Rovall Washington, an Edgewood Democrat running for the District 34 state senate seat, filed an administrative complaint Thursday morning with the Harford County Board of Elections challenging the residency claims, voter registration, and candidacy of his Primary Election opponent, former state senator Art Helton.
At question is whether Helton lives on his Darlington farm, at the Joppa townhouse he bought a few years ago, or someplace else (like his office in Aberdeen, which he claimed was his residence in 2007). Helton has filed to run for the District 34 senate seat, which represents the Edgewood, Joppatowne, Aberdeen, Havre de Grace, and western Cecil County region. Darlington is represented by the District 35 seat.
Armed with photographic evidence, testimony from neighbors, and his own eyewitness accounts, Washington hinted that Helton’s alleged infraction may go beyond more than simply an incorrect address and might be considered “possible fraud.”
Washington’s complaint tells the full story from his perspective:
Complaint Summary
This complaint is in reference to the true residence of Harford County resident, Arthur Helton. I, Rovall Washington feel it is Mr. Arthur Helton’s hope to deceive the Maryland Board of Elections as to his true residency. This is my belief after several complaints and testimonies from local residents of District 34.
The following events are facts confirmed by Harford County Board of Elections:
On March 4th, 2009 the Harford County Board of Elections received a Voter Registration Form requesting Mr. Arthur Helton’s address be changed to 110 Ravenswood Court, Joppa, MD 21085.
On March 11th, 2010 The Harford County Board of Elections received a VR154 Form from the Motor vehicle Administration showing a change of address on his Maryland Drivers License to 110 Ravenswood Court, Joppa, MD 21085.The complaint is that even though Mr. Helton changed his address to a property he has owned as a rental property, he himself has not moved into the property. In fact, he has a “tenant” living in the home. I have driven past the home located at 110 Ravenswood Court in Joppa, Maryland twice a day since May 14th. In the morning, I have sat in front of the residence consistently from 7:00AM to 9:00AM and again in the evening from 8PM to 9PM. During these time periods I have taken photos of the address and the cars that are routinely parked in the driveway. The only vehicles consistently there are a black late model Nissan Xterra with License Plate No. 56892M3 and an early 2000 model Chevrolet Silverado with License Plate No. 84N108, pewter in color.
After a conversation I had with the next neighbor of 110 Ravenswood Court in Joppa, Maryland, Mrs. Laura Miller on June 8th, 2010 at approximately 6:20PM, my allegations were confirmed. Mrs. Laura Miller is the owner of the only home adjacent to 110 Ravenswood Court. I introduced myself as Rovall Washington, a candidate for the Maryland Senate in the district. I then showed Mrs. Miller a sheet of paper with a photo of Mr. Arthur Helton on it and asked her, “Does this man live at 110 Ravenswood Court?” Mrs. Miller replied very clearly, “No. I’ve seen him before. He comes by every now and then. A younger guy lives there. He [Arthur Helton] must rent to him [the younger guy] because he comes by every now and then and leaves.” I asked Mrs. Laura Miller how long has she lived here and she said, “Me and my husband have been here for years.” Mrs. Miller also went on to say that the man who rents the property has a dog that won’t stop barking. She also said that the people before the current occupant only stayed a few months and was gone. Our conversation lasted approximately 10 ten minutes as she further explained her disgust with the current resident’s loud dog. She also said that the person who is staying at 110 Ravenswood drives the Silverado parked in the driveway that has the “Art Helton Senate” signs. She also voiced her concerns and wished not to be on T.V. for the information she gave. She also asked if Arthur Helton and me were Democrats or Republicans. I said Democrats. She then told me she was a Republican and could not vote for either of us in the election. I left my campaign card with her.
I then went next door and spoke to a gentleman to the right of the 110 Ravenswood Court address in Joppa, Maryland, to 108 Ravenswood Court, Joppa, Maryland. I identified myself to the man who answered as Rovall Washington, candidate for the Maryland State Senate. I asked this gentleman if he knew who lived next door to him. He answered, “Yes. I believe its Art Helton. His kids stay there. I think he might be your competition.” I answered him, “Really? I should go say Hi.” He then looked out to their driveway and said, “He’s not there now”. I asked him if he owned the property and he informed me that he was renting and moving very soon and was not registered to vote in Maryland.
On June 14th at 8:41 AM, I finally got a picture of the suspected resident of 110 Ravenswood Court. He and another gentleman exited the home from the side/rear of the town home and continued to look and inspect the pewter Chevy Silverado with License Plate No. 84N108. The guy previously described by Mrs. Laura Miller also checked the mailbox and close it and proceeded back inside the town house. All pictures have been included with this complaint, capturing the entire event.
On June 17th, 2010 I drove pass the home at 110 Ravenswood Court and this time the tenant came out side and waved directly at me. At the time I had my family in the vehicle. I then stopped and turned my truck around and pulled up to the address. I said, “Hello Jon. He replied, Hi Rovall.” He then walked over to my vehicle and I asked him to have Art Helton call me. He asked if Art had my number. I asked me[sic] to wait and he went into his personal vehicle, the Xterra with License Plate No. 56892M3 and returned with Art Helton’s campaign card. I drove off.
In the case of Barbara Kreamer vs. Harford Board of Elections, Arthur Helton was previously ordered to change his voter registration card back to his address at 3069 Harmony Church Road, Darlington, Maryland 21034 after trying to use his business address of 8 N. Parke St Aberdeen, MD 21001. In the order, dated November 17, 2007, Judith Armold, Designee of State Administrator, specifically states, “Any future change of Sen. Helton’s voter registration address should be supported by clear evidence of a permanent intent to reside elsewhere.” Based on the property tax record from this year (please see attachment), Mr. Helton has maintained the Darlington address as his primary residence. He has also placed another individual, not of any relation, into the home on Ravenswood Court in Joppa based on testimony from the only resident adjacent to the address in question. He was also identified as NOT residing there by two neighbors, both residing on opposite sides of 110 Ravenswood Court. The next door neighbor relatively resides at the same location as the Helton property on Ravenswood and she herself is saying through her life of being there that Arthur Helton does not live there. Mr. Helton has a history of frequently changing his voter registration card’s address. This particular time he has purposely set out to deceived the election board by staging another person to reside in the home and drive his vehicle daily throughout the neighborhood in an attempt to deceive so he could maintained his occupancy of 3069 Harmony Church Road..

