your partners know where you are and will look out for you because they are the only ones you can count on when the S**T his the fan. Am I derelict in my duty? I don’t think so. It’s called reality in police work. Never did it but in rare circumstances but it was necessary for survival and sanity. They never paid me enough to get hurt or killed. When police get killed there are lots of press, big funerals, politicians, but it doesn’t really matter because in less than a year you are forgotten by everybody except your family and a few friends.
People expect a lot from their police officers and most give it freely because they are professionals, have pride in their work and believe in the concept of public service. We never expected to get rich and I certainly am not. But I do believe I earned my paycheck and the pension I now get, and it is not nearly what people may think it is. Certainly not enough to live on. That is why I still work a full time job.
the Monster says
That is terrible. How old are you? Maybe it is not too late to apply for a police agency. Have you considered it?
FOP retired says
Monster,
Too old now. Had a chance to lateral to several departments when I retired but I had my fill of the politics in the PD – promotions, assignments, discipline, etc. Yes there is a lot of politics played in agencies with appointed chief’s despite what is said to the contrary. Decided to take a different path. Seldom miss the job but I do miss many of the fine people, and true professionals, I worked with.
BigBlue says

Dale Neeper says
Big Blue,
I would really like to meet you sometime. I have been to many zoos, but I have never seen a jackass dinosaur before. All you want to do is cut the budget. You give conservatives a reputation of being stupid. You have no ideas of what you would cut from the Sheriff’s budget, and repeat the same things over and over. Save all of your money, that is all you care about. You really don’t care about the county, state or the country. Also, you and a couple of others ought to be ashamed of what you said about our deputies and other police. Next time you find yourself in trouble, call your banker
Perdoname says

Dale Neeper –
The numbers are what they are. RHINO’s like you want to silence Taxpayers who have taken the time to actually rsearch the damage RHINOs like Craig and Boniface have done. Bane simpy took advantage of a reckless Executive and Counsel and now the Taxpayers have to live with a bloated Union Sheriff’s budget $20 Million over 2006 levels – with no measurable reduction in crime stats. I saw Bane’s signs at Farm Fair – VERY MISLEADING He is one of the most dishonest politicians I’ve ever encountered. He should be ashamed of himself.
Not sure what you are rambling about as far as deputies. I don’t think you are thinking clearly Neeper.

Folks:
Finally the tide is turning against scoundrels like Councilman Guthrie. His district is rife with drugs and violence and the best he can offer is the same old, same old. I for one am tired of the inordinate amount of resources expended in his district for the minimal results. Hopefully he has bullied his last political opponent, or citizen exercising their right of free speech. Wearing a flag pin or tie, flag polo or hat does not make you a good American. Respecting the right of a citizen to engage you in an honest and open dialogue about issues that effect their family and it’s safety does. Congratulations Harford County Deputy Sheriffs. Your election not to select Mr. Guthrie show fortitude and integrity. I for one will be guided by your choices.
the Monster says
hey, Big Blue or whatever your handle is now,
You accuse Bane of lying with the data, I accuse you of pulling out what you want to support your side. I don’t think anyone can stop some of these violent crimes, but we can hope they catch the offender. Do we have any statistics on convictions? I am sure that some of you teabaggers will know of some. Share them. As has been said, statistics lie, and liars use statistics. Make them what you want.
As far as the budget is concerned, I share with any conservative that we want an effective and efficient government. But crime is like national defense, we have to support it. Whatever it takes to defeat it, is what we need. How many gang members have been arrested by the Bane administration? How many dollars in drugs have been confiscated? Where are your statistics that you think are gospel? I am one citizen and conservative that supports public safety with my money. We either fight crime, live with it, or run away from it. I don’t run, and I damn sure don’t want to live with it either.
Again, with all due respect to Mr. Gahler, why everyone thinks he has expertise in crime, I have to take pause. The Maryland State Police (and this not an attack on them) should be called the Maryland Highway Patrol. If you want crime investigation, take a look at the Harford County Sheriff’s Office. Put this in your teabag, Mr.Caruso.

once there says
Hey Dave,
If you could read the forst line tells you why MSP hamdled it.
“A request for assistance from Pennsylvania State Police led to an intense search by Maryland State Police that resulted in the capture of a suspect wanted for raping a child.”
Just like when a municipality in NJ is searching for a suspect they call another Municipality where the suspect may be, and not MSP. MSP and PSP work closely on many cases so regardless of where the suspect was, Harford, Cecil or Baltimore county. They are going to call who they have a relationship with. Next time you need help call MSP and see how long it takes them to get there, if they show at all…..
Monster says
shame on you
Henry says
You’re an idiot. MSP was involved because the PSP contacted them and requested their assistance.
Thankfully the deputies and troopers on the street work well together (with some friendly rivalry, of course.) They ask us for help sometimes and we ask them for help sometimes. Just like we do with HPD, APD, BAPD, and occasionally PSP, CCSO, and BCPD, DNR, APGPD, etc.
If I’m on a traffic stop that’s going bad at 0’dark-thirty I don’t give a crap what color uniform my back up is wearing and neither does any other real officer.
For the most part the only ones trying to drum up any kind of pissing contest between MSP and the HCSO are people who have never had to (and never will) put on body armor and a gun and wonder if someone in this car I’m about stop is going to try to kill me.

