William Lee Skillman, 49 of Aberdeen has been arrested and charged in the fatal hit and run accident that took the life of Jarrett A Vaughan on July 31 of this year. The Grand Jury indictment charges Skillman with negligent homicide with auto while under the influence, negligent homicide with auto while impaired, driving while under the influence of alcohol and several other related offenses. Bond was set at $100,000.00

Fatal pedestrian accident investigated
(Aberdeen, Maryland) July 31, 2009- At about 6:00 am Aberdeen Police responded to the area of west bound Pulaski Highway near the Route 715 overpass to investigate a body lying next to the roadway. Officers located an adult male suffering from injuries consistent with being struck by a vehicle. The victim was pronounced dead at the scene. At this time the striking vehicle has not been located. The name of the deceased held pending notification of next of kin. Any one with information regarding the incident is asked to contact the Aberdeen Police Department at 410-272-2121.
Updated Information: Victim identified-striking vehicle recovered
August 4, 2009- The victim who was struck and killed on July 31st has been identified as Jarrett Anthony Vaughan 19, of Aberdeen. The striking vehicle, a 1999 white Dodge Durango has been recovered in the Carsins Run area, which is just outside the City. The vehicle is being held as the investigation continues. Any one with any information pertaining to the incident is asked to call Sgt. Tony Burke at 410-272-2121.

To quote Mike Bennett on The Dagger: “We need to refocus efforts in a few areas. I don’t think the guys need to be out on Route 40 hawking traffic tickets. Our people need to be in the neighborhoods making sure the neighborhoods are safe.”
If they were out hawking tickets on July 31 maybe the victim would still be living. I’m not blaming the police in any way, shape, or form. I thinks that it’s sad to have a mayor that doesn’t seem to think that traffic enforcement on Route 40 is that important. By the way, great job Aberdeen Police Department on handling this case.

it’s a known fact the 40# corridor is and express way. for drug pushers rapist’s drunk drivers etc.you would think the ”Mayor” would have sense enough to know that.

Praying for Garfield and his Family. It’s not the Police fault. It’s William Skillman’s fault for drinking and driving. Bet there is more than one DWI offense on his record! Cudos to APD for catching this drunk!

I agree 100%, the APD did a great job in nailing this one. I just have a problem with a mayor who doesn’t see the need for officers working traffic stops on Route 40. Worst yet a mayor who made that claim in an official response to an interview.

Many Assualt charges, at least 2 other DUIs, domestic violence, negligent driving, motor tort suits, resisting arrest, yada yada…He’s definately seen some court time, and he’d better see some jail time, looks like he’s had a lot of probation and stet dockets.