After filing the administrative complaint with the Board of Elections on Thursday, Rovall went to Harford County Circuit Court to continue the process of challenging Helton’s candidacy.
Assisting Washington in his challenge of Helton’s residency is Harford County Councilman Dion Guthrie, a Democrat representing Edgewood and Joppatowne. Before he filed for re-election, Guthrie seriously considered running for the District 34 senate seat, against Helton. After he decided to run to keep his council seat, Guthrie advised Washington, who at the time was running as an unaffiliated candidate for the District 34A seat in the House of Delegates. Washington soon changed his party affiliation to Democrat and filed to run for the District 34 senate seat.
Guthrie, who lives near the property Helton is claiming as his residence in Joppa, has been outspoken regarding what he believes is Helton’s blatant disregard and manipulation of the state election law.
Guthrie submitted his own letter of complaint, accompanied by a copy of Helton’s property tax records from 2010, which appear to show Helton’s primary address as Darlington, and records on the Joppatowne property with the box checked indicating it is not Helton’s primary residence:

A vote for Art Helton. is a vote in the ”Right” Direction.
Maybe if Mr. Washington had actually spent any time out campaigning… he may not have to resort to being a spy! That being said, there is no question that Mr. Helton knows district 34 MUCH better than Mr. Washington. I wonder how much of the district Mr. Washington has actually seen. I have NEVER seen Mr. Washington when out and about in Aberdeen where I live, or Havre de Grace where I frequent (and the same can be said for Mrs. Jacobs, the current Senator). I have seen Mr. Helton on countless occasions. I would MUCH rather have a representative that understands and knows a community than somebody (as is the case with both Mr. Washington and Mrs. Jacobs) that pays lip service to a community that they do not really know or frequent.
You are ignoring the law whihc requires you to LIVE in the district.
Is this because Helton can’t win the District 35 seat? Is this because Helton and the Dem Machine look at him as the only hope to knock Jacobs out? Is this because Helton has so many commercial projects in District 34 that he wants to sweeten his on pot? Are these allegations going to bring on a “health scare” again just like past allegations have done? Does this have anything to do with Helton’s lock on control in Aberdeen? Showing the fraud is one thing but showing the reason for the fraud puts it in a much better perspective.
That said, if Jacobs doesn’t change her stand on the Harford County Hotel Tax, her Harford County support, regardless of political affiliation, may suffer.

Jacobs is an amazingly out of touch representative. I have called her and emailed her on countless occasions about several topics (especially education and environment). In all cases I have NEVER in the 8 years I’ve lived in Aberdeen gotten a personal response, only what seems to be automated emails. Back to the Helton/Washington ‘debate’, I say again that Art Helton is at the very least out and seen in the community; and according to publicly available tax records he does in fact reside in Joppatowne as stated (I just looked today out of curiosity). I do not know any one of the candidates personally, nor do I suspect any one of them would know me if I ran into them; but I can say from my experience in Aberdeen politics that at least Art Helton and the people around which he associates are approachable and present in district. Jacob’s record is one of inactivity and unapproachability… I do not see how that record would resonate with an informed electorate.

