(Harford County, MD – February 10, 2009) – Harford County Sheriff’s deputies have arrested Patrick Leon Dixon III, 20, of the 14300 block of Poplar Street, Goldsboro, MD and Keith Burton Osterman, 26, of the 25800 block of Sennett Road, Denton, MD in connection with the Cecil Bank Robbery that occurred on February 9, 2009.
On Monday, February 9, 2009 at 12:37 p.m., deputies responded to the Cecil Bank in the 1600 block of Pulaski Highway, Havre De Grace, MD in reference to a reported armed robbery.
A white male suspect entered the bank displaying a sawed off shot gun and handed a note to the teller demanding money. The suspect was further described as approximately five feet eight inches tall, 170 lbs, wearing black sweat pants and a gray shirt last seen leaving the area in a red pick up truck.
Moments later, Havre De Grace Police Officers located and stopped the truck in the area of Martha Lewis Boulevard and Route 40. The driver was identified as Keith Burton Osterman and the passenger was identified as Patrick Leon Dixon. Both suspects were detained and after further questioning admitted to their involvement in the robbery.
In addition, they further admitted to their involvement in the robbery of the Cecil Federal Bank in Elkton, MD which occurred on Friday, February 6, 2009. Both Dixon and Osterman were arrested and transported to the Harford County Detention Center for processing.
They are charged as follows:
Patrick Leon Dixon III: armed robbery, assault 1st degree, assault 2nd degree, conspiracy to commit armed robbery, and theft over $500.00.
Keith Burton Osterman: armed robbery, conspiracy to commit armed robbery, conspiracy to commit theft over $500.00 and theft over $500.00.
Both Osterman and Dixon are being held in lieu of $150,000 bond. A bond review is scheduled for Tuesday, February 10, 2009.

Robbing a bank in HdG is crazy! With a police force of 30+ officers, patroling a rather small area, the response time can be a matter of seconds….not minutes! Martha Lewis Lane is only a few dozen yards away from the bank they robbed. So I imagine the bank teller must of hit an alram while she was being robbed. HdG finest were there in seconds.
Advice to would be bank robbers: Don’t rob ANYTHING in Havre de Grace!!

Didn’t see any article on this so i am posting this on this story since it is police related. The Harford deputy charged with assault and prostitution in baltimore was found NOT GUILTY yesterday at his trial.

Sounds like the suspects didn’t know the area. Serves them right getting caught by our HdeG Police, I have to say is a fine group of people in their own right. I heard they did an exellent job in securing the area. Congrats to or fine Police Force. Wether you like them or not they did one hell of a job that day!

Well, excellent job. By the way, there are not 30 cops patrolling at any given time. In fact, I happen to know it is anywhere from 3 to 5 per shift, which I dont think is enough personally, considering the population of HdG. One minor incident can tie up 3 cops for hours… My ffather was a cop so I am familiar with this sort of stuff. Anyway great job guys!