Shame on the Harford County Sheriffs Union for their recent mass mailing depicting candidate Jeff Gahler, a 26 year law professional,as just an auto mechanic. I personally know both candidates and am outraged by this attack. Our fellow Brothers and Sisters who wear a badge, from any department, and risk their own lives to protect others need and command more respect than that. It’s obvious that the fear of change has scared some in the union, and as a result some within the ranks have set out to advance their own agenda. What exactly are these few union Representatives trying to protect? Why wasn’t the entire union made aware of the mailer BEFORE it was sent? Did Sheriff Bane also support and oversee this selfish attack? Many questions, but no answers. Campaigns by nature often become heated, but Personal and Misleading attacks of an opponent show a lack of character. Surrounding yourself with people people of questionable morals, ethics, and disregard for rules is just as damning as perpetrating the acts yourself. Yes, Sheriff Bane, you are guilty by association whether or not the mailing was endorsed by you or your campaign staff. Once you loose your integrity and your character is questioned you loose everything. People of Harford County, Change Can be Good, and now more then ever it appears that change is needed!

While it would make better sense not to LOSE anything than LOOSE anything, it’s just as important to type once, and proof read twice before pushing send. Despite the 2 typographical errors in my editorial, those minor flaws pale in comparison to to blatant personal attacks that were carried out by a few “unknown” members of the Harford County Sheriff Deputes Union towards Sheriff candidate Jeffery Gahler. The individuals, hiding behind the banner of the Union as a whole, have done a disservice to the free think members that it is supposed to represent. I’m appalled by the Unions disrespectful action towards one of their own, who has chosen to serve and protect our community for 26 years. It’s obvious to all the insiders, and now to those of us now sitting outside that these elitist “Union” officials are only seeking to protects their own interests and agenda. The fact that we have not heard ANYTHING from Sheriff Bane condemning these personal attack of his opponent, just days before the election, is deafening. Come on Jesse, I thought you had more class than that… or at least that’s what I thought when I cast my vote for you four years ago. I guess a lot has changed with Sheriff Bane in four years. I for one do not like what I now see and hear.
david roadhouse says
I cannot believe that this garbage came in my mail today. A few select Union Leaders came up with this nonsense and NONE OF US outside the golden clique had any knowledge of this. I am embarrassed and outraged by this mailing and I sincerely hope that Jeff Gahler knows that this was the action taken by a few desperate union members who know their time for working the system is coming to an end and that the majority of the union members find this to be despicable and reprehensible. What a classless act. Donnie G, you have caused so much harm and there is no way you can dig yourself and Bane out of the crater you have created.
Dale Neeper says
Big Blue, Congratulations. You finally named some specific things that you would do. I am not sure how any of them will eliminate crime. Maybe, you could explain that to us.
It appears that you will cut funding on the backs of our Deputies and civilians in the HCSO. Is that correct? You finally stated your concern in this election-how can I get to the wages and benefits of public employees. You and many others take public safety and national defense for granted, and do not care about the people whose job it is to protect us. You would not want to have to deal with what they deal with daily. One bad deputy sleeping and in your mind they all sleep. That is absurd.
BigBlue says
Once again Neeper, Your only purpose is to attack anyone that reports facts and ideas that dispute your buddy Jesse Bane.
You are a public employee through and through. You and your Teachers Union, Police Union, and other Public Service Unions will hopefully be a thing of the past within the next twenty years.
You don’t care about the finances of the Federal, State, and Local governments. You care about only yourself and your Union brothers.
Taxpayers are on to you. Look around the Country. States are going broke. California, New York, New Jersey, Michigan, all states with powerful public Unions. Look at New Jersey. Thank goodness for Governor Christie and the changes he is making.
Stop trying your scare tactics about public safety and national defense. We obviously need and pay for these services. We don’t need Union bosses like Don Gividen trying to leverage taxpayers into raises, benefits, and pensions that are out of touch with reality.
Fred Visnaw was caught sleeping on the job and kept his job and was the Union President. This is outragious! I respect all good officers.

Big Blue, I am not attacking you. I am analyzing what you said and gave you questions to answer, which you did not. You like to accuse people of being certain things- union people, Pelosi lovers, RINOs- this is your tactic, not mine. Why don’t you drop the attitude and just answer my questions? When you get mad and accusatory, you reveal an insecurity in yourself.

Look Neeper – get off of your bully pulpit. You are a retired shop teacher nothing less nothing more.
It is clear from your numerous posts that you attack anyone that disagrees with your buddy Jesse Bane.
It is clear you for expanded pay of all government employees.
It is clear you are pro public service unions.
It is clear that your answer to government is to throw more dollars at the problem.
Why don’t you drop the attitude and address the facts that have been brought up about Jesse Bane?

Big Blue, what are you on. You are a juvenile. Someone challenges you to explain something, and to you that is attacking you. Yet, you think nothing of stupid innuendos about people who aren’t on your side. Tell me again how glad you are that I don’t teach, that I am a union supporter, that I am a Pelosi supporter, that I am a liberal, etc. How stupid. Anyone who knows me knows that none of that is true. You dwell on distortion and lies so much, I am not sure that you even know the truth. Why don’t you answer the 2 questions that I asked you about your list of budget cuts? I am not attacking you, I would like to hear your perspective on those 2 questions.