Senate 34, unlike House 34A is not ‘overwhelmingly Democratic’ (by the way, thank you for saying Democratic). Remember that Senate 34 covers nearly all of northern Cecil County, not an area known for progressive ideals. Besides that, the biggest challenge for Democratic candidates in 34 or 34A is getting the base to turn out. My guess is in many Gubernatorial elections the actual number of Republicans and Democrats that turn out is similar. Statistically 34A’s Democrats are significantly lower income than the county as a whole, and data clearly show country wide a strong correlation between income and likelihood to vote. Imagine how different this country would be if the poorest 1/4 of the population turned out as frequently as does the richest 1/4; I bet we would be a much more progressive (and much happier) nation.
Ignorant is as ignorant does. Nobody stops the “poorest 1/4” of the county from voting…nobody! If they’d get off their lazy tails and do their civic duty, maybe there would be a change…note the correlation: “1/4 of the richest” does get out and vote. Hmmmmmmmm, does that mean that highly motivated people who are civic minded are more successful? Really? Rather than figuring out how to beat the system and get what they can out of our tax dollars to continue in their “poor state of entitlement,” why aren’t these people working to improve their own life instead of waiting for the taxpayers to take care of them. Mrs. Jacobs is a fantastic proponent for her constituency and has always responded, personally, to any question I may have had for her. I’m sick and tired of these people who have decided that the “pursuit of happiness” promised by our Constitution means that the government, the taxpayers, are required to provide that happiness. That’s NOT what is says.
I wish Art Helton would just retire from politics. I feel he is a very unethical man and unfortunately does not seem to care about Harford County. That is evident in the way he does business in Aberdeen and the chokehold he has on political players.

Before you call me a Washington supporter, I’ll let you know right from the get go, he’s not a Hotel Tax supporter, so I’m not his supporter. I know that Art Helton is in support of the Hotel Tax, and dare I say that I’m in agreement with him on that one. It’s going to come down to “Whoever” vs. Jacobs and it’s going to come down to the Hotel Tax (at least for me).
For those that are brain dead, the Hotel Tax is not a tax that the residents of Harford County pay (unless you stay at a Harford County hotel), it is a tax, a fee if you will, that is added to the cost of the hotel room stay. Hotel guests will actually contribute to the tax base and pay for the services that they get while in county (roads, police, fire, medical…..all things that our taxes go to). The Hotel Tax collected must be slotted toward tourism and green space, roads, public safety all promote tourism. To put it in simple terms, the Hotel Tax could pay for an extra cop in Havre De Grace or pay for equipment to patrol the water front, it could lift the Ripken Stadium burden off of the Aberdeen resident’s backs, and would most certainly mean more money to enhance public safety in the Edgewood area. Granted Bel Air, Fallston, Jarrettsville, an the like wouldn’t see too much, but there aren’t any hotels in those areas.
RWinger… I have not too often agreed with you, but on the hotel tax issue you are right on. It is in general I would say a simple reality of government however that wealthier areas pay taxes that are used in lower income areas. Historically this has not been a huge problem, but in today’s climate of ‘me only’ the realities of tax base vs. service base has assisted with politics being as divisive as all hell. I do believe the hotel tax is the antithesis of this… the tax base and the service base will be in the same basic location, a win-win if you will. Now the real question… WHY IN THE WORLD DOES SENATOR JACOBS OPPOSE THIS? (Of course we all know this… she is friends / recipient of huge campaign donations with/from the Hess family)
Actually, I do support a Hotel Tax. My concern is that the Hotel Tax covers the motels as well. I HAVE been out and about in the entire district and spoke to several motel owners and their tenants.(How do you think the signs got up?) They are scared (especially the tenants) about it. They say themselves that they are one step from being homeless and even though it is only a $1 to $3 per night, that is enough to break them. I understand that. We all should. I want to support a Hotel Tax structure that would protect those people. People who go to motels tend to live there for long stretches. SO FOR FULL CLARITY…. I do support it and understand it’s benefits. But who is going to be the voice for the little person. ME! And there is a way to get both.

To me it seems like a hotel tax is a double tax on hoteliers.
They pay property taxes just like any other business. Why must they pay more money? Just because they do it elsewhere is not sufficient. Hotel guests contribute to the tax base when they stay in a unit- the property taxes are paid from said revenue.
The hotels also pay for their water and sewer.
If there is a problem with police funding- then everyone should share the burden. Why must we double-tax hoteliers?
The hotels don’t pay the tax; they collect it from the guests and send it to the state.
If that’s the case, why don’t we just charge a 100% tax on sales- the businesses won’t suffer, just the consumers.
If the property taxes are paid- what makes a hotelier different from a trucking company based in Harford County. Most business is from out-of-county and they use our roads.
I really want to know where we draw the line.
This sounds like the same comment I read on Mr. Washington’s FACEBOOK page from one of Mr. Helton’s supporters. And once someone called her out she deleted all of her attacks towards Mr. Washington. She is also from the Cecil Young Dems group. Sounds like another group made to support Mr Helton like the New Harford Democratic Club.
It is sooo funny that Guthrie says “Helton’s blatant disregard and manipulation of the state election law.” I say this because I live in Hartford County and I can see his point in this case, but I’m also member of local 1501 which Guthrie is president and business manager of and I been receiveing emails from the person who is running against him proving the local which guthrie represents, has been violating union voters rights and election guidelines for a very long time and now the union has to do a revote. I just find it hypocritical to see Guthrie calling this guy out.

Sure is wild. On top of all that, one of my union friends told me there were union members who didnt receive a voting ballot, so they called Guthrie and asked him to mail them a ballot because their were several union members that didnt get one. So Guthrie asked the person who called, how many union members would be voting for him? They union member reponded by saying, we are supporting your apponent. Needless to say those guys didnt get a ballot in the mail and were unable to vote. Now thats wild!!
I just hope things like this don’t go on in Harford County, that’s my concern.
You might want to point the union members who think Dion is pulling a fast one to the National Labor Relations Board. The Regional Director for the Baltimore area is Wayne Gold, and he can be reached at 410-962-2822…that office can also tell you who the Information Officer is. The IO is usually where you would start with a grievance, to be filed on the form below. Tell your friend to start it now and hopefully the newspapers will get word of it before the election.

Now you have my curiosity up, are you talking about our Hotels or apartments? You obviously, being a newcomer to this district, do not understand the economics of it. Do you know that Harford County is the only County in MD. without a hotel tax? Do you know that the other Counties use their hotel tax money to leverage against Harford County in the Tourism industry? Do you know the other Counties solisit tourists away from Harford County with advertising, paid for by hotel tax? Do you know that other Counties put more guests in their hotel with that advertising, again, paid for with hotel tax? Do you know that every county that implemented a hotel tax saw an increase in stays, not a decrease? Do you know that for every $1 that is spent on tourism you get a $30 return?
The only reason I made these coments is because you brought up the subject. These are facts, and you can find this info. if you choose to look into some of the bacckground and facts about our County. May I suggest you do that, since you are asking us to let you make decisions for us.
I am a proud Democrat who would vote for Helton over Jacobs because I cant stand her, but would vote for her over Mr. Washington. Mr. Helton is the best chance we have at taking back this seat, but I would hold my noise and vote for Nancy Jacobs over Washington.
Not to battle your credentials as a Proud Democrat, but I cannot begin to understand how any real Democrat could possibly vote for Nancy Jacobs. Her environmental record is a travesty, she does not fight to bring back money for public schools, and she is publicly against a woman’s right to decide what is right for her own body. In short, there is NOTHING that I can find as a Democrat to support in Nancy Jacobs. At least some of the county’s other Republicans have some merits in those areas (including Senator Glassman, who has a pretty darn good record on environment and education). If you could actually vote for Nancy Jacobs, I would ask my favorite question… why are you a Democrat?
I get your question, I am a proud Democrat. Mr. Washington has no chance of winning the seat in a year where Ehrlich is on the ticket, esp. in Harford and Cecil Counties. Mr. Helton is the best candidate to beat Nancy Jacobs, and I honestly would rather vote for her then someone who rocked-the-boat(Mr. Washington)

I would find it to be most interesting to hear what Mr. Washington might find out about Art Helton stealing water from the City of Aberdeen. The current bunch in shitty hall will probably stonewall any requests, but a FOIA request going back to 2005 or 2006 should turn up an interesting tid bit. Rovall Washington is a joke, anyone smart enough to do their homework can see that. He is clearly grasping at straws and resorting to childish, possibly illegal tactics to attempt to discredit Art Helton. He admits himself to stalking Helton’s home and harassing Helton’s employees. Personally, I’m surprised Washington could take the time out from his rather messy personal situation and his job selling cars to spend the hours he admitted to watching Helton’s home. Quite to the contrary, every time I have the pleasure of seeing Senator Helton, he is meeting with voters, attending events and setting a quality example to those who work for and with him. The real problem here is Dion Guthrie. He is an opportunist who is using Rovall Washington in his personal vendetta against Art Helton. He knows Washington has no chance of beating Helton, let alone Jacobs, but has encouraged Washington to run in order to satisfy his own need to be “the man” in that part of the county.
What Harford County needs is Art Helton to beat Nancy Jacobs, and John Henkel to end Guthrie’s political career with an upset win in the primary. Then the southern district might actually have some reps who stand up for the people.
I wonder if Dion is looking to possibly running in 2014. Maybe thats why he is really pushing hard on this. I know that Art and Dion dont see eye to eye at the moment, but there seems to really be another reason to it. Just a thought?
No question about that one. Dion wanted to run this time! Of course Dion has no chance either against Helton or Jacobs. What is really dumb about his actions this year however is the best thing for Dion if he wanted to be state senator is to have Art Helton defeat Jacobs. If he did, when Helton decides to hang it up, Dion would be right there to step in. Granted, both Art and Dion are about the same age, so maybe Dion just doesn’t think he can wait and run when he is 76 years old?

There seems to be some interest generated by this senatorial primary in an issue of great importance to me. That is, of course, the hotel tax. When deciding on which candidate you will support you may want to ask them what did they do this last session to support the hotel tax bill.

One of Washington’s company clients was a website called “mixtape murder (www.mixtapemurder.com)” Because gang violence isn’t bad enough– Washington’s client has musical artists singing about all the fine criminal traits of gang life. Ironic since his campaign says “zero gang tolerance.” Practice what we preach?
In his announcement he said “As a survivor of divorce, I know what it is like to have to pick up the pieces and start over.” Now, about that divorce… care to elaborate on the charges and countercharges filed?

Sure. The home was marital property that was part of a divorce. If you do not know, when people divorce, a lot of times one person is stuck trying to pay for everything the other will not. I managed to keep things together for 3 years until the recession hit last year. In the auto business, it hit six or seven months prior. So when my income dropped over 60% for almost eight months, the property I was trying to salvage was included in a bankruptcy. I am a real person. SO if you think you are doing well because you have $11,000 in the bank and a 401K and have to go through 7 months bringing home only $2000 a month when your bills are over $7000, the old marital property will go. I am a proud person. However, when you do the right thing and nobody is there when you need it, all you can do is pray to God for a His blessings.
I remarried in December 0f 2007. Times were great and times were bad. For us the issues were all over the place. I will not speak an ill word about her regardless of what you may want me to say. But we were great friends for a time. But conflicts from both sides of the family and ourselves caused a permanent split. It’s called a divorce. If things were great we would have stay together. Now that I am running for office, some people will do whatever they can to create a scandal. There is none. Just a couple of people that are getting divorce. Some are pushing her to going negative. One person pretended to be from a newspaper, another has offered money, and it keeps going. After our separation was notarized she went one way and so did I. I fear no man but God. Now that I have addressed that I will not anymore.

I moved IN my district that I cared about. Not outside of it and used someone else’s address to run under. The law says you must reside in the district you wish to represent. He has not. Ask people in the neighborhood. That 2009 gold mist Enclave he drives only came through for short visits. Now its there a lot more since the story broke. I believe he thinks we are idiots.
People know me, how I am, and operate. I am running because I WILL put myself out there for people who need help and representation. I did it at Antwerpen. I do it at Koons. I do it in the my community. If you doubt that then you do not know me very well. If you wish to, just call me and we can meet and discuss the issues at hand. How can you claim that Mr. Helton is using someone else’s address to run under, when he can and has offered very plainly, to prove that is his home? Just because one of his vehicles spends more time there than another one? If I were you I would spend more time worrying about gaining new votes to make up for the ones you lost by launching baseless allegations at a man like Art Helton, and less time stalking and harassing him and his employees. But then again, I doubt it would make much difference in the outcome of the primary. Desperation doesn’t suit any man…

Keeping Tabs! Art did the same thing 8 years ago, but only it was Havre de Grace back then. He purchased a condo in downtown HdG, but never spent a night there. His professional PAID campaign manager from another state lived in Art’s condo during the campaign, then split to Virginia as soon as Art lost to Nancy Jacobs. What did Art do with his “home” in Hdg after he lost 8 years ago? Of course, he sold his “home” and continued reside where he always has….Harmony Church Road in Darlington! And as soon as Art loses this race (whether it’s the primary or {god forbid}, the general), he will sell his “home” in Joppatowne and continue to live in Darlington with Ann and his other animals on the farm (sorry Ann!). Laws are laws, and with plently of experience, Art knows how to get around them. But deception is deception, of which Art is the king, and no matter who does it, it’s ALWAYS wrong! Anyone who is foolish enough to support Mr. Helton (the perenial loser of many elections) either doesn’t know him well, or they possess the same amount of integrity as Mr. Helton….NONE.

But what disturbs me most of all is that you are very comfortable acusing others of things, when you and your supports (Jansen Robinson) blatantly, and openly disciminated against certain canadates running for office, in the Joppa parade. You new the rules were that no canadate running for office could display campaign material in the parade. Other canadates that showed up with this material on their vehicles were asked to cover it up. You, however, were allowed to break the rules and willingly did so.

1)Residency Requirement: Some Food For Thought
Letter of the Law vs. Spirit of the law: When one obeys the letter of the law but not the spirit, one is obeying the literal interpretation of the words (the “letter”) of the law, but not the intent of those who wrote the law. Conversely, when one obeys the spirit of the law but not the letter, one is doing what the authors of the law intended, though not adhering to the literal wording.
Carpetbagger: An outsider whose only interest in coming to a place to win a political seat.
Weather or not a particular candidate has violated the letter of the law is a matter for the election board and/or the courts to determine. We believe that the intent of the residency requirement was to prevent carpet-bagging and to provide a reasonable expectation that the candidate possesses the kind of understanding for the issues and concerns of their respective constituents to effectively represent them.
Weather or not a candidate has resided in a particular district long enough to have gained that understanding is a matter that the voters will decide.
2)The Hotel Tax: Rovall DOES favor and support a Hotel Tax. But he does not favor a bill that penalizes Motel Owners, whose occupants aren’t business travelers, but who actually call these motels rooms home. Rovall will be outlining his proposal for a fair Hotel Tax Bill soon.
3)Edgewood/Joppatowne Parade: Apparently someone pointed out I failed to ensure that all parade participants abided by ALL of the rules. For this I offer NO EXCUSES. I will say this was an oversight and was not intentional.
In the future, we’ll deploy more parade marshals at the staging area to ensure that all participants abide by all of the parade rules. I realize how this must look since I am responsible for the parade as well as the Campaign Manager for Rovall Washington. I can assure you that I take what I do very seriously and would not intentionally allow such violations to occur.

Um, DINO = Democrat in name only, or somebody who becomes a Democrat only to win or impact a race, but does not necessarily uphold the ideals of the Democratic Party. I think this can describe both Mr. Washington and Mr. Robinson.

A motel is a motor hotel originally designed for automobile travelers with a parking space. A hotel (at the time the motel was coined) was built for longer stays and generally did not offer parking. Motels spread out and hotels spread upward. As if anyone really needed a history lesson.
The motels that Mr. Washington wants to protect are running as boarding houses or efficiency apartments, not what they were zoned or built for but I suppose that falls under the letter of the law versus the spirit of the law. Either way, persons taking residency in a motel or hotel for that fact is not a Harford County only situation, it happens in Cecil County, Baltimore County, and every other county and guess what, there is a hotel tax in each of those jurisdictions.
If anyone has ever traveled whether (put that in for BreakingNews) to the eastern shore or another state they have paid a hotel tax and most don’t even realize it. So why is Harford County left out to dry? That was rhetorical, I know why and the H E double snake family does too.

Sounds like more twisting of the truth and back pedaling, wich is becoming more and more aparent from the Rovall Washington camp. Your statement of an oversight couldn’t be further from the truth. You see Mr. Robinson, I was at the parade, and I was close to you when someone brought this to your attention before the parade started. You, VERY ARROGANTLY blew them off, then laughed about it!
Be careful in a crowd Mr. Robinson, you never know when someone will call you out on your false statements (or as most people call them……..LIES).
I am concerned with a pattern here. There are questions about Mr. Washington’s character, and now questions about Mr. Robinson’s character. Considering that Mr. Robinson is Mr. Washington’s campaign manager and Mr. Robinson is himself running for the school board are either of these candidates the kind of people we want in positions of great importance and power? We already have enough bad characters holding political office.
Also, isn’t it true that Mr. Guthrie recruited Mr. Washington and Mr. Robinson to run for office? It is well know that he is the major supporter of their campaigns.
It is true, which gives you a glimpse of Dino Dion’s priorities and thought processes. If he can stand so strongly behind these characters, what does that say about HIS character. It is time for him to move on.

When I just recently checked into what background I could find on all those running for the senate seat, I was shocked to see that Mr. Washington is currently filed to run as an Independent (for House of Delegates) and as a Democrat (for the Senate). I don’t know if that is even leagal. I’ve never heard of that being done before.

You really need to be “paying attention” to your horrible spelling and grammar. To answer your question, I’m not sure about the “leagality” of the situation.
One can file for a seat, then deactivate that campaign and file a new one (as Mr. Washington has done). I got the information using those same PDF files; under his House listing the campaign is no longer listed as ‘active’ (he is no longer running for that seat, and his name will not show up on the ballot). You can run for two seats only in very limited circumstances (for instance somebody can run for a central committee and school board, presumably because school board is not partisan).

No one is worried about Nancy Jacobs living in the district, in foreclosure, and/or in divorce. That’s just silly implying she doesn’t reside in Maryland. I see her at the grocery store all the time.

I’ve started to do some research and the guy running against Dino Dion seems to be for real. He is very active as President of the Joppatowne Recreation Council’s Baseball and Softball programs, and has volunteered extensively at Magnolia Elementary School. He does not seem afraid to get out there at the grass roots level and I doubt he owns a black dress shirt with matching black tie.
I heard that Dion’s got a ton of campaign cash and fundraising is something the Mr. Henkel could most likely use some help with. I am a new resident of Harford County (Edgewood) and a constituent of district 34A, brought to Harford County by the BRAC. What I have found in the short 18 months that I have lived here is that Both Nancy Jacobs and Dion Guthrie are very responsive and have been very helpful in providing me with information on the area and both of them will more than likely get my vote.. I feel that the elected officials in Edgewood are taking the right approach and right steps to revitalizing the area with their revitalization plan. Mr. Washington makes the claim on his website that if elected he is going to turn Edgewood into a “high-end shopping district”. While I would love to see that happen, I’m afraid its just not as easy as rezoning a few properties and last time I checked there were dozens of undeveloped commercially zoned plots along the rt 40 corridor and 24 right here, right now in Edgewood. The problem is that no “high-end” retailer is going to open shop in Edgewood because the average income levels in the surrounding Edgewood area would not support a “high-end” business. Attracting shoppers from outside the surrounding area would be difficult as well since Edgewood has earned a reputation for being overrun by gangs and violence. In fact, many of the people coming here for BRAC have been so turned off by the Edgewood reputation that many have totally written off the idea of living in or around Edgewood all together.

It takes more than just saying you are going to turn an area into something like high end anything. High end retail of any kind have guidelines that an area must meet before they will even consider looking at it. Unfortunately, at this time Edgwood does not come close to meeting those guidelines. Mr. Washington has made several similar statements, which makes me wonder if he really knows how things work, or if he is just saying things that he thinks people want to hear. That is somewhat true. Rovall Washington filed a comlaint with the local Election Board. They found his complaint to be invalid. The comlaint then went to the State Election Board. They found the comlpaint to be invalid. Mr. Washington then filed a suit against the Election Board, in Circuit Court. Mr. Helton was added to that suit. They had the hearing today, and yes Mr. Washington did loose miserably.
One thing may have really come out in the open though, and that is who is in the Rovall Washington camp. Mike Hiob, Barbra Kreamer and Nancy Jacobs were at the hering. After the decision was rendered they were seen hudled up presumably to plan their next move. What a CREW !!!!!!! Seems that some you who suspected the Jacobs involvement were right. Allow me to be accurate: Mike Hiob and Barbara Kreamer both attended the hearing in the morning as witnesses for Washington. They apparently left sometime after testifying.
Senator Jacobs wasn’t even there in the morning. She arrived in the afternoon during the last 10-15 minutes of the verdict presentation by the judge. You couldn’t possibly have seen them “hudled” up (presumably you meant huddled?) since the three individuals you mentioned weren’t ever in the court room at the same time.
On a related note, JibJab’s comment that Nancy Jacobs was in the back of the courtroom “pulling Washington’s strings” is an outright lie. As mentioned above, Senator Jacobs didn’t arrive until the verdict portion of the hearing. She wasn’t present for the bulk of the hearing. Washington obviously had no idea she was there. You could see the surprised look on his face when he first noticed Jacobs as he was exiting the courtroom at the conclusion of the hearing.

Thats pretty funny, because on the 11:00 news the comentator was pretty confused that Nancy Jacobs was there to ( by her own words) support Rovall Washington, a supposed opponent of hers! You sound more like Mike Hiob trying to cover his tracks.
I just went to the ABC 2 website to view the coverage you are describing. You should do the same, because once again, your comments are inaccurate.
Nancy Jacobs didn’t say that she was there to support Washington, the reporter did. What she said on air was that she didn’t challenge Mr. Helton’s residency in 2002, but decided to beat him instead. (Which she did, with 61% of the vote.) According to Jacobs own words, she was there because “I am a strong advocate for justice.”
Also, (just my personal observation) the reporter didn’t seem “confused” by Jacob’s presence at the hearing. Obviously, any candidate for office would be quite interested in the outcome of a lawsuit between two other challengers for the same office…

I didn’t attend the afternoon session, but I have been told by reliable sources what happened, and your description sounds perfectly accurate.

What a waste of time for all parties involved. Rovall Washington is clearly afraid to actually campaign against Senator Helton, for good reason, so he tried to “win” the Dem nomination by having his competition eliminated from the race. Although, I guess I can’t blame him too much for that, given the fact that even if he actually worked the campaign during his time spent stalking and harassing the Helton camp, he still wouldn’t stand a chance against him. The Washington/Guthrie/Hiob “crew” is washed up and out of options. Unless, of course, they’d like to join the Jacobs team. Seems like they are already good buddies, and surely Nancy, as one of the lowest rated legislators in the state, could use their help!

interesting to me how we all can build such a long thread and muster so much anger from both sides over a simple lie. Everyone knows where Helton lives and if you don’t; he bought the old Worthington farm years ago on Harmony Church road where he raises some sheep. A couple of elections ago he bought a condo in Havre de Grace for the same reason and even made his office in Aberdeen his abode when he wanted to vote in their election.
My take is this; who cares? He can buy almost anything he wants and say he lives anywhere he wants but the one thing that he can’t buy is the thing he wants more than anything else is an elected position.
Now here comes his punishment. Nobody with any real money is going to support him so like the last few campaigns he ran he had to fund them personally. And you can pay yourself back only if you win.
So relax haters and supporters alike. He can’t win.

After reading the accounts of super stalker, I mean, private investigator Rovall Washington, I decided to investigate Mr. Helton’s residency myself. I emulated Washington’s method by not working for a few days and camping out on Ravenswood Court. In the evening on the first day I was stalking the Helton House, I observed an off-white Buick Enclave pull into the driveway. A man who I believed to have been Mr. Helton exited the vehicle and entered the premises at 110 Ravenswood Ct. I continued to wait to ensure Mr. Helton was not simply there to visit or pick up rent or the mail. While I was waiting, I noticed an off-white Lincoln Town Car drive by, which was surprisingly driven by a man with a squirrel on his shoulder. As he spun around the court and drove away, I realized it was only Dion Guthrie stalking the Helton house yet again and probably reporting back to Rovall Washington for him to claim as his own investigative information. I stayed for a few more hours and went home sometime after midnight. I returned around 5:00am the next morning and shortly after witnessed Mr. Helton exiting the home and entering the off-white Buick Enclave and leaving. I returned to the location several times over the next few weeks to find more of the same. It has become very apparent to me that Art Helton does indeed live at 110 Ravenswood Court. Rovall Washington and Dion Guthrie need to start doing some real work and contributing to society instead of stalking and harassing decent people.

Face it. Art is just a pitiful, embittered old has been. He may have lots of money but found out the hard way that there are lots of folk who can’t be bought. Unfortunately he has bought his way into positions and out of trouble time an again. The fact that Maryland election law is so f…d up as to let him vote and/or run from anywhere is just a shame but we do have the best government that money can buy.
How many lies does it take for a man to be labeled a liar? How many times does a man have to steal to be labeled a thief? In my book only once so Art is therefor a thieving liar.
All of this mudslinging is really making Dems look bad.
The fact that this story is even an issue ensures that Helton will not be getting my vote. More Career politicians doing shady stuff to play the system. He did live in Darlington last year. Look Im a conservative, I will not be voting for him. Its time for all of these crooks to step aside and let some fresh thinking individuals give it shot. To hell with these crooks.
To all so interested in the candidates personal lives and wrong doing, they need to be worried about the level of education and experience that this individuals should posses to represent us the people!!
Integrity is something elected officials MUST have. Would you trust or vote for someone who lies about where they live? Someone should also check into how many candidates own rental properties and are they collecting cash from their tenants without paying taxes on the rental income. Keep looking, you’ll find them…when you do, expose them!
It seems that in addition to his personal financial woes, Mr. Washington cannot seem to manage his political finances, either. If my political contribution to his fledging campaign went to cover a pair of Bank of America overdraft fees, I’d ask for a refund. What a joke.

judging from the signs or lack thereof – all this is for naught. seems like Mr. Helton’s political days are sunsetting and either Mr Washington or Helton will lose to Jacobs. just based on the signs you see in the district.
